APRIL 24, 2001
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Pro Tern Leon
Hogg at 4:35 p.m. on Tuesday, April 24, 2001, in the Administration Building Conference
Room. Those present included: Mayor Pro Tern Leon Hogg and Council Members Carl
Tyson, Charlie Miller, Glenn Porterfield and Veva Lou Massey. Mayor Mary Lib Saleh
and Council Member Bobby Baker were absent. Closed session was held to discuss real
property as authorized by Section 551.072 of the Texas Government Code. Precouncil
discussion was held on agenda items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for
the consideration of scheduled items.

Director of Community Services Rick Herold introduced Softball World Manager Rick
Lyle, Parks and Golf Manager Jon Snider, and Softball World Supervisor Richard Hill
and Mayor Pro Tem Hogg presented each with a five-year service pin.
Library Administrator JoAnn Rogers introduced Librarians Sherry Moeller and Scott
Thomson and Library Clerk Angela Rosenbaum, and Mayor Pro Tem Hogg presented
each with a five-year service pin. Sherry introduced her husband, Michael, and her
parents, Rick and Sue Knight. Angela introduced her husband, Sheldon, and her
daughter, Shelby.
Fire Chief Lee Koontz introduced Fire Lieutenant Zane Cruse, and Mayor Pro Tern
Hogg presented him with a twenty-year service pin.
Council Member Miller commented that Barney Snitz was present in the meeting and
had just returned from participating in the Boston Marathon.
ITEM NO. 2 PRESENTATION OF PROCLAMATION
Mayor Pro Tern Hogg presented a proclamation to Director of Community Services Rick
Herold proclaiming Friday, April 27, 2001 as Arbor Day in the City of Euless and
`or. reminded everyone that the City's Arbor Daze celebration would be held April 27-29.

ITEM NO. 3 APPROVAL OF REQUEST FOR PROPOSAL NO. 030-01
Approved Request For Proposal No. 030-01 for document/record imaging for the new
police and courts facility to Integrated Future Technologies of Arlington, Texas, in the
amount of$47,634.
ITEM NO. 4 APPROVAL OF REQUEST FOR PROPOSAL NO. 031-01
Approval for city manager to enter into a contract with Inmate Communications of
Midland, Texas to furnish, install and maintain a jail inmate phone system at the new
police and courts facility.

ITEM NO. 5 AWARD OF BID NO. 035-01
Awarded Bid No. 035-01 to Kwik Clean Services, Fort Worth, Texas in the amount of
$98,400 for an annual contract for janitorial services at city facilities for a one-year
period with options for 2 one-year renewals.
ITEM NO. 6 AWARD OF BID NO. 041-01
Awarded Bid No. 041-01 to Philpott Ford, 1400 US Highway 69, Nederland, Texas in
the amount of $23,323 for one heavy-duty, three-quarter ton pick-up for replacement of
Fleet Department Unit# 72.
ITEM NO. 7 AWARD OF BID NO. 038-01
Awarded Bid No. 038-01 to Professional Turf Products, P. O. Box 613189, DFW Airport,
Texas in the amount of $17,402 for a self-propelled chemical/fertilizer sprayer for use in
the Parks Department to replace Unit # 103.
ITEM NO. 8 AWARD OF BID NO. 042-01
Awarded Bid No. 042-01 to Crafco Texas, Inc., 105 Tower Drive, San Antonio, Texas in
the amount of $34,400 for a rubberized asphalt melter/applicator to replace Public
,.. Works Department Unit# 310.
ITEM NO. 9 AWARD OF BID NO. 039-01
Awarded Bid No. 039-01 to Zimmerer Kubota & Equipment, Inc., 5600 NE Loop 820,
Fort Worth, Texas in the amount of $27,232 for a heavy-duty mid-sized tractor with front
loader to replace Parks Department Unit#200.
ITEM NO. 10 APPROVAL OF CITY COUNCIL MINUTES
Approved the City Council minutes of the regular meeting of April 10, 2001.

ITEM NO. 11 APPROVAL OF RESOLUTION NO. 01-1097
Council Member Miller motioned to approve Resolution No. 01-1097 approving the
Articles of Incorporation and the Bylaws of "Cities Aggregation Power Project, Inc.",
accepting membership in said Corporation, appointing a representative to serve on
behalf of the City of Euless, and approving payment of an initial membership fee for the
corporation to act as an agent to negotiate the purchase of electricity.
Council Member Porterfield seconded the motion.

ITEM NO. 12 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.
1469
Council Member Porterfield motioned to approve the first and final reading of Ordinance
No. 1469 creating a non-residential property maintenance code with the amendment of
adding a subsection to Section 14.602 to read as follows: "The administrator is hereby
directed to inspect any non-residential property, structure, premise or any part thereof
when complaints are filed by any person or any city department, division or section to
the effect that a property, structure, premise or any part thereof may be existing in
violation of this ordinance."
Council Member Massey seconded the motion.
Ayes: Mayor Pro Tern Hogg, Council Members Tyson, Miller, Porterfield and Massey.

Survey, Abstract 312, Tract 5B, and the consideration of Ordinance No. 1462.
Council Member Tyson seconded the motion.

ITEM NO. 14 HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 00-
18-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 1462
Mayor Pro Tem Hogg opened the public hearing at 7:25 p.m. to receive input on a
request for Specific Use Permit No. 00-18-SUP for Multi Family High Density Dwelling
District 24 U/A on R. Crowley Survey, Abstract 312, Tract 5B.

Director of Planning and Development Mike Collins stated that the applicant is
requesting a specific use permit for approximately 15 acres of land located on the East
side of Bear Creek Parkway between Harwood Road and Ash Lane for a 234 unit
apartment complex contained in 13 buildings. He said a significant portion of the site is
being preserved as open space for drainage and storm water detention.
Larry Lee, Fairfield Residential, 2045 North Highway 360, Suite 250, Grand Prairie,
Texas 75050, stated that he was present to answer any questions about the project.
There being no other proponents or any opponents, Mayor Pro Tern Hogg closed the
public hearing at 7:29 p.m.
Council Member Porterfield motioned to approve the first and final reading of Ordinance
No. 1462 authorizing the issuance of Specific Use Permit No. 00-18-SUP for Multi
Family High Density Dwelling District 24 U/A on R. Crowley Survey, Abstract 312, Tract
5B.
Council Member Massey seconded the motion.
Ayes: Mayor Pro Tern Hogg, Council Members Tyson, Miller, Porterfield and Massey.

ITEM NO. 15 REMOVED ORDINANCE NO. 1461 FROM THE TABLE
Council Member Tyson motioned to remove from the table Ordinance No. 1461 for a
request for Planned Development No. 00-06-PD to change the zoning on R. Crowley
Survey, Abstract 312, Tract 5B, 1300 Bear Creek Parkway, from CUD (Community Unit
Development District) zoning to Planned Development with Multi Family High Density
Dwelling District 24 U/A standards.
Council Member Massey seconded the motion.
Ayes: Mayor Pro Tern Hogg, Council Members Tyson, Miller, Porterfield and Massey.
Nays: None

ITEM NO. 16 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.
1461
Director of Planning and Development Mike Collins reported that the applicant was
requesting a planned development for a 234 unit apartment complex with a density of
15.6 units per acre. The planned development request is required due to several
requests for variances from the multi-family standards which include (1) the building
setback requirement of 100 feet on the three story buildings be reduced to 71 feet, (2)

the maximum number of one bedroom units be allowed at 60 percent instead of 50
percent, (3) less than 50 percent of the units have direct-access garages, and (4) the
maximum number of required parking spaces be reduced to 512 from 522.
Council Member Tyson motioned to approve the first and final reading of Ordinance No.
1461 for a Planned Development to change the zoning on R. Crowley Survey, Abstract
312, Tract 5B, located at 1300 Bear Creek Parkway, from CUD (Community Unit
Development District) zoning to Planned Development with Multi Family High Density
Dwelling District 24 U/A standards.
Council Member Massey seconded the motion.

ITEM NO. 19 PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 01-02-
...w SUP AND APPROVAL OF FIRST READING OF ORDINANCE NO.
1471
Mayor Pro Tern Hogg opened a public hearing at 7:41 p.m. for a Specific Use Permit on
S. Tucker Survey, A-1512, Tract 4B and 6C, 801 East Mid Cities Boulevard, for a self-
service car wash in C-2 (Community Business District) zoning.
Director of Planning and Development Mike Collins stated that the primary access
entrance will align with Bear Creek Parkway, and the Planning and Zoning Commission
has recommended the case for approval.
Mr. John Wallace, 1910 Surrey Oaks, Arlington, Texas 76006, stated that this is the
second phase of a project that he earlier brought before the council for a retail center on
the site and that he was present to answer any questions.
There being no other proponents or any opponents, Mayor Pro Tem Hogg closed the
public hearing at 7:45 p.m.
Mr. Collins stated that the conditions approved by the Planning and Zoning Commission
were (1) the specific use permit be tied to the developer, Shady Grove Car Wash, Inc.,
(2) the permit be tied to applicants John and Joyce Wallace and any change of either of
those two parties would require a new application for an SUP, and (3) the SUP be for a
period of three years.

Council Member Porterfield motioned to approve Ordinance No. 1471 for Specific Use
Permit No. 01-02-SUP for a self-service car wash in C-2 (Community Business District)
zoning on S. Tucker Survey, A-1512, Tract 4B and 6C, located at 801 East Mid Cities
Boulevard with the stipulations that (1) the specific use permit be tied to the developer,
Shady Grove Car Wash, Inc., (2) the permit be tied to applicants John and Joyce
Wallace and any change of either of those two parties would require a new application
for an SUP, and (3) the SUP be for a period of three years.
Council Member Tyson seconded the motion.
Ayes: Mayor Pro Tern Hogg, Council Members Tyson, Porterfield and Massey.
Nays: Council Member Miller

Note: A second reading of Ordinance No. 1471 is required because there were not five
affirmative votes.
ITEM NO. 20 APPROVAL OF SITE PLAN NO. 01-01-SP
Council Member Tyson motioned to approve Site Plan No. 01-01-SP for a self-service
car wash located at 801 East Mid-Cities Boulevard on S. Tucker Survey, A-1512, Tracts
4B and 6C.

ITEM NO. 21 RECONVENED AND HELD PUBLIC HEARING THAT WAS
RECESSED ON APRIL 10, 2001 REGARDING THE ESTABLISHMENT
OF ADDITIONAL SIGN REGULATIONS FOR A PORTION OF
EULESS MAIN STREET AND TABLED CONSIDERATION OF
ORDINANCE NO. 1472
Mayor Pro Tern Hogg reconvened a public hearing at 7:48 p.m. that was recessed on
April 10, 2001 to receive public input on an ordinance establishing additional sign
regulations for a portion of Euless Main Street.
Director of Planning and Development Mike Collins reported that provisions of this sign
regulation would apply to all properties abutting Main Street between Glade Road and
South Pipeline Road. The proposed sign ordinance would (1) be limited to the
registered name and/or type of business, gasoline prices permitted; (2) monument signs
only, base materials include concrete, stone, brick, other masonry; (3) single-tenant
No` sign, eight foot maximum height; sign face, 50 square feet; two announcement surfaces;
(4) multi-tenant sign, 12 foot maximum height; sign face, 150 square feet; two
announcement surfaces; (5) illumination either internally lit or from ground mounted
lights, no glare or light spill beyond property; (6) light intensity shall not interfere with
operator of motor vehicle on public street and not exceed intensity of public street light
(400 watts) within 200 feet of residential area; (7) no moving parts, blinking lights and
dimming lights or the like and shall conform to Section 84-239 of the Code of
Ordinances; (8) property address in eight inch block letters must be contained within
allowed square footage of sign; (9) landscaping of sign islands follows Article VII of
Chapter 84 of the Code of Ordinances; (10) construction of signs subject to prevailing
codes as required for other structure permits; (11) in instances of a specific use permit
being authorized by the City Council, similar architectural scale to existing building be
adhered to and it may be shared or designed to share in future and reasonable and
good faith effort be demonstrated.
Mike Utzman, 811 Rock Creek, Euless, addressed the council members and requested
that the provision that signs be allowed to have ground lighting be eliminated from the
ordinance.
Mr. Collins responded that there was provision in the proposed ordinance to prohibit
glare from ground lighting on signs.
There being no other proponents or opponents, Mayor Pro Tern Hogg closed the public
hearing at 7:55 p.m.

Council Member Miller motioned to approve Ordinance No. 1472 with the amendment
that the area included in the sign provisions be extended to include intersections
intersecting Main Street and extending East and West of Main Street for a distance of
300 feet from the center of Main Street and with the amendment to Section (d) (3) g. to
read: Lighting of Signs — The signs permitted in this section, if illuminated, shall be
internally lit, and shall not cause a glare or light spill past the property line. Such
lighting, if necessary, shall be hooded or shielded so those direct beams therefrom do
not fall upon public streets, alleys, or other private property.
Council Member Porterfield seconded the motion with the clarification that the second
sentence of Section (a) of the ordinance read: The boundaries are established as
property within 300 feet of North Main Street between the center lines of South Pipeline
Road and Glade Road.
After additional discussion, Council Member Miller withdrew his motion.
Council Member Miller then motioned to table Ordinance No. 1472 to the May 8, 2001,
regular city council meeting.
Council Member Massey seconded the motion.
Ayes: Mayor Pro Tem Hogg, Council Members Tyson, Miller, Porterfield and Massey.
Nays: None

ITEM NO. 22 PUBLIC COMMENT
There were no comments from the audience.
ITEM NO. 23 REPORTS
City Manger Joe Hennig invited everyone to attend Arbor Daze on April 27-29.
Mr. Hennig reported that the Hurst-Euless-Bedford Independent School District has
agreed to work with the three cities to form a task force to study the impact of the school
resource officers, and the school district will not begin a school police force for the
2001-2002 school year. Deputy City Manager Gary McKamie will be the City of Euless
representative to that task force that will report back by December 1, 2001.
CITY COUNCIL
Mayor Pro Tern Hogg introduced Kevin Smith and Bob Edwards, who were present in
the meeting and are candidates for Place 3 on the City Council, in the election to be
held on May 5, 2001.
Council Member Massey stated that she was looking forward to Arbor Daze. She
congratulated the employees who received service pins.

Council Member Porterfield added his congratulations to the managers of the city
departments who are able to keep good employees for long periods of service.
Council Member Miller congratulated the employees and stated he hoped the task force
with the school district would address all the issues in which the cities and school district
have common participation. He stated he was looking forward to Arbor Daze.
Council Member Tyson congratulated the employees who were recognized for a
combined total of 50 years of service to the City. He reported that he attended a joint
meeting of the cities of Hurst, Euless and Bedford the previous week to hear reports on
transportation issues in the Mid-Cities area. He also reported that the City Council, the
Euless Development Corporation and the Economic Development Advisory Board held
a joint workshop to discuss economic development plans for the City. He thanked the
staff for a good financial report presented at precouncil.
Mayor Pro Tem Hogg said he could never say enough about the great employees. He
reported that Mayor Saleh was absent from the meeting because she was not feeling
well earlier in the day.
Della Ferris asked for an update on the police and courts facility being built on Highway
10. Deputy City Manager Gary McKamie reported that it is on schedule and move-in
date will be mid-September to early October.
