HomeMy WebLinkAbout2002-03-14 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL MARCH 14, 2002 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Thursday, March 14, 2002, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Carl Tyson and Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield and Veva Lou Massey. Closed session was held to discuss deliberation of real property as authorized by Section 551.072 of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:08 p.m. for the consideration of scheduled items. STAFF MEMBERS PRESENT City Manager Joe Hennig, City Attorney Bob McFarland, City Secretary Susan Crim, Deputy City Secretary Becky Null, Police Chief Leonard Carmack, Fire Chief Lee Koontz, Director of Community Services Rick Herold, Director of Planning and Development Mike Collins, Director of Fiscal and Administrative Services Loretta Getchell, Director of Public Works Randy Byers, Assistant Director of Public Works Ron Young, Special Projects Manager Lou Baum, and Communications/Marketing Manager Lori De La Cruz. VISITORS Rick Vaughn, Richard and Barbara Girouard, Jan Hogg, Ellen Schroeder, Carroll Scott, and other visitors as noted in the visitors' register. INVOCATION Mayor Saleh gave the invocation. PLEDGE OF ALLEGIANCE Girl Scout Troop No. 1545 led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR MARCH Mayor Saleh stated that Fleet & Facilities Tech III William Shafer was unable to attend tonight and will receive his award at the March 26 meeting. The American Red Cross representative was not present to receive a proclamation declaring March as Red Cross Month. CONSENT AGENDA Council Member Miller motioned to approve Consent Agenda Items numbered 3 through 5. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 3 AWARD OF BID NO. 006-02 Awarded Bid No. 006-02 to Champion Sweeping, 2821 W. Division, Suite E, Arlington, Texas, 76012, with an estimated expenditure of $37,765, for a one-year contract and the option for no more than four one-year renewals for street sweeping. ITEM NO. 4 RENEWAL OF BID NO. 033-01 Approved a one-year renewal of Bid No. 033-01 by Banner Printing, 112 East Texas Street, Grapevine, Texas, 76051, for printing services with an estimated expenditure of $60,000. ITEM NO. 5 APPROVAL OF CITY COUNCIL MINUTES Approved the minutes of the Regular City Council Meeting of February 26, 2002. REGULAR AGENDA ITEM NO. 6 APPROVAL OF RESOLUTION NO. 02-1120 Council Member Hogg motioned to approve Resolution No. 02-1120 authorizing a steering committee of affected cities to retain legal counsel and rate consultants and suspending the proposed tariff and schedule of rates of TXU Gas Distribution Company. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None City Council Minutes Page 3 of 4 March 14,2002 Mayor Saleh declared the motion carried. ITEM NO. 7 PUBLIC COMMENT There was no public comment. ITEM NO. 8 REPORTS CITY MANAGER City Manager Joe Hennig had nothing to report. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. STAFF REPORT Director of Community Services Rick Herold, discussed the proposed donation of land for a city park in the Fountain Park subdivision west of Fuller-Wiser and south of McCormick Farms, which would tie in the Villages of Bear Creek and Bear Creek parks. He noted that the unique wetland opportunities would score high for receiving grants from the Texas Parks and Wildlife and that $500,000, might be available with the city's match for the grant being the donation of the land. He stated that Sandlin Development will develop the proposed lakes and will be planting 300 trees in the development. CITY COUNCIL Council Member Porterfield stated that he and Council Member Massey attended the National League of Cities Conference in Washington, D.C., and that one of the main topics was "Protecting the Homeland". Homeland Security Chief Tom Ridge and the Chairman of the Joint Chiefs of Staff, General Myers, were among the speakers. Other topics included sustaining federal support for critical municipal programs, protecting local revenue and tax authority, ensuring racial justice and equality, investing in children, and balancing international trade agreements with local authorities. He thanked the city and council for allowing him to attend the conference. Council Member Miller stated that he and City Manager Joe Hennig attended a public hearing session with Representative Vicki Truitt regarding a proposed bill to freeze city property taxes for senior citizens after the age of 65. He stated the Arbor Daze Auction was fun and noted he has a new grandbaby. Council Member Edwards wished Council Member Hogg a happy birthday and congratulated Council Member Miller on being a grandfather. He stated he was in Cheyenne, Wyoming on a trip and visited with city officials and discussed projects they were doing. He promoted the city and invited them to Euless. City Council Minutes Page 4 of 4 March 14,2002 Council Member Hogg stated he would be attending the ribbon cutting for Interstate All `.- Battery Center in the new Target shopping center on Friday. He noted that the recent Arbor Daze Auction was the biggest since it started. He congratulated Council Member Miller on being a grandfather. Mayor Pro Tem Tyson congratulated Council Member Hogg on his birthday and Council Member Miller on being a grandfather. He stated he attended the Phase III of Parks at Texas Star committee meeting. He stated he enjoyed the Arbor Daze Auction, and especially the New York firefighter being there. He stated he will be attending the Regional Transportation Council Summit on March 21 at the Arlington Convention Center. Council Member Massey congratulated Council Member Hogg and Council Member Miller. She enjoyed the New York firefighter visit to the City of Euless. She stated she would be praying for Joe Hennig as he goes through the heart procedure tomorrow. Mayor Saleh thanked Fire Chief Lee Koontz and entire fire department on hosting the New York firefighter. She stated there has been good exposure on KVIL and KLUV regarding Arbor Daze. She reported that she attended a Council of Government meeting regarding emergency management and that there are plans for a coordination of area emergency management procedures.
