HomeMy WebLinkAbout2001-12-11 MINUTES OF A REGULAR MEETING ,., OF THE EULESS CITY COUNCIL DECEMBER 11, 2001 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:05 p.m. on Tuesday, December 11, 2001, in the Library Conference Room to hear a presentation by Bennett/RTKL group. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Carl Tyson and Council Members Leon Hogg, Charlie Miller, Glenn Porterfield and Veva Lou Massey. Council Member Bob Edwards was absent. The meeting resumed in the Administration Building Conference Room at 5:30 p.m. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. PLEDGE OF ALLEGIANCE Girl Scout Troop #1541 led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH Director of Community Services Rick Herold introduced Community Services Finance Manager Gary Yakesch and Mayor Saleh presented him with the plaque for being selected employee of the month for December. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS Fire Chief Lee Koontz introduced Driver/EMT George Buttler and his wife, Kristi, and sons, Tyler and Austin; Driver/Paramedic Tommy Rush and his wife, Carrie, and children Taylor, Cooper, and Tristen; Firefighter II/Paramedic Kelly Varwig and his wife, Tori, Driver/Paramedic Mike Christenson, Fire Lieutenant/EMT Rick Clark, and Driver/Paramedic Kip Smith. Mayor Saleh presented George Buttler, Mike Christenson, Rick Clark, Kip Smith, and Tommy Rush with 20-year service pins and Kelly Varwig with a 5-year service pin. Mayor Saleh noted Firefighter II/Paramedic David Johnson, Firefighter/Paramedic Chad Olsen, and Parks Mechanic II Walter Braswell, were unable to attend the meeting to receive their 5-year service pins. CONSENT AGENDA Council Member Miller motioned to approve Consent Agenda Items 3 and 4 as follows: Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 3 AWARD OF BID NO. 001-02 Awarded Bid No. 001-02 to Denwalt-Hollingsworth for the purchase of an AM low-power radio system, which is part of the emergency warning system, in the amount of $19,390.50. City Council Minutes Page 3 of 6 December 11,2001 ITEM NO. 4 AWARD OF BID NO. 004-02 Awarded Bid No. 004-02 to Southlake Construction, 5001 LBJ Freeway, #290, Dallas, Texas, 75244, for the demolition and removal of the wooden-framed single-family houses along North Main Street, in the amount of $21,500. REGULAR AGENDA ITEM NO. 5 APPROVAL OF CITY COUNCIL MINUTES Mayor Pro Tem Tyson motioned to approve the minutes of the Regular City Council Meeting of November 27, 2001, as amended, with the addition of Mayor Pro Tem Tyson's comments on Item No. 6 as follows: "Mayor Pro Tem Tyson stated that one of the problems with the property being considered was that there is no traffic circulation between SH157 and SH183 and that this piece of property could afford the capability to go between SH157 and SH183 and Villa Drive could make a circular pattern through there. That would open this property up to something that would have a lot more possibilities than storage warehouses." Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 APPOINTMENT OF MUNICIPAL COURT JUDGE TO A TWO (2) YEAR TERM Council Member Hogg motioned to reappoint Municipal Court Judge Lacy Britten to a two-year term expiring December 31, 2003. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 7 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1515 Council Member Miller motioned to approve the first and final reading of Ordinance No. 1515 establishing a registration procedure for all retail electric providers selling electric service to residents in the City of Euless. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 PUBLIC COMMENT There was no public comment. ITEM NO. 9 REPORTS STAFF REPORT Director of Community Services Rick Herold reported that Texas Star Golf Director Duff Cunningham was recently named "Merchandiser of the Year" for the second time and that is one of the highest honors to receive from his peers. Recreation Manager Ray McDonald reported on the outstanding year in the Parks and Community Services Department, including the Parks, Library, Recreation, Pools, `r„ Texas Star Golf Course, Conference Centre and Ravens Grill, Parks at Texas Star, Softball World, Historical Preservation, Senior Citizens, Arbor Daze, Volunteer Services and over 20 major special events each year. He highlighted a few areas in each department. Library Administrator JoAnn Rogers thanked the City Council, Library Board, Library Foundation, Friends of the Library and Library staff for their support of the Library during the past year. She reported that services added included free notary service, fax machine and scanner for public use, Spanish language collection obtained with a grant from the State, computer training for senior citizens and free business consulting offered by retired executives. She reviewed the various activities sponsored during the past year. Golf Director Duff Cunningham expressed his appreciation for the support of Texas Star golf facility during 2001 and briefly reported the highlights of the year. Softball World General Manager Rick Lyle thanked everyone for their support of Softball World and reviewed the major events that took place during 2001. Recreation Supervisor Suzanne Hendrickson stated that the Midway Recreation Center remodel would be completed in early 2002 at which time the Center would be open for public use. She reported on the many area facilities that have housed recreation programs during the remodeling and detailed the new equipment and programs that will be available when the Center opens in 2002. City Council Minutes Page 5 of 6 December 11,2001 Director of Community Services Rick Herold concluded by thanking all the other City �,.. departments who support the Parks and Community Services Department in all their activities. CITY MANAGER City Manager Joe Hennig reported that the second regular Council meeting for December would not be held due to the Christmas holidays. He invited the Council members to the employee Christmas luncheon on December 14 and wished everyone a Merry Christmas and Happy New Year. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. CITY COUNCIL Council Member Veva Lou Massey thanked the Parks Department staff members for their great presentation and congratulated Gary Yakesch on being named employee of the month for December and the Fire Department employees for their many years of service to the City. She reported that she attended the recent DFW Airport Board meeting and learned that the Irving City Council Member who represents the cities of Euless, Grapevine, Irving and Coppell on the Board has requested an environmental �.. briefing. She also stated that Noble Coaches, Inc., of Euless had their contract for Terminal B reduced rate parking shuttle service terminated by the Board. Council Member Massey reported that she attended the December meeting of the Historical Preservation Committee and was impressed with the dedication of the members. She wished everyone a Merry Christmas. Council Member Glenn Porterfield congratulated all of the employees recognized during the meeting and said it is always good to see people recognized for good work. He commended Rick Herold on his staffs reports, and stated he would like to see reports from other City departments in the future. He wished everyone a Happy Holiday Season. Council Member Miller stated he has lived in four cities and that Euless has the best employees of any city in the Metroplex. He commended the Parks and Community Services staff on their presentation and expressed appreciation to each of them for the work they do. Council Member Leon Hogg stated it had been a good year to be on the City Council and congratulated Gary Yakesch on being named employee of the month. He reported he attended the Texas Municipal League annual conference in Houston and the National League of Cities conference in Atlanta and that they were both good conferences and he learned some new information. He wishes everyone a Merry Christmas. City Council Minutes Page 6 of 6 December 11,2001 Mayor Pro Tern Carl Tyson congratulated Gary Yakesch for being selected employee of `., the month and thanked him for providing very good financial reports to the Council Members. He stated that all of the Community Services departments do a tremendous job. He said the Christmas Parade of Lights was great as was Vince Vance's performance and that he considered himself lucky to live in Euless. He wished everyone a Merry Christmas and a Happy New Year. Mayor Saleh congratulated Gary Yakesch and the other employees recognized for their years of service. She reported that a physical therapist she knows stated the Euless Recreation Center has the finest fitness center in the mid-cities area. She reported the aquarium in the Library has been refurbished and is beautiful. She said she hoped everyone would have a wonderful Christmas.
