HomeMy WebLinkAbout1998-04-28 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL MEETING APRIL 28, 1998 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 6:00 p.m. on Tuesday, April 28, 1998, in the downstairs Administration Building Conference Room. Those present included Mayor Mary Lib Saleh, Mayor Pro Tem Charlie Miller and Council Members Carl Tyson, Leon Hogg, Katie Edwards and Glenn Walker (Council Member Walker left meeting at 7:00 p.m.). Council Member Bobby Baker was absent. COUNCIL CONSIDERATION OF SCHEDULED ITEMS -COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for the consideration of scheduled items. Staff Members Present City Manager Tom Hart, Deputy City Manager Joe Hennig, City Attorney James Cribbs, City Secretary Susan Crim, Director of Administration Tom Cox, Director of Public Works Randy Byers, Director of Finance Loretta Getchell, Police Chief Gary McKamie, Director of Planning & Development Bo Bass, Director of Economic Development David Witcher, City Planner Carol Griffith, Inspection Service Supervisor Jim Moy, Cash & Debt Analyst Vicki Smith, Senior Administrative Assistant Scott Campbell, Reserve Police Officer Clyde Cullum, and Assistant to the City Secretary Becky Null. Visitors Judy Moy, Jerome Smith, T. J. Thurman, Anna & Tom Goodwin, and Carroll Scott and other visitors as noted on the visitor's register. PLEDGE OF ALLEGIANCE Mayor Saleh led the Pledge of Allegiance. INVOCATION Pastor T. J. Thurman, Metroplex Chapel of Euless, gave the invocation. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS Director of Planning & Development Bo Bass introduced Inspection Service .• Supervisor Jim Moy and his wife Judy, and Director of Finance Loretta Getchell introduced Cash & Debt Analyst Vicki Smith and her son. Mayor Saleh presented a 15-year service pin to Jim Moy and a 5-year service pin to Vicki Smith. Mayor City Council Minutes April 28, 1998 Page 2 of 4 Saleh noted that Public Works Field Tech II Randy Storm and Public Works Field `r Tech II Michael Moncada were unable to attend to receive their 10-year service pins. Consent Agenda Item Nos. 2 through 8 were approved as follows: ITEM NO. 2 APPROVAL OF RESOLUTION NO. 98-996 Approval of Resolution No. 98-996 for continued legislative support for increased transportation funding for Texas in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) Reauthorization Process. ITEM NO. 3 APPROVAL OF AWARDING BID NO. 98-14 AND THE APPROVAL OF RESOLUTION NO. 98-997 Approval of Bid No. 98-14 for legal advertisements and approval of Resolution No. 98-997 designating the Fort Worth Star Telegram the official newspaper of the City of Euless. ITEM NO. 4 APPROVAL OF AWARDING BID NO. 97-60 - Approval of awarding Bid No. 97-60 to Forklift Sales and Service, Inc., 1027 Quaker Street, Dallas, Texas, in the amount of $16,480.00, for the purchase of a midsize forklift truck for the Fleet & Facility Department. ITEM NO. 5 SET PUBLIC HEARING DATE FOR RECOVERY OF DEMOLITION COSTS Public hearing set for May 26,1998, to hear the protests or objections to the charges incurred in the demolition of the car wash at 704 W. Euless Blvd. ITEM NO. 6 APPROVAL OF TEMPORARY USE PERMIT NO. 98-03 Approval of Temporary Use Permit No. 98-03 for an outdoor special event with alcohol sales at Showplace Lanes, 1901 W. Airport Freeway on May 24, 1998, from 1:00 p.m. to 7:00 p.m. with the stipulation that the applicant contact the police and fire departments directly to address security and emergency assistance issues. ITEM NO. 7 ACKNOWLEDGMENT OF MINUTE ORDER FOR DEED RESTRICTIONS Acknowledge City-enforceable deed restrictions on International Regional Industrial Complex, Block A, Lot A for a period of 20 years with automatic extension for periods of 10 years unless it is amended or terminated through the process described in the document. These deed restrictions allow the property City Council Minutes April 28, 1998 Page 3 of 4 to remain zoned 1-2 (Heavy Industrial), but require the property to be developed 'now in conformance with TX-10 (Texas Highway 10 multi-use) zoning district development standards, and mandate that all manufacturing activities must be conducted in an enclosed building. ITEM NO. 8 APPROVAL OF MINUTES Approval of the minutes of the Regular Meeting of April 14, 1998. Council Member Hogg motioned to approve Item Nos. 2 through 8 on the Consent Agenda. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg, and Edwards Nays: None Mayor Saleh declared the motion carried. Mayor Pro Tern Miller recommended to the audience, if they were letter writers that on Item No. 2, they write to their federal elected officials and possibly the �.. President. There are Texas legislators in Washington, D.C., trying to get at least a 90% return back to the state of Texas on the fuel tax which we pay which is supposed to go towards roads. Typically, we have only received about 70% of every dollar we put in. We should get 100%, but hopefully we'll get 90%. Regular Agenda ITEM NO. 9 REPORTS Staff Report There was no staff report. City Manager City Manager Tom Hart stated he was proud of the staff and volunteers at Arbor Daze. He noted there were a lot of hours put in by finance as well as the other departments. He stated that Sunday was financially down due to the weather, but the other days were great. In response to a question, he stated that he and Rick have discussed showing the volunteers some sort of appreciation and will know at a later date how many volunteers were actually involved with Arbor Daze. City Attorney City Attorney James Cribb had nothing to report. City Council Minutes April 28, 1998 Poke 4 of 4 City Council Council Member Edwards congratulated Jim Moy and Vicki Smith. She stated she had heard good comments about Arbor Daze and thanked all the volunteers. Mayor Pro Tern Miller extended congratulations to Jim Moy and Vicki Smith. He was glad Arbor Daze had a successful weekend. He wondered what it would be like for the staff involved to one time be a participant in Arbor Daze instead of having to work. Council Member Hogg also congratulated Jim Moy and Vicki Smith. Council Member Tyson stated he appreciated Jim Moy and Vicki Smith and knows that they work hard. He noted the City has had 10 great years of Arbor Daze and that Arbor Daze was great even though the last act was rained out. Mayor Saleh stated that Euless is a great city and Arbor Daze has put Euless on the map. She stated that a lot is owed to the volunteers and the vision of the staff. She congratulated Jim Moy and Vicki Smith. Deputy City Manager Joe Hennig mentioned that one of the volunteers, Carroll Scott, was in attendance at the meeting tonight and that Mr. Scott worked approximately 40 hours over the weekend during Arbor Daze.
