HomeMy WebLinkAbout2001-04-10 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL APRIL 10, 2001 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, April 10, 2001, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Leon Hogg and Council Members Carl Tyson, Bobby Baker, Charlie Miller, and Glenn Porterfield. Council Member Veva Lou Massey was absent. Closed session was held to discuss real property as authorized by Section 551.072 of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:03 p.m. for the consideration of scheduled items. City Council Minutes Page 2 of 8 April 10, 2001 ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH Mayor Saleh presented Fire Fighter Driver/Engineer Steve Mayo a plaque for being selected employee of the month for April. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS Mayor Saleh noted that the service pins for Softball World Manager Rick Lyle, Manager of Parks and Golf Jon Snider, Library Clerk Angela Rosenbaum, and Librarian III Sherry Moeller would be presented at the council meeting on April 24, 2001. ITEM NO. 3 PRESENTATION OF CERTIFICATE OF APPRECIATION Mary Lee Hafley, Executive Director of The Women's Shelter of Arlington, presented a Certificate of Appreciation to Police Chief Leonard Carmack, Assistant Police Chief Bob Freeman, Corporal Don Meredith, and Officer Brandon Zachary of the Euless Police Department for their referrals to the SURVIVE Program in 2000. ITEM NO. 4 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Win Colbert, Tarrant County Chairman of the North Texas Clean Air Coalition, for their support of Euless' Air Pollution Reduction Education program ITEM NO. 5 PRESENTATION OF FUNDING Win Colbert, Tarrant County Chairman of the North Texas Clean Air Coalition and A. Z. Drones, HEB Account Manager for TXU Electric and Gas, presented Lori De La Cruz, Euless' Communications/Marketing Manager a check in the amount of $7,700 for launching an Air Pollution Reduction Education program in Euless. CONSENT AGENDA Mayor Pro Tem Hogg motioned to approve consent agenda items numbered 6, 7 and 8 as follows: ITEM NO. 6 APPROVAL OF BID NO. 043-01 AND RESOLUTION NO. 01-1095 Approval of Bid No. 043-01 and Resolution No. 01-1095 designating the Fort Worth Star Telegram as the official newspaper of the City of Euless. ITEM NO. 7 APPROVAL OF RESOLUTION NO. 01-1096 Approval of Resolution No. 01-1096 supporting the Boeing Corporation relocation to the Dallas/Ft. Worth Metroplex. City Council Minutes Page 3 of 8 April 10, 2001 ITEM NO. 8 APPROVAL OF CITY COUNCIL MINUTES Approval of the minutes of the Regular City Council Meeting of March 27, 2001. Council Member Baker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Tyson, Baker, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. REGULAR AGENDA ITEM NO. 9 REMOVAL FROM TABLE TO CONSIDER AUTHORIZING MAYOR TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE CITY OF COLLEYVILLE FOR IMPROVEMENTS TO GLADE ROAD AND HERITAGE ROAD Council Member Miller motioned to remove from the table to consider authorizing the mayor to execute a Memorandum of Understanding with the City of Colleyville for improvements to Glade Road and Heritage Road. Mayor Pro Tern Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 10 AUTHORIZING MAYOR TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH THE CITY OF COLLEYVILLE FOR IMPROVEMENTS TO GLADE ROAD AND HERITAGE ROAD Council Member Miller motioned to authorize the mayor to execute a Memorandum of Understanding with the City of Colleyville for improvements to Glade Road and Heritage Road. Council Member Baker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Tyson, Baker, Miller, and Porterfield Nays: None City Council Minutes Page 4 of 8 Apri110, 2001 Mayor Saleh declared the motion carried. ITEM NO. 11 APPOINTMENT TO ZONING BOARD OF ADJUSTMENT Mayor Pro Tern Hogg motioned to appoint Alternate Perry Bynum to Place 4 on the Zoning Board of Adjustment to fill an unexpired term, which will expire December 31, 2002. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Tyson, Baker, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 12 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1468 Council Member Tyson motioned to approve the first and final reading of Ordinance No. 1468 accepting the bid of Salomon Smith Barney and Associates for the purchase of $6,000,000 "City of Euless, Texas, General Obligation Bonds, Series 2001" at a true interest cost rate of 5.016035 percent for public improvements for Main Street, Harwood Road and West Pipeline. Mayor Pro Tern Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 13 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1467 Council Member Tyson motioned to approve the first and final reading of Ordinance No. 1467 accepting the bid of Salomon Smith Barney and Associates for the purchase of $5,455,000 "City of Euless, Texas, Tax and Waterworks and Sewer System Surplus Revenue Certificates of Obligation, Series 2001", at a true interest cost rate of 5.030291 percent for the construction and equipping of a parks maintenance building and street improvements related to the project. ITEM NO. 14 APPROVAL OF SITE PLAN NO. 00-16-SP Planning and Development Manager Eric Wilhite stated the site plan request is for a 5,500 sq. ft. retail center. The tract is along W. Euless Blvd. adjacent to Printing Arts Dallas/Fort Worth. Access will be off W. Euless Blvd. Tony Kasra, owner, stated he was going to add a second location of his drive-thru restaurant, Philadelphia Cheesesteak, as well as several small retail spaces. There was discussion regarding the use of an access easement on the adjacent property. Staff noted that the printing company has not been willing and the city cannot force it to be done. Council Member Miller stated he hoped Mr. Kasra and the printing company could work out an agreement. Council Member Miller motioned to approve Site Plan No. 00-16-SP, a request for a retail complex proposed on Tract C, Plaza Grande Addition, 3200 block of West Euless Boulevard. Council Member Tyson seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 15 APPROVAL OF SITE PLAN NO. 01-05-SP Planning Director Mike Collins stated the site plan is for a City of Euless facility, a proposed 12,000 sq. ft. parks maintenance facility building with service yard, as well as a greenhouse to be located in the southwest corner of The Parks at Texas Star. Mayor Pro Tern Hogg motioned to approve Site Plan No. 01-05-SP for the City of Euless parks maintenance building to be located on Lot 1, Block B, Texas Star Addition, at 1997 S. Pipeline Road West. Council Member Baker seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, and Porterfield City Council Minutes Page 6 of 8 April 10,2001 Nays: None Mayor Saleh declared the motion carried. ITEM NO. 16 APPROVAL OF MASONRY EXCEPTION NO. 01-04-CC TO CITY OF EULESS PARKS MAINTENANCE BUILDING Planning Director Mike Collins stated this request is for a masonry exception on the city's parks maintenance building. He noted that the portion of the building visible to the public will be masonry with a combination of 78 percent brick and 22 percent stucco. Council Member Baker motioned to approve Masonry Exception No. 01-04-CC to the city's parks maintenance building to be located on Lot 1, Block B, Texas Star Addition, on 1997 South Pipeline Road West. Mayor Pro Tern Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Tyson, Baker, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 17 HOLD PUBLIC HEARING REGARDING AN ORDINANCE TO CREATE A MAIN STREET OVERLAY ZONING DISTRICT AND SIGN PROVISIONS City Attorney Paul Wieneskie explained that because the Planning and Zoning Commission tabled this item, the mayor would open the public hearing and recess the hearing to a later date. Mayor Saleh opened the public hearing at 7:35 p.m. There being no proponents or opponents, Mayor Saleh recessed the public hearing to the April 24th meeting regarding an ordinance creating a Main Street Overlay Zoning District for property abutting Main Street between the center lines of South Pipeline Road and Glade Road and sign provisions contained therein. ITEM NO. 18 PUBLIC COMMENT Jack Hill, 616 Bent Tree Drive, Euless, Texas, expressed his concern regarding the entrance pillars to Softball World recently constructed by the city blocking the view of the business sign for businesses adjacent to Softball World. Mayor Saleh stated that the issue has been brought to staff's attention and it will be looked into and Mr. Hill would receive a response. City Council Minutes Page 7 of 8 April 10, 2001 v..- ITEM NO. 19 REPORTS CITY MANAGER City Manager Joe Hennig stated it was good to see the members of the Citizens Fire Academy in attendance at the meeting to honor Firefighter/Driver Engineer Steve Mayor and to have Parks and Leisure Services Board Member Boyce Byers in attendance in support of the parks maintenance facility. He noted that Communications/Marketing Manager Lori De La Cruz had initiated the grant submittal for the pollution reduction program on her own and congratulated her on receiving the grant. CITY ATTORNEY City Attorney Paul Wieneskie had nothing to report. STAFF REPORT There was no staff report. CITY COUNCIL Council Member Tyson congratulated Steve Mayo for receiving employee of the month. �... He noted that the employees don't get enough recognition for all they do. Mayor Pro Tem Hogg also congratulated Steve Mayo and noted he is one of the instructors with the Citizens Fire Academy who does a fantastic job. He stated he welcomed the state and local bowling associations the previous Saturday and threw the first bowling ball. Council Member Baker stated it had been a great 11 years serving on the council. Council Member Miller commented that Council Member Baker has put in a lot of time as a council member to make Euless a better city. He stated that it was a wonderful initiative on the part of Lori De La Cruz in applying for the grant that was received. He stated he participated in the Texas Trash Off on Saturday. He agreed that Jack Hill did have a problem due to the columns at Softball World and that staff needed to look into the situation. Council Member Porterfield congratulated all the employees. Mayor Saleh noted that Council Member Veva Lou Massey was in Columbia, South America visiting her missionary son and his family. She stated that Lori De La Cruz has been a great addition to the City of Euless. She stated that citizens should receive their copy of Euless Today in the mail this week advertising Arbor Daze to be held on April 27, 28, and 29. She wished everyone a happy Easter and Passover.
