CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh
at 4:17 p.m. on Tuesday, November 14, 2000, in the Administration Building Conference
Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Leon Hogg and
Council Members Carl Tyson, Bobby Baker, Charlie Miller, Glenn Porterfield, and Veva
Lou Massey. Closed session was held to discuss real property and personnel matters as
authorized by Sections 551.072 and 551.074 of the Texas Government Code. Precouncil
discussion was held on agenda items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:06 p.m. for
the consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR NOVEMBER

Director of Planning & Development Bo Bass introduced Planning & Development
Administrative Secretary Donna Brown, and Mayor Saleh presented her with a plaque
for being selected employee of the month for November.
Consent Agenda
Council Member Baker motioned to approve Consent Agenda Items No. 2 through 5, 7,
and 8 as follows:
ITEM NO. 2 APPROVAL OF RESOLUTION NO. 00-1083
Approval of Resolution No. 00-1083 declaring public necessity for the acquisition of
parcels of real estate required for the construction of paving improvements to North
Main Street from SH10 to Harwood Road.
ITEM NO. 3 AUTHORIZED CITY MANAGER TO ACQUIRE RIGHT-OF-WAY
PROPERTY ALONG NORTH MAIN STREET FOR PAVING
IMPROVEMENTS
Authorized the city manager to acquire right-of-way property along North Main Street
from SH 10 to Harwood Road for widening and paving improvements.
ITEM NO. 4 RATIFIED ACTIONS OF THE EULESS DEVELOPMENT
CORPORATION
Ratified actions approved at the Euless Development Corporation Meeting held
November 13, 2000, relating to the Trails of Euless Project and the FY 2000 financial
report.
ITEM NO. 5 APPROVAL OF ONE-YEAR EXTENSION OF BID NO. 99-35
Approval of one-year extension of Bid No. 99-35 to Specialty Underwriters, Oak Creek,
Wisconsin, in the amount of $28,447, for repair and maintenance of specific office
equipment and minor apparatus.
ITEM NO. 7 AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE A
CONTRACT FOR PROJECT MANAGEMENT SERVICES
Authorized city manager to negotiate and execute a contract for project management
services for the police and courts building project.
ITEM NO. 8 APPROVAL OF CITY COUNCIL MINUTES
Approval of the minutes of the Regular City Council Meeting of October 24, 2000.
Council Member Miller seconded the motion.

Regular Agenda
ITEM NO. 6 AWARD OF BID NO. 2000-20
Council Member Baker motioned to award Bid No. 2000-20 to Four Alarm Fire
Equipment, P. O. Box 448, South Houston, Texas, 77587, in the amount of $50,220, for
three thermal imaging cameras with remote video transmitter capacity and three
charging systems for units, for the fire department.
Mayor Pro Tern Hogg seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, and
Porterfield
Nays: None
Abstentions: Council Member Massey
Mayor Saleh declared the motion carried.
ITEM NO. 9 APPROVAL OF SITE PLAN NO. 00-14-SP
Director of Planning & Development Bo Bass stated that Office Depot is proposing a
21,674 sq. ft. building on 2.78 acres just north of Home Depot. He noted that the
developer has decided to request a variance from the Zoning Board of Adjustment to
reduce the required parking spaces by two.
Council Member Porterfield motioned to approve Site Plan No. 00-14-SP for Office
Depot proposed on Tract 5G, Andrew Huitt Survey, Abstract 684, located on the
southeast corner of SH183 and FM157, with the following conditions to be obtained
prior to platting: (1) A variance for the required number of parking spaces be pursued
through the Zoning Board of Adjustment; (2) An off-site maneuvering agreement be
arranged with Home Depot; and (3) Co-locating a sign on the existing Home Depot sign
located on SH 183 with a special signage program.

ITEM NO. 10 PUBLIC HEARING FOR ZONING CASE NO. 00-04-ZC AND
APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.

Mayor Saleh opened the public hearing at 7:26 p.m. for Zoning Case No. 00-04-ZC for
the request of Terry Sandlin Homes to change zoning on Tracts 3, 5, 5A2 and 5A3B,
Ben F. Crowley Survey, Abstract 320, from R-1 (Single Family Detached Dwelling
District) to R1 L (Single Family Limited Dwelling District) located in the 1800 block of
North Main Street and east to Fuller-Wiser Road.
Director of Planning & Development Bo Bass stated the request is for single family
limited dwelling district to allow the development of 141 residential lots to be accessed
off of North Main Street and Fuller-Wiser Road. He stated that Chittam Drive would be
used for emergency access only. He stated that the minimum lot size in this district is
5,500 sq. ft. He stated that the developer will consider donating 24 acres of open space
in the flood plain area on the northern boundary of the project.
Terry Sandlin, TLS Homes, 5137 Davis Blvd., North Richland Hills, stated that the
homes will range in price from $160,000 to $220,000. He noted that there will be deed
restrictions requiring wrought iron fencing on the northern perimeter next to the park.
City Attorney Bob McFarland read comments submitted by Robert H. Price, 1713
Chittam Drive, Euless, supporting the rezoning if the park is developed and dedicated
for public use allowing access by the residents in the Woodlands Subdivision to the
south, and closing Chittam to vehicular traffic.
There being no opponents, Mayor Saleh closed the public hearing at 7:39 p.m.
Mayor Pro Tern Hogg motioned to approve the first and final reading of Ordinance No.
1449 for Zoning Case No. 00-04-ZC, for the request of Terry Sandlin Homes to change
zoning on Tracts 3, 5, 5A2 and 5A3B, Ben F. Crowley Survey, Abstract 320, from R-1
(Single Family Detached Dwelling District) to R1L (Single Family Limited Dwelling
District) located in the 1800 block of North Main Street and east to Fuller-Wiser Road.
Council Member Massey seconded the motion.

ITEM NO. 11 PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 00-16-SUP AND
APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.

Mayor Saleh opened the public hearing at 7:49 p.m. for Specific Use Permit No. 00-16-
SUP for the request of Terry Sandlin Homes for Specific Use Permit for gated
residential community on Tracts 3, 5, 5A2 and 5A3B, Ben F. Crowley Survey, Abstract
320, in R1 L (Single Family Detached Dwelling District), located in the 1800 block of
North Main Street and east to Fuller-Wiser Road.
Director of Planning & Development Bo Bass stated the request is for a gated
residential community. He stated he would like the wrought iron fence to be included as
a condition instead of as a deed restriction.
Mayor Saleh asked for any citizen comments.
Danielle Arnett, 413 Thornwood, Euless, stated she supports the development;
however, she requested one to one lot sizing with the existing lots in Woodlands
Subdivision and that trees be conserved next to the Woodlands Subdivision instead of a
wooden fence being built.
Mary Jurin, 1809 Chittam Drive, Euless, encouraged the builder to allow a large tree
easement area between the existing and new developments and property lines being
one to one with existing development lots, as well as Chittam Drive not being a through
street.
City Attorney Bob McFarland read a message left for the mayor from Karen High, 411
Thornwood, Euless, stating she was unable to attend the meeting, but was opposed to
the development.
Terry Sandlin, TLS Homes, 5137 Davis Blvd., North Richland Hills, stated he will save
as many trees as possible.
There being no additional proponents or opponents, Mayor Saleh closed the public
hearing at 8:12 p.m.
After considerable discussion among the council and the developer regarding the
proposed construction and possible donation of the park and lakes, City Attorney Bob
McFarland stated that the Specific Use Permit request is for a gated community only,
and the city cannot require specifics on the construction of the lakes.
Council Member Miller motioned to approve the first and final reading of Ordinance No.
1450 for the request of Terry Sandlin Homes for Specific Use Permit for gated
residential community on Tracts 3, 5, 5A2 and 5A3B, Ben F. Crowley Survey, Abstract
320, in R1 L (Single Family Detached Dwelling District), located in the 1800 block of
North Main Street and east to Fuller-Wiser Road, with the following conditions: (1) No
`o. construction traffic allowed to access Chittam Drive under any conditions; (2) A six-foot
masonry fence be located on the west property line adjacent to North Main Street; (3)
Some type of mechanism easement or otherwise for the conservation of trees along

Thornwood Drive by rear property line and the new property being considered for
�,., construction, subject to staff approval; (4) Construction of wrought iron fence along the
north property line of subdivision; and (5) If the park open space becomes public, then
some mechanism whereby residents in Woodlands Subdivision can access the park.
Council Member Baker seconded the motion.

ITEM NO. 12 PUBLIC COMMENT
There was no public comment.
ITEM NO. 13 REPORTS
CITY MANAGER
City Manager Joe Hennig announced that Director of Planning & Development Bo Bass
had accepted the position of Deputy City Manager in Bedford and wished him well.

CITY ATTORNEY
City Attorney Bob McFarland had nothing to report.
STAFF REPORT
Director of Administration Tom Cox presented a slide presentation regarding the update
of the construction of the police & courts building and the old fire station on Westpark
Way.
Web Designer Shelly Bird introduced the proposed new Euless web site.
CITY COUNCIL
Council Member Massey stated she attended the Heart of North Texas Conference.
She stated that William Rumuly has been promoted and is now responsible for Bedford
Municipal Court, as well as HEB Teen Court and Debbie Emerson is now Teen Court
Coordinator.
Council Member Porterfield congratulated Planning & Development Administrative
Secretary Donna Brown on receiving employee of the month. He also congratulated
Director of Planning & Development Bo Bass and Director of Administration Tom Cox
on their new positions.

Council Member Miller thanked Information Services Manager Dan McLain and Web
s.,. Designer Shelly Bird on the web site presentation. He acknowledged the board and
commission members in attendance at the council meeting. He noted he attended the
Library Board Meeting and enjoyed the enthusiasm of the library staff. He stated he
was recently appointed as Chairman of the North Texas Associated Builder and
Contractors Political Action Committee.
Council Member Baker congratulated Donna Brown. He stated it was nice to see
progress being made to the city's web site. He thanked Tom Cox for the great job he
has done for the city and stated he will be missed as well as Bo Bass. He congratulated
both.
Mayor Pro Tem Hogg congratulated Donna Brown. He stated he enjoyed the board and
commission dinner and the city attorney was entertaining. He noted he would be going
to the senior citizen lunch and then to the Texas Municipal League Conference in Austin
the following day. He congratulated Tom Cox, Shelly Bird and Dan McLain. He stated
he will be graduating soon from the citizen police academy and will be participating in
the citizen fire academy in the spring of 2001.
Council Member Tyson congratulated Donna Brown, Bo Bass and Tom Cox. He
thanked Shelly Bird and Dan McLain on the work on the web site. He stated he and
Mayor Saleh attended the TX 21 Transportation Conference on Friday and toured
Mockingbird Station. He noted he attended the Library Casino Night fundraiser and
thought the library statues were very interesting.
Mayor Saleh congratulated Donna Brown and stated Tom Cox and Bo Bass will be
missed.
