EULESS CITY COUNCIL
FEBRUARY 12, 2002
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Pro Tern Carl
Tyson at 4:15 p.m. on Tuesday, February 12, 2002, in the Administration Building
Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Carl
Tyson and Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield
and Veva Lou Massey. Closed session was held to discuss deliberation of real property as
authorized by Section 551.072 and personnel matters as authorized by Section 551.074
of the Texas Government Code. Precouncil discussion was held on agenda items and
other scheduled items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m.
for the consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR FEBRUARY
City Secretary Susan Crim introduced Administration Receptionist Sandi Anderson, her
daughter, Sigoumey, son, Zachary, and fiancée, Brian McGarry. Mayor Saleh
presented Sandi with a plaque for being selected Employee of the Month for February.
ITEM NO. 2 PRESENTATION OF PROCLAMATION
Mayor Saleh presented a proclamation proclaiming March 2002 as Colon Cancer
Awareness Month to Karin Newell, who accepted the proclamation on behalf of Cindy
Bollom for the American Cancer Society.
ITEM NO. 3 PRESENTATION BY FORT WORTH TRANSPORTATION
AUTHORITY
Greg Hughes and Tony Johnson, Fort Worth Transportation Authority, presented a
commemorative railroad spike to each city council member as a memento of the Trinity
Railway Express and the Intermodal Transportation Center opening. The dedication of
the facility will be February 24.
ITEM NO. 4 PRESENTATION BY THE ARTS COUNCIL OF NORTHEAST
TARRANT COUNTY
__ Karin Newell, Board Member of the Arts Council of NorthEast Tarrant County, thanked
the council for the city's participation in bringing the arts to the citizens. She noted that
the Arts Council has given $440,000 in matching grants since 1997.
ITEM NO. 5 ANNUAL RECYCLING REPORT
Greg Roemer, President of Community Waste Disposal, Inc., gave their annual report
on recycling in the City of Euless.
CONSENT AGENDA
Council Member Miller motioned to approve Consent Agenda items numbered 6
through 8.
Council Member Hogg seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller,
Porterfield, and Massey
Nays: None
Mayor Saleh declared the motion carried.

ITEM NO. 6 APPROVAL OF EXTENSION OF BID NO. 2000-02
Approval of a one-year extension of Bid No. 2000-02 with Reliable Paving, Inc., 1903 N.
Peyco, Arlington, Texas, 76001, for asphalt street repairs at a contract price of $1.13/sq.
ft. with an estimated expenditure of$113,000.
ITEM NO. 7 APPROVAL OF BID NO. 005-02
Approval of Bid No. 005-02 to Branch Smith Printing, 120 St. Louis Avenue, Fort Worth,
Texas, 76104 for the annual printing of "Euless Today" magazine for an estimated
expenditure of $49,397.
ITEM NO. 8 APPROVAL OF CITY COUNCIL MINUTES
Approval of the minutes of the Regular City Council Meeting of January 22, 2002.
REGULAR AGENDA
ITEM NO. 9 RECOMMENDATION OF AWARD OF A CONTRACT
Council Member Miller motioned to recommend Tarrant County award a contract to
Horseshoe Construction, Inc., Pasadena, Texas, for CDBG Project No. B01-UC-48-
0001-22-50, for the replacement of sanitary sewer mains in the Midway Park Addition,
in the amount of $270,719 of which Tarrant County Community Development will pay
$100,001. The City of Euless will participate by providing the balance of $170,718 and
agreeing to authorize change orders up to an additional $5,417.
Council Member Edwards seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Edwards, Miller,
Porterfield, and Massey
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 10 ACCEPTANCE OF THE CAPITAL IMPROVEMENTS ADVISORY
COMMITTEE SEMI-ANNUAL REPORTS
The council approved by unanimous consent to accept the Capital Improvements
Advisory Committee Semi-Annual Reports for the period of October 1, 1999, through
March 31, 2000; April 1, 2000 through September, 30, 2000; October 1, 2000, through
March 31, 2001; and April 1, 2001, through September 30, 2001.
ITEM NO. 11 APPROVAL OF RESOLUTION NO. 02-1118
%` Council Member Edwards motioned to approve Resolution No. 02-1118 calling a
general election for the offices of Mayor and City Council Members, Place Two and
City Council Meeting Page 4 of 5 February 12,2002
Place Four; and establishing the dates and times for early voting for such election; and
`a, establishing a date for a runoff election, if required.
Council Member Porterfield seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller,
Porterfield, and Massey
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 12 PUBLIC COMMENT
Richard Girouard, 508 Huntington Drive, Euless, Texas, 76040, addressed the council
regarding code enforcement on Huntington Drive and alcohol at Arbor Daze.
ITEM NO. 13 REPORTS
CITY MANAGER
City Manager Joe Hennig stated that Greg Roemer and his staff at CWD do a great job.
He noted that Euless was the first city to adopt apartment recycling. He stated that
�..- CWD's contract, as well as Trinity Waste's, expire in about one year, and discussions
will begin with council members in the near future regarding those contracts. He stated
that he appreciated his contract being renewed at the last meeting, although he was
unable to attend.
CITY ATTORNEY
City Attorney Bob McFarland reported that he has received the bylaws and declaration
of restrictive covenants for Forest Pointe Estates and is in the process of reviewing the
agreement regarding Tall Timbers Drive.
STAFF REPORT
There was no staff report.
CITY COUNCIL
Council Member Massey congratulated Mayor Saleh for receiving the Northeast
Leadership Forum "Distinguished Leadership" award and the Hurst-Metro Business and
Professional Women's "Woman of Distinction" award. She also congratulated Sandi
Anderson for being selected employee of the month and stated her appreciation for the
fire department, Chief Koontz, and the annual awards banquet. She stated she was
�.• glad Mayor Pro Tem Tyson was out of the hospital.

Council Member Porterfield stated he was proud of the fire department, Sandi
Anderson, Mayor Pro Tem Tyson, and Mayor Saleh.
Council Member Miller congratulated Sandi Anderson. He stated he enjoyed the fire
department's annual banquet and their camaraderie. He stated that Texas Star hosted
a social for him and the ABC Political Action Committee, and the staff did a very nice
job. He attended the town hall meeting on January 24, and there was good citizen
input.
Council Member Edwards congratulated Sandi Anderson and thanked Chief Koontz and
the fire department employees for their dedication. He thanked the citizens of Euless
for their recycling efforts.
Council Member Hogg stated the mayor's sons did a great tribute to Mayor Saleh
honoring her at the Business and Professional Women's dinner last night. He
congratulated Sandi Anderson. He stated he worked with Karin Newell on the HEB
Economic Development Foundation. He stated Karin is a great lady, and he
appreciated her positive comments about Euless.
Mayor Pro Tern Tyson stated he is proud of Mayor Saleh for everything she does for the
city. He congratulated Chief Koontz on the fire department banquet and the job the
firefighters do. He stated the Parks at Texas Star Phase III kickoff was held recently,
and he is looking forward to working on future plans for the Parks. He thanked
'tem, everyone for the cards and prayers while he was in the hospital.
Mayor Saleh stated that the city is going to host a firefighter from New York City on
March 1-3, in a project being sponsored by the U. S. Conference of Mayors. She
reminded everyone that the last town hall meeting for the year will be February 28. With
regard to the upcoming election, Mayor Saleh said she would like to make a statement.
She stated she had another bout of cancer this past spring and serious surgery, but with
good doctors, good family, good friends, and many prayers she has recovered well and
her family and friends have encouraged her to continue as mayor. She said she had
given it much consideration and that with a good working council, good working staff,
and many goals for the city, there is still much to do. She said she has decided, with
the support of her family, to run again for the position of mayor for the City of Euless,
and she hoped to have the council's continued support.
