MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 12, 2000 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, September 12, 2000, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Leon Hogg and Council Members Carl Tyson, Bobby Baker, Charlie Miller, Glenn Porterfield, and Veva Lou Massey. Closed session was held to discuss real property as authorized by Section 551.072 of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:08 p.m. for the consideration of scheduled items. INVOCATION Mayor Saleh gave the invocation. PLEDGE OF ALLEGIANCE Brownie Troop#1552 led the pledge of allegiance. City Council Minutes Page 2 of 5 September 12,2000 `o., ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR SEPTEMBER Director of Administration Tom Cox and Library Administrator JoAnn Rogers introduced Library Technical Services Coordinator Sherry Moeller and her family. Mayor Saleh presented her with a plaque for being selected Employee of the Month for September. ITEM NO. 2 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Tamra Ward, representing the American Heart Association, proclaiming October 7, 2000, as "Walk For Your Heart Day", which will be held at Texas Star Golf Course. ITEM NO. 3 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Pearl Jones, representing the Sickle Cell Disease Association of America, proclaiming September, 2000, as "National Sickle Cell Disease Awareness Month". CONSENT AGENDA Nlaw Council Member Miller motioned to approve Consent Agenda Items No. 4 through 6 as follows: ITEM NO. 4 AWARD OF BID NO. 00-14 Award of Bid No. 00-14 to Steel-lite Roofing, Inc., 3617 Collinwood Avenue, Fort Worth, Texas, 76107-4509, in the amount of $32,000 for roof repairs to Midway Recreation Center. ITEM NO. 5 AWARD OF BID NO. 00-19 Award of Bid No. 00-19 to Workforce 2000, 1903 Central Drive, Suite 200, Bedford, Texas, 76021, in the amount of $320,000 for the continued use of leased employees at Texas Star Golf Course and selected positions in the Parks and Community Services Department, with the stipulation that the City of Euless be shown as alternate employer on the Certificate of Liability Insurance. ITEM NO. 6 APPROVAL OF MINUTES Approval of the minutes of the Regular City Council Meeting of August 22, 2000, and the minutes of the Special Called Meeting of August 31, 2000. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey City Council Minutes Page 3 of 5 September 12,2000 v.. Nays: None Mayor Saleh declared the motion carried. REGULAR AGENDA ITEM NO. 7 APPROVAL OF TEMPORARY USE PERMIT NO. 00-06-CC Director of Planning & Development Bo Bass stated that the permit would be valid October 6, 7, and 8 to allow St. John the Baptist Greek Orthodox Church to hold a Greek Food Festival. Mayor Pro Tern Hogg motioned to approve Temporary Use Permit No. 00-06-CC for the request of St. John the Baptist Greek Orthodox Church for a Greek Food Festival to be held at 303 Cullum Drive, Lot 6 and a portion of Lot 7, Alexander- Cullum Addition. Council Member Baker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey NMI Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 APPROVAL OF SECOND AND FINAL READING OF ORDINANCE NO. 1441 Council Member Tyson motioned to approve the second and final reading of Ordinance No. 1441, adopting the official operating and capital budget for the City for FY 2000- 2001, as amended as follows: (1) additional $219,369 be moved from car rental fund so that ad valorem tax rate will not have to be increased this year; (2) $700,000 for the golf course erosion be a loan from the car rental to be paid back by revenue generated by the golf course; and (3) $1.2 million for equipment facility for the parks and recreation department to be financed over a 5-year term with bonds. Council Member Porterfield seconded the motion. Ayes: Council Members Tyson, Miller, Porterfield, and Massey Nays: Mayor Saleh, Mayor Pro Tem Hogg, and Council Member Baker Mayor Saleh declared the motion carried. City Council Minutes Page 4 of 5 September 12,2000 ITEM NO. 9 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE �,. NO. 1444 Council Member Baker motioned to approve the first and final reading of Ordinance No. 1444 adopting a tax rate of $0.514754 for the City of Euless for the year 2000. Mayor Pro Tem Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 10 PUBLIC COMMENTS Mayor Saleh did not call for public comments. ITEM NO. 11 REPORTS STAFF REPORT Director of Economic Development Andrea Baxter gave an update on the State Implementation Plan (SIP) for the Dallas-Fort Worth area to be brought into compliance with the Federal ozone standard by 2007. She detailed the history of the area's ozone non-attainment and outlined the steps necessary to reach the goal set for the year 2007. CITY MANAGER City Manager Joe Hennig recognized Lou Baum and noted that the Citizens Police Academy has been recognizing the 911 dispatchers for dispatcher week. He stated he is glad the budget was approved and appreciated the support from council and citizens. He appreciated the council working together. He thanked Finance Director Loretta Getchell and her staff on their hard work on the budget and 5-year plan. He also thanked Deputy City Manager Gary McKamie and the directors. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. CITY COUNCIL Council Member Tyson stated that the hazardous waste disposal held last Saturday was a great success. He congratulated Sherry Moeller on receiving employee of the month. City Council Minutes Page 5 of 5 September 12,2000 �.. Mayor Pro Tern Hogg applauded Sherry Moeller. He stated that he and Jan have begun the Citizens Police Academy and they also recently attended the HEB Chamber Gala. Council Member Baker congratulated Sherry Moeller. Council Member Miller stated he went to a recent Library Foundation meeting. He stated they are a great group of people and participation in the Foundation is a good way to get involved in the city. He stated everyone on the council tries to do right by the city when it comes to the budget. He appreciated all the citizens who attended the meetings regarding the budget and wanted them to know he was listening. Council Member Porterfield congratulated Sherry Moeller. He stated his appreciation of the library and their support. He was pleased that the citizens have shown the council they care about what goes on in the city. Council Member Massey congratulated Sherry Moeller. She stated she went with Fire Chief Lee Koontz to the Fire Rescue International Conference. She also attended the Teen Court Board meeting. Mayor Saleh urged the citizens to sign up to volunteer for the boards and �... commissions. She stated the log cabin is finished and there will be a grand opening in the near future.
