CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh
at 4:35 p.m. on Tuesday, September 25, 2001, in the Administration Building Conference
Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Carl Tyson and
Council Members Leon Hogg, Bob Edwards, Charlie Miller. Council Members Glenn
Porterfield and Veva Lou Massey were absent. Precouncil discussion was held on
agenda items and other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for
the consideration of scheduled items.

Council Member Charlie Miller led the Pledge of Allegiance.

ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH
Police Chief Leonard Carmack introduced Police Corporal Jay Blount and his wife
Annette, and Mayor Saleh presented him with the plaque for being nominated as
Employee of the Month for September.
ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS
City Manager Joe Hennig introduced Director of Public Works Randy Byers and his wife
Terry, and Police Chief Leonard Carmack introduced Police Sergeant Joseph Foran
and Police Sgt. David Cort-Brassey. Mayor Saleh presented Randy Byers with a 30-
year service pin, Police Sgt. Joe Foran with a 20-year service pin, and David Cort-
Brassey with a 15-year service pin. Police Sgt. Troy Remington was unable to attend
the meeting to receive his 15-year service pin.
ITEM NO. 3 PRESENTATION BY STAR TELEGRAM AND THE ARTS COUNCIL
Carolyn Sims, representing the Arts Council of Northeast Tarrant County and Star
Telegram, made a presentation to Director of Community Services Rick Herold,
Recreation Manager Ray McDonald and Dr Pepper StarCenter Manager Bob Gallow
thanking them for their assistance with the Taste of Northeast.

CONSENT AGENDA
Council Member Miller motioned to approve Consent Agenda items numbered 4
through 9.
Council Member Hogg seconded the motion.

Miller
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 4 APPROVAL OF BID NO. 052-01
Awarded Bid No. 052-01 to Commercial Building Maintenance Co., Inc., 5511 Redfield,
Dallas, Texas, 75235, for the annual janitorial service contract in the amount of
$110,496 for a one-year period with 2 one-year renewals.
ITEM NO. 5 APPROVAL OF RESOLUTION NO. 01-1110
Approval of Resolution No. 01-1110 allowing the city manager or the deputy city
manager to sign an electric supply agreement with the winning bidder for the electric
load of Cities Aggregation Power Project, Inc., (CAPP).

ITEM NO. 6 AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
CONTRACT
Authorized the city manager to negotiate and execute a contract with Byron Folse,
Associates, Inc., 2275 Westpark Court, Suite 200, Euless, Texas, for architectural
services for the remodel of Building D with a basic fee for the service of 7.5% with all
fees previously paid for feasibility and preliminary estimates to be considered a credit
toward the basic architectural fee.
ITEM NO. 7 APPROVAL OF PURCHASE
Approval to purchase 64 PCs and 4 servers from Dell Computer Corporation through
the State of Texas purchasing contract, in the amount of $110,811.
ITEM NO. 8 APPROVAL OF TEMPORARY USE PERMIT NO. 01-16-CC
Approval of Temporary Use Permit No. 01-16-CC to Site Concrete, Inc., for a concrete
batch plant for street construction within Lakewood Addition, 1704 Lakeshore Drive.
ITEM NO. 9 APPROVAL OF CITY COUNCIL MINUTES
Approval of the minutes of the Regular City Council Meeting of September 11, 2001.

REGULAR AGENDA
ITEM NO. 10 PUBLIC HEARING REGARDING ORDINANCE NO. 1499
Mayor Saleh opened the public hearing at 7:35 p.m. regarding provisions affecting
participation of City employees in the Texas Municipal Retirement System by changing
the length of credited service required from 25 years to 20 years for retirement.
Director of Fiscal and Human Resources Loretta Getchell stated that HB 2168 provides
for cities to adopt 20-year retirement eligibility. She stated that Euless is adopting 20-
year retirement eligibility from the current 25-year eligibility.
There being no proponents or opponents, Mayor Saleh closed the public hearing at 7:37
p.m.
ITEM NO. 11 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.
1499
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1499 affecting participation of City employees in the Texas Municipal Retirement
System granting the additional rights authorized by Section 854.202(g) of Title 8, Texas
Government Code allowing for 20-year retirement.
Council Member Miller seconded the motion.

ITEM NO. 12 PUBLIC COMMENT
There was no public comment.
ITEM NO. 13 REPORTS
CITY MANAGER
City Manager Joe Hennig introduced Utility Billing Manager J. T. Ackerman. He stated
that Euless is sponsoring the Julia Wakeley scholarship golf tournament on October 15,
for a student at North Texas University. He stated that the initial draft of the remediation
for Midway Recreation Center has been received from the consultant and is not as
adverse as it was first thought to be. However, completion of renovations to the
recreation center could be closer to the end of the year.
CITY ATTORNEY
City Attorney Bob McFarland had nothing to report.
STAFF REPORT
Fire Chief Lee Koontz stated that the Red Cross collection drive in Euless, Euless
United Leads Everyone to Strength & Survival, collected $28,952 over three days.
Collection sites were located in the parking lot of Albertson's, Kroger, and Jumpin
Johns. He noted that the Euless Fire Association donated $10,000 for the 911 fund in
New York City. Dalworth Carpet Cleaning donated $5,000 today, with half designated
for the American Red Cross and half to the New York Firefighter's Fund, and that
Central Junior High will be making a donation tomorrow.
CITY COUNCIL
Mayor Pro Tern Tyson thanked Fire Chief Lee Koontz and stated he was proud of the
fire department for doing this collection. He congratulated Police Corporal Jay Blount,
Police Sgt. Joe Foran, Police Sgt. David Cort Brassey, and Director of Public Works
Randy Byers. He further stated he was glad to live in the USA.
Council Member Hogg congratulated Police Corporal Jay Blount, Police Sgt. Joe Foran,
Police Sgt. David Cort Brassey, and Director of Public Works Randy Byers. He stated
he worked Friday on the collections and noted that was Lee Koontz's 20th anniversary
with the city.

Council Member Edwards also congratulated Police Corporal Jay Blount, Police Sgt.
�.. Joe Foran, Police Sgt. David Cort Brassey, and Director of Public Works Randy Byers.
He stated that the fire department and the Euless citizens did an outstanding job on the
Red Cross collections.
Council Member Miller also congratulated Police Corporal Jay Blount, Police Sgt. Joe
Foran, Police Sgt. David Cort Brassey, and Director of Public Works Randy Byers. He
stated he recently attended a Library Foundation meeting and the HEB Chamber of
Commerce gala.
Mayor Saleh congratulated Council Member Leon Hogg for being recognized Saturday
night at the HEB Chamber of Commerce gala as outgoing president of the HEB
Economic Development Foundation. She also attended the Tarrant County Senior
Citizens' Day at the Fort Worth Zoo.
ITEM NO. 14 ADJOURNMENT
The meeting was adjourned at 7:50 p.m.
