HomeMy WebLinkAbout2001-03-14 MINUTES OF A REGULAR MEETING �„�, OF THE EULESS CITY COUNCIL WEDNESDAY, MARCH 14, 2001 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Wednesday, March 14, 2001, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Leon Hogg and Council Members Carl Tyson, Bobby Baker, Charlie Miller, Glenn Porterfield, and Veva Lou Massey. Closed session was held to discuss real property as authorized by Section 551.072 of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for the consideration of scheduled items. City Council Minutes Page 2 of 6 March 14,2001 ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR MARCH Library Administrator JoAnn Rogers introduced Librarian Assistant Ellen Collins and her family, and Mayor Saleh presented Ellen with a plaque recognizing her selection as employee of the month for March. ITEM NO. 2 PRESENTATION OF CERTIFICATE OF RECOGNITION TO EAGLE SCOUT RICHARD A. BUCKLEY Mayor Saleh introduced boy scouts Josh Riley and Craig Pollard, who were attending the council meeting as part of the requirements for their citizenship badges. She noted that Eagle Scout Richard A. Buckley was not in attendance to receive his certificate; however, she asked Josh Riley and Craig Pollard, who are in the same troop, to report what Richard Buckley did to earn his Eagle Scout badge and receive the certificate on his behalf. CONSENT AGENDA Council Member Miller motioned to approve consent agenda items numbered 3 through 7 as follows: ITEM NO. 3 AUTHORIZED THE MAYOR TO EXECUTE A RIGHT OF ENTRY AGREEMENT WITH THE CITY OF FT. WORTH AND TXDOT `�- Authorized the mayor to execute a Right of Entry Agreement with the City of Fort Worth and Texas Department of Transportation (TXDOT) on two parcels of property located near the Mosier Valley Road and Bedford-Arlington Road intersection relating to Trinity Boulevard right-of-way. ITEM NO. 4 APPROVAL OF AN INTERLOCAL AGREEMENT WITH TARRANT COUNTY FOR DESTRUCTION OF RECORDS Approval of an interlocal agreement with Tarrant County for destruction of city records. ITEM NO. 5 APPROVAL OF AN ANNUAL AGREEMENT FOR THE PURCHASE OF VEHICLE REPLACEMENT PARTS In accordance with an Interlocal Cooperative Purchasing Agreement with the City of Hurst, approval of the purchase of vehicle replacement parts from Dick Smith Enterprises, 2463 E. Long Avenue, Fort Worth, Texas, 76106, for an estimated annual expenditure of$80,000. ITEM NO. 6 RENEWAL OF BID NO. 2000-03 Renewal of Bid No. 2000-03 for contract mowing of parks, medians, and city grounds by Tru-Green Landcare in an amount not to exceed $180,898.80. City Council Minutes Page 3 of 6 March 14,2001 ITEM NO. 7 APPROVAL OF CITY COUNCIL MINUTES Approval of the minutes of the Regular City Council Meeting of February 27, 2001. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. REGULAR AGENDA ITEM NO. 8 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1464 Mayor Pro Tem Hogg motioned to approve the first and final reading of Ordinance No. 1464 amending golf related fees at Texas Star Golf Course to add the "Texas StarShot 29 Caliber Special Program." Director of Community Services Rick Herold stated that the amended green fees are the lowest in the history of Texas Star for Euless residents. The Texas StarShot 29 Caliber Special will allow Euless residents to play golf at Texas Star on Monday through Thursday for $29 by calling the day they want to play, if there are available tee times. Council Member Baker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1465 Council Member Miller motioned to approve the first and final reading of Ordinance No. 1465 providing a sixty (60) day moratorium on the permitting of pole signs for property abutting Main Street between the centerlines of South Pipeline Road and Glade Road. Council Member Miller stated the moratorium is being approved in order to allow staff time to create a sign overlay district to make the area more attractive once Main Street improvements are begun. ITEM NO. 10 APPROVAL CALLING A PUBLIC HEARING TO AMEND SIGN ORDINANCES Council Member Miller motioned to approve calling public hearings to amend the city's sign ordinance for property abutting Main Street between the centerlines of South Pipeline Road and Glade Road on April 3 for the Planning and Zoning Commission and on April 10 for the City Council. Council Member Tyson seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 11 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1463 Council Member Baker motioned to approve the first and final reading of Ordinance No. 1463 granting municipal consent to TXU Communications Telecom Services Company d/b/a TXU Communications for the use and occupancy of the City's public rights-of-way for the provision of telecommunications services. Mayor Pro Tern Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 12 APPROVAL OF RESOLUTION NO. 01-1093 In response to a question regarding the difference between the recent natural gas increases and the proposed 5% increase, Rick Vaughn, TXU Electric & Gas Area Manager, 200 N. Ector Drive, Euless, Texas, stated this request does not take into consideration the natural gas product itself, but merely addresses the cost of delivering that product. The natural gas prices are set largely by the market place. City Council Minutes Page 5 of 6 March 14,2001 Mayor Pro Tern Hogg motioned to approve Resolution No. 01-1093 suspending the tariff and schedule of rates of TXU gas distribution for 90 days to allow sufficient time for consideration of the data provided by TXU. Council Member Baker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 13 PUBLIC COMMENT Mike Utzman, 811 Rock Creek, Euless, Texas, discussed an emergency warning system, the cooperative use of local school gyms in the summer for recreation activities, and finding a permanent location for Arbor Daze. Fire Chief Lee Koontz responded that a county-wide emergency warning system is currently being studied. ITEM NO. 14 REPORTS STAFF REPORT Library Administrator JoAnn Rogers gave an update on the library activities. CITY MANAGER City Manager Joe Hennig thanked Library Administrator JoAnn Rogers on the library update and Fire Chief Lee Koontz for his update regarding the county-wide emergency warning system. CITY ATTORNEY City Attorney Bob McFarland reported that legislation governing emergency storm warning systems is moving forward in Austin. CITY COUNCIL Council Member Massey congratulated Ellen Collins and Richard Buckley. Council Member Porterfield also congratulated Ellen Collins and stated his appreciation for JoAnn Rogers' report. He stated he was proud of Euless citizens that become Eagle Scouts like Richard Buckley. He noted that he, Mayor Saleh and Council Member City Council Minutes Page 6 of 6 March 14,2001 Massey attended the National League of Cities Conference in Washington, D.C. and met with Senators Gramm and Hutchison, as well as Congressman Joe Barton. He noted that it was a worthwhile conference and Euless is well represented in Washington. Council Member Miller also congratulated Ellen Collins and JoAnn Rogers. He thanked Mike Utzman for his suggestions. Council Member Baker congratulated Ellen Collins Mayor Pro Tern Hogg stated he is always proud of Euless employees. Council Member Tyson wished Mayor Pro Tern Hogg a happy birthday. He also congratulated Ellen Collins and thanked JoAnn Rogers. Mayor Saleh stated she appreciated everyone who had something to do with the Arbor Daze Auction and that it was a wonderful event.
