HomeMy WebLinkAbout1998-09-22 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 22, 1998 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:15 p.m. on Tuesday, September 22, 1998, in the downstairs Administration Building Conference Room. Those present included, Mayor Mary Lib Saleh, Mayor Pro Tern Charlie Miller and Council Members Carl Tyson, Leon Hogg, Bobby Baker, Glenn Walker, and Katie Edwards. Closed session was held to discuss real property and personnel matters, as authorized by Sections 551.072 and 551.074, of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for the consideration of scheduled items. PLEDGE OF ALLEGIANCE Cub Scout Pack#387 led the Pledge of Allegiance. City Council Minutes Page 2 of 6 September 22, 1998 INVOCATION Bishop Robert Flynn, Church of Christ of Latter Day Saints, gave the invocation. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS Finance Director Loretta Getchell introduced Accounts Payable Clerk Jan Turner, receiving a 5-year pin; Police Chief McKamie introduced Police Secretary Michele Hastings, receiving a 10-year pin; and Deputy City Manager Joe Hennig introduced Police Chief Gary McKamie, his wife Paula and sons Blake and Blaine. Police Chief McKamie received a 25-year pin. Police Captain Joey Ziemian noted that Police Chief McKamie started as a dispatcher and has worked his way to police chief. He stated that Chief McKamie has been a great leader and a good friend. Mayor Saleh presented the service pins to each of the employees. ITEM NO. 2 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to John Monrad and Girl Scout Troop #1527 proclaiming October 3, 1998, as Girl Scouts/Girl Sports Day. ITEM NO. 3 PRESENTATION OF THE OPEN HOUSE PRIZE DRAWINGS Mayor Saleh read several of the responses she had received praising the Open House. She noted that 5 families and 7 children ages 12 and under visited all 16 sites and 41 children visited at least 5 sites. She named the 7 children who visited all the sites noting that they will receive McDonald certificates. City Secretary Susan Crim drew Jonathon Week's name as winner of the children's prize package and Council Member Hogg drew Anniece McKanna's name as winner of the family prize package. The winners were among those who visited all of the city sites during Open House on Saturday, September 12. ITEM NO. 4 APPROVAL OF BID NO. 98-22 Council Member Edwards motioned to approve Bid No. 98-22 for the annual contract for portable toilet rental and services to BFI Services Group, 2617 Willowbrook Road, Dallas, Texas, 75220, in the amount of $22,080, including acceptance of their low bids for special events. Council Member Baker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg, Baker, Walker, and Edwards Nays: None Mayor Saleh declared the motion carried. City Council Minutes Page 3 of 6 September 22, 1998 ITEM NO. 5 APPROVAL OF RESOLUTION NO. 98-1001 Mayor Pro Tern Miller motioned to approve Resolution No. 98-1001 designating the City of Euless' share, $13,548.00, of the Juvenile Accountability Incentive Block Grant to the Tarrant County/Fort Worth Juvenile Crime Enforcement Coalition. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Miller, Council Members Tyson, Hogg, Baker, Walker, and Edwards Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 APPROVAL OF TEMPORARY USE PERMIT NO. 98-30-CC Council Member Baker motioned to approve Temporary Use Permit No. 98-30- CC for an outdoor special event, "Adopt a Child Benefit Fair", with no alcohol outdoors at the Village Grill Diner, 2051 W. Airport Freeway to be held on October 17 & 18. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg, Baker, Walker, and Edwards Nays: None Mayor Saleh declared the motion carried. Ms. Debra Halyard, Village Grill Diner, presented letters of approval from the owners of adjacent properties. ITEM NO. 7 TABLED ORDINANCE NO. 1338 Ordinance No. 1338 was tabled at the September 8, City Council meeting in order for the staff to address the concerns council members had regarding the impact the ordinance would have on local business. Mr. John Pena, TU Electric/Lone Star Gas Account Manager, stated that out of 372 cities and 91 counties that TU/LSG provides services to, no other city has a similar type ordinance in effect. He noted that the guard light rate of $8 - $12 per illuminaire is approved by the Public Utility Commission. He stated that the wooden pole guard light provides inexpensive security lighting to a large group of customers. He stated that the charge for removing existing wood guard poles is $73 per illuminaire. Mr. Pena listed the various places that would be affected by City Council Minutes Page 4 of 6 September 22, 1998 the lighting ordinance as it is currently approved, noting that there are over 100 separate accounts impacting 300 guard lights. Council Member Baker motioned to table Ordinance No. 1338, amending Chapter 84 "Unified Development Code", Subsection 84-201 (i) "Lighting" of the Code of Ordinances to modify fixture materials and replacement requirements until the Council Meeting on November 10, 1998. Council Member Walker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg, Baker, Walker, and Edwards Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 CONSIDERATION OF MINUTES Council Member Hogg motioned to approve the minutes of the Regular City Council Meeting of September 8, 1998. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Miller, Council Members Tyson, Hogg, Baker, Walker, and Edwards Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9 REPORTS CITY MANAGER REPORT Deputy City Manager Joe Hennig stated that City Manager Tom Hart will be leaving Thursday to go to Japan for 2 weeks. He reported that Director of Economic Development David Witcher is currently working with several economic development prospects. He stated staff members met with Bennett Properties personnel, and they will be back in town with the Urban Group in October to meet with the City Council and give them an update. Mr. Hennig stated that the staff is optimistic regarding several great economic development opportunities. CITY ATTORNEY City Attorney Bob McFarland stated that under previous administrations his office had been involved in investigating complaints against police officers. He praised Police Chief Gary McKamie noting that this has never happened under his City Council Minutes Page 5 of 6 September 22, 1998 leadership as police chief, because of the professionalism he exhibits and that required of his officers. STAFF REPORT There was no staff report. CITY COUNCIL Council Member Tyson congratulated the city employees receiving service pins, stating the employees really do a good job for the city. Council Member Hogg congratulated the employees receiving service pins. He also complimented the Police Department on how they handled an incident near his home two weeks ago. He stated they did a great job. Council Member Baker stated he has known Police Chief Gary McKamie for the past 25 years and that he is a great police chief, does an outstanding job, and that his sense of humor goes a long way in making things run smoothly. Mayor Pro Tem Miller congratulated each of the employees receiving service pins. He stated the city is fortunate to have such good employees. He noted that Police Chief McKamie is involved in a lot of activities outside of the Police __ Department. He stated that Council Member Hogg handled the media very well during the police incident near Mr. Hogg's home. Council Member Walker stated he appreciated the fine example Police Chief McKamie has set for Police Department employees, his family, and Euless citizens. He congratulated the open house winners and complimented city employees for their involvement in working at the Open House, especially the Planning & Development Department. Council Member Edwards congratulated Police Chief McKamie and blessed Gary's wife, Paula. Mayor Saleh thanked Police Chief Gary McKamie for the great job he has done in the Police Department. She noted the other employees that have reached 25 years services. She stated that the library had a large turnout during Open House. Mayor Saleh congratulated City Secretary Susan Crim on being elected to the Board of Trustees for the Texas Municipal Clerks Association. Police Chief Gary McKamie explained how well Police Officer Sam Katoa handled the 79 year old man who had been shooting inside his house two weeks ago near Council Member Hogg's home. The man had exited the house with a gun in each hand and Officer Katoa took him to the ground without causing any injury to the elderly man.
