HomeMy WebLinkAbout2000-10-10 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL OCTOBER 10, 2000 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, October 10, 2000, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Leon Hogg and Council Members Carl Tyson, Charlie Miller, and Veva Lou Massey. Council Members Glenn Porterfield and Bobby Baker were absent. Closed session was held to discuss contemplated litigation and real property as authorized by Sections 551.071 and 551.072 of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS -COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:06 p.m. for the consideration of scheduled items. City Council Minutes Page 2 of 6 October 10,2000 �,., ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER City Engineer Ron Young introduced Engineering Secretary Cynthia Daniel and her family, and Mayor Saleh presented Cynthia with a plaque for being selected October's employee of the month. ITEM NO. 2 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Librarian Jeanne Green, Librarian Elizabeth Draper, and area teenagers proclaiming October 15-21, 2000 as "Teen Read Week". ITEM NO. 3 PRESENTATION BY RESIDENT OF SANDSTONE APARTMENT, CATHY JOSEY FOSTER Cathy Josey Foster, 1500 Bear Creek Parkway, Apt. 105, Euless, made a presentation regarding the apartment residents opposition to the proposed fence being constructed around the Sandstone at Bear Creek Apartments. City Manager Joe Hennig noted that the Unified Development Code requires a gated fence around all new apartments, as well as those undergoing substantial renovations. He stated that the plans, as approved, for Sandstone Apartments require a gate and fence. City Attorney Bob McFarland stated that because of state law, the council is unable to render any type of a decision since an action item was not posted on the agenda. He noted that in order to deviate from the approved plans, the owner would have to request a variance. He stated that someone from the city would contact Ms. Foster regarding the plans that have actually been approved. ITEM NO. 4 APPROVAL OF TEMPORARY USE PERMIT Council Member Miller motioned to approve Temporary Use Permit for installation and operation of a concrete batch plant for approximately 120 days to be used on the Mid- Cities Boulevard project, located within the right-of-way of SH 360. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 RATIFIED TRINITY RIVER AUTHORITY OF TEXAS (TRA) EMERGENCY REQUEST Mayor Pro Tern Hogg motioned to ratify the emergency request of Trinity River Authority of Texas (TRA) for expenditures for repairs and improvements to the Water Supply Project, in the amount of$486,740. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 7 APPROVAL OF MINUTES Mayor Pro Tern Hogg motioned to approve minutes of the Regular City Council Meeting of September 26, 2000. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 PUBLIC COMMENT There was no public comment. ITEM NO. 9 REPORTS CITY MANAGER City Manager Joe Hennig stated that Dr. John Crompton has been scheduled to be at the precouncil meeting on December 12, to discuss parks and leisure activities and their value to a city's economic development, and that the Parks & Leisure Services and Economic Development Advisory boards will be invited. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. CITY COUNCIL Council Member Tyson congratulated Engineering Secretary Cynthia Daniel on being selected employee of the month for October. He stated he attended the Himes Log Cabin tour at Heritage Park. City Council Minutes Page 6 of 6 October 10,2000 Nosy Mayor Pro Tern Hogg attended and presented a certificate at the South Euless Elementary dedication. He also attended the Historical Preservation Committee Meeting and noted that Mrs. Willie Mae McCormick was there and that she will be 92 years old on Tuesday. He stated he will be inducted as incoming president of the HEB Economic Development Foundation on Wednesday. Council Member Miller congratulated the citizens who were appointed to board positions and stated he appreciated their willingness to serve. Council Member Massey noted that October is Fire Prevention Month, and that the fire department is making presentations at the schools. She attended the Lakewood Elementary presentation. She also attended the Teen Court Advisory Board Meeting and the tour of the Bedford Council Chambers. Mayor Saleh stated that Council Member Porterfield has been very ill in the hospital, and has been missed. She stated that Council Member Baker is out of town.
