HomeMy WebLinkAbout2001-10-09 MINUTES OF A REGULAR MEETING ..- OF THE EULESS CITY COUNCIL OCTOBER 9, 2001 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:15 p.m. on Tuesday, October 9, 2001, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Carl Tyson and Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield and Veva Lou Massey. Closed session was held to discuss land acquisition as authorized by Section 551.072 of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for the consideration of scheduled items. PLEDGE OF ALLEGIANCE Girl Scout Troop No. 1532 led the Pledge of Allegiance. City Council Minutes Page 2 of 7 October 9,2001 ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER Nor- Director of Public Works Randy Byers introduced Fleet and Facilities Field Tech Ron Rodriguez and Mayor Saleh presented him with a plaque for being selected employee of the month for October. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PIN City Manager Joe Hennig introduced Fire Chief Lee Koontz and his wife, Lark, and Mayor Saleh presented him with a 20-year service pin. ITEM NO. 3 PRESENTATION OF PROCLAMATION Mayor Saleh presented Fire Chief Lee Koontz, Fire Marshal Michael Logan, and Fire Prevention Officer Lt. Franchot Thomas with a proclamation proclaiming October 7, through October 13, 2001, as Fire Prevention Week. CONSENT AGENDA Council Member Hogg motioned to approve Consent Agenda Items numbered 4 through 6. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller, `o. Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 4 APPROVAL OF BID NO. 2001-125 Approved Tarrant County Bid No. 2001-125 to enter into a joint purchase agreement with Tarrant County Purchasing Department for the purchase of five police pursuit vehicles from Philpott Ford, Nederland, Texas, in the amount of$20,371 per unit, for a total of$101,855. ITEM NO. 5 AWARD OF BID NO. 054-01 Awarded Bid No. 054-01 to Millican Well Service, P. O. Box 820487, Fort Worth, Texas, 76182, to plug and seal three water wells at 1100 Central Drive, Bedford, Texas, in the amount of $55,130, and authorize a contingency in the amount of $13,750 to cover possible change orders or quantity changes. ITEM NO. 6 APPROVAL OF CITY COUNCIL MINUTES Approved the minutes of the Regular City Council Meeting of September 25, 2001. City Council Minutes Page 3 of 7 October 9,2001 REGULAR AGENDA ITEM NO. 7 PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 01-10-SUP AND APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1500 Mayor Saleh opened the public hearing at 7:17 p.m. regarding Specific Use Permit No. 01- 10-SUP on Tract 31, A.J. Huitt Survey, Abstract 709, located at 511 South Euless Main Street. Director of Planning & Development Mike Collins gave a brief overview of the request and stated that the council approved a specific use permit on this property for a professional office on August 10, 1999, for a two-year period. The applicant, John Colby, is requesting that the use be continued. There being no additional proponents, or opponents, Mayor Saleh closed the public hearing at 7:20 p.m. Council Member Porterfield motioned to approve the first and final reading of Ordinance No. 1500 regarding Specific Use Permit No. 01-10-SUP on Tract 31, A.J. Huitt Survey, Abstract 709, located at 511 South Euless Main Street with the following conditions: (1) only the use specifically identified on the ordinance and specific use permit is allowed; (2) the exterior appearance of the building and yards must remain residential in nature, with the exception 'vow of a sign, parking and other items specifically approved by Ordinance No. 1367. No changes can be made to the exterior of the building, nor can the structure be expanded; (3) John Colby of Colby-Stanley Properties owns and uses the property; (4) customer activity after dark is specifically excluded for all tenants; and (5) professional office uses limited to those that qualify for Parking Group 8 as described in Section 84-84 of the Unified Development Code. The specific use permit was approved for an indefinite time period. Council Member Miller seconded the motion. ITEM NO. 9 APPROVAL OF TARRANT APPRAISAL DISTRICT BOARD NOMINATION .- Council Member Hogg motioned to approve Resolution No. 01-1111 nominating Mike Davis as a candidate for the Tarrant Appraisal District Board. Mayor Pro Tern Tyson seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 10 PUBLIC COMMENT There was no public comment. ITEM NO. 11 REPORTS CITY MANAGER City Manager Joe Hennig stated that the SuperTarget's grand opening is tonight and that there was still about 1 1/2 hours left to go shopping to receive a 10% discount tonight only. y.. City Council Minutes Page 6 of 7 October 9,2001 He noted that the soft opening begins tomorrow morning with the announced opening for Sunday, October 14. He also noted that there is 75,000 sq. ft. of additional lease space near Target under construction. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. STAFF REPORT There was no staff report. CITY COUNCIL Council Member Massey congratulated Fleet & Facilities Field Tech Ron Rodriquez for being selected employee of the month and Fire Chief Lee Koontz on receiving his 20-year service pin. She stated that HEB Teen Court has proposed a by-law change to be presented for council approval by next council meeting adding another student advisor from any of the schools, including home-schooled students. In the month of September, Euless had 38 cases of which 34 were referred by Municipal Court; the most community service hours (1495) of the three cities. The total number of cumulative hours for all three cities for 2001 so far is 28,389. 440 Council Member Porterfield congratulated Ron Rodriquez and Lee Koontz. He stated he was proud when good people get recognized. He mentioned that Russ Chapman, principal at Shadybrook Elementary and longtime principal at Lakewood Elementary, passed away on Monday. Council Member Miller also congratulated Ron Rodriquez and Lee Koontz. Council Member Edwards congratulated Ron Rodriquez and Lee Koontz. He praised the service of the fire department. He thanked those that volunteer their time to serve on the city's boards and commissions. Council Member Hogg stated he could never say enough about the employees. Mayor Pro Tem Tyson congratulated Ron Rodriquez and Lee Koontz. He stated that Russ Chapman's family needs prayer and that his death was unexpected. He stated that the visitation was scheduled on October 10 from 6 p.m. to 9 p.m. at Bluebonnet Cemetery. He noted that the memorial service was scheduled for Thursday, October 11, at 4 p.m. at Martin United Methodist Church in Bedford. He invited everyone to the HEB Rotary Club's Hole-in-One contest being held this Friday, Saturday, and Sunday at Bob Moore's Sports Center and Driving Range in Colleyville benefiting the HEB Rotary Scholarship Fund. City Council Minutes Page 7 of 7 October 9,2001 Mayor Saleh congratulated Ron Rodriquez and Lee and Lark Koontz. She thanked Mr. Colby for his work on the house on S. Main Street. She noted that Gary McKamie's grandfather passed away and the funeral would be Thursday afternoon in Waco.
