OCTOBER 24, 2000
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh
at 4:10 p.m. on Tuesday, October 24, 2000, in the Administration Building Conference
Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Leon Hogg and
Council Members Carl Tyson, Bobby Baker, Charlie Miller, Glenn Porterfield, and Veva
Lou Massey. Closed session was held to discuss real property as authorized by Section
551.072 of the Texas Government Code. Precouncil discussion was held on agenda
items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:08 p.m. for
the consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PIN
"�- Police Chief Leonard Carmack introduced Police Sergeant Ron Williamson and his
family, and Mayor Saleh presented him with a 20-year service pin.

Council Member Miller motioned to approve Consent Agenda Items No. 2 through 8 as
follows:
ITEM NO. 2 EXTENSION OF BID NO. 99-29
Extension of Bid No. 99-29 for one year to Trend Offset Printing, 2323 McDaniel Drive,
Carrollton, TX 75006, for printing five issues of Euless Today publication, in the amount
of$63,878.
ITEM NO. 3 APPROVAL DIRECTING CITY MANAGER TO PROCEED WITH
AMORTIZATION PROCESS ON LOTS 1R AND 2R, BLOCK 1, AND
LOT 1R BLOCK 2, OAK CREST ADDITION
Approval directing the city manager to proceed with the amortization process on Lots
1R and 2R, Block 1, and Lot 1R, Block 2, Oak Crest Addition.
ITEM NO. 4 APPROVAL TO ENTER INTO A JOINT PURCHASE AGREEMENT
WITH TARRANT COUNTY BID NO. 01-001
Approval to enter into a joint purchase agreement with Tarrant County Purchasing
Department Bid No. 01-001 for the purchase of six police pursuit vehicles for a total
Nifty expenditure of$126,888.
ITEM NO. 5 AUTHORIZE CITY MANAGER TO NEGOTIATE AND EXECUTE
CONTRACT FOR ARCHITECTURAL SERVICES FOR REMODELING
OF TEJAS BUILDING
Authorized the city manager to negotiate and execute a contract with Byron Folse
Associates, Inc., 2275 Westpark Court, Euless, in the amount of eight percent (8%) of
the construction cost estimate, for architectural services for remodeling the Tejas
Building, Block A, International/Regional Industrial Complex, located on Royal Parkway
to be used for the Parks and Leisure Services offices.
ITEM NO. 6 AUTHORIZE CITY MANAGER TO NEGOTIATE AND EXECUTE
CONTRACT FOR ARCHITECTURAL SERVICES FOR
CONSTRUCTION OF PARKS MAINTENANCE FACILITY
Authorized the city manager to negotiate and execute a contract with Byron Folse
Associates, Inc., 2275 Westpark Court, Euless, in the amount of seven and one-half
percent (7 '/2%) of the construction cost estimate, for architectural services for the
construction of the parks maintenance facility to be located at the Parks at Texas Star.

ITEM NO. 7 APPROVAL OF THE PURCHASE OF 69 PERSONAL COMPUTERS
FROM THE TEXAS DEPARTMENT OF INFORMATION RESOURCES
(STATE CONTRACT PURCHASE)
Approval of the purchase of 69 Dell personal computers and workstations from the
Texas Department of Information Resources (state contract purchase), in the amount of
$100,838.
ITEM NO. 8 APPROVAL OF CITY COUNCIL MINUTES
Approval of the minutes of the Regular City Council Meeting of October 10, 2000.
Mayor Pro Tern Hogg seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Tyson, Baker, Miller,
Porterfield, and Massey
Nays: None
Mayor Saleh declared the motion carried.
REGULAR AGENDA
ITEM NO. 9 TABLED ORDINANCE NO. 1451
Council Member Baker motioned to table Ordinance No. 1451 amending Chapter 82
"Traffic and Motor Vehicles", Article II "Operation of Vehicle, Section 82-63 "Same —
School Zones", to amend the established time for afternoon school zones.
Mayor Pro Tem Hogg seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Baker, Miller, Porterfield,
and Massey
Nays: Council Member Tyson
Mayor Saleh declared the motion carried.
ITEM NO. 10 APPROVAL OF SITE PLAN CASE NO. 00-15-SP - HERITAGE TOWN
CROSSING
Director of Planning & Development Bo Bass gave a brief overview stating the site plan
is for a retail site associated with the planned Super Target to be located at the
southwest corner of SH 121 and Glade Road.
In response to a question, Mike Clark, Winkelmann and Associates, 6750 Hillcrest
Plaza, Suite 100, Dallas, stated that Glade Road will be widened to five lanes with a
center turn lane.

Mayor Pro Tem Hogg motioned to approve Site Plan No. 00-15-SP for the request of
ti- Winkelmann & Associates for retail on Tracts 1, 1E, 1E1, 1 E1A, and 1E2, J. Haven
Survey, Abstract 685, located at the southwest corner of Glade Road at SH 121, for
retail development adjacent to the proposed Super Target.
Council Member Baker seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller,
Porterfield, and Massey
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 11 PUBLIC COMMENT
Gary Hetrick, 605 Donley Drive, Euless, made a presentation and asked the council to
consider providing an area in one of the parks for disc golf.
ITEM NO. 12 REPORTS
CITY MANAGER
City Manager Joe Hennig reminded the council that the Trinity/Bell high schools hockey
game is Thursday, October 26, at The Dr. Pepper Star Center. He stated that Dr. John
Crompton is scheduled to be at the precouncil meeting on December 12, to discuss
parks and leisure activities and their value to a city's economic development, and that
the Parks & Leisure Services and Economic Development Advisory boards will be
invited.
CITY ATTORNEY
City Attorney Bob McFarland had nothing to report.
CITY COUNCIL
Council Member Tyson congratulated Police Sgt. Ron Williamson on receiving his 20-
year service pin.
Mayor Pro Tern Hogg congratulated Sgt. Williamson. He stated he attended the
Citizens on Patrol class as a member of the current class of the Citizens Police
Academy. He stated he enjoyed the meeting with officials from D/FW Airport.
Council Member Baker also congratulated Sgt. Williamson.
Council Member Miller stated it was good to see three board and commission members
`ow in the audience. He stated he attended Todd Smith's reception. He also congratulated
Sgt. Williamson. He enjoyed hearing projections for D/FW Airport.

'... Council Member Porterfield congratulated Sgt. Williamson, and noted that so many of
the city's staff are outstanding. He thanked those who were concerned for his health
while he had pneumonia and is glad to be back.
Council Member Massey congratulated the city for having Sgt. Williamson as an
employee.
Mayor Saleh congratulated Sgt. Williamson. She noted that early voting in the state and
national elections started yesterday and will continue through November 3. She
encouraged everyone to vote early. She stated that the Library Foundation is having
Casino Night at the Dr. Pepper Star Center on Saturday, October 28. She stated it was
great to have a full council tonight. She noted that the Business Press recognized the
Texas Star Conference Centre in its list of convention facilities in Tarrant County. She
noted that the residents at Sandstone Apartments who appeared at the last council
meeting are happy with the resolution with the fence. Mayor Saleh noted that Euless
lost one of its valuable police officers, Gary Kopecky, last week due to Lou Gehrigs
disease.
