HomeMy WebLinkAbout2002-04-23 MINUTES OF A REGULAR MEETING Now OF THE EULESS CITY COUNCIL APRIL 23, 2002 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:20 p.m. on Tuesday, April 23, 2002, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Carl Tyson and Council Members Leon Hogg, Charlie Miller, and Veva Lou Massey. Council Members Bob Edwards and Glenn Porterfield were unable to attend. Closed session was held to discuss pending or contemplated litigation and deliberation of real property as authorized by Sections 551.071 and 551.072, of the Texas Government Code. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:10 p.m. for the consideration of scheduled items. STAFF MEMBERS PRESENT City Manager Joe Hennig, Deputy City Manager Gary McKamie, City Attorney Bob McFarland, City Secretary Susan Crim, Deputy City Secretary Becky Null, Police Chief Leonard Carmack, Fire Chief Lee Koontz, Director of Planning and Development Mike Collins, Director of Economic Development Bill Ridgway, Assistant Public Works Director Ron Young, Recreation Manager Ray McDonald, Police Senior Corporal Carlos Peralez, Police Senior Corporal Brandon Zachary, Communications/Marketing Manager Lori De La Cruz, and Reserve Police Officer Clyde Cullum. VISITORS Carroll Scott, Ellen Schroeder, Richard and Barbara Girouard, and other visitors as noted in the visitors' register. INVOCATION Pastor Scott Fisher, Metroplex Chapel, gave the invocation. PLEDGE OF ALLEGIANCE Council Member Miller led the Pledge of Allegiance. City Council Minutes Page 2 of 4 April 23,2002 ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Leonard Carmack introduced Senior Police Corporal Carlos Peralez and Senior Police Corporal Brandon Zachary. Mayor Saleh presented each with a 5-year service pin. ITEM NO. 2 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Recreation Manager Ray McDonald proclaiming April 26, 2002, as Arbor Day. ITEM NO. 3 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Nick and Kali Plummer proclaiming April 21- 27, 2002, as National Organ and Tissue Donor Awareness Week. CONSENT AGENDA Council Member Hogg motioned to approve Consent Agenda Items numbered 4 — 7 as follows: Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 4 APPROVAL OF RENEWAL OF AGREEMENT FOR THE PURCHASE OF VEHICLE REPLACEMENT PARTS FOR ONE YEAR Approval to renew the annual agreement for vehicle replacement parts and supplies through the Interlocal Cooperative Purchasing Agreement with the City of Hurst awarded to Dick Smith Enterprises, Inc., 2463 E. Long Avenue, Fort Worth, Texas, 76106 in the estimated expenditure of$90,000. ITEM NO. 5 APPROVAL OF PURCHASE Approval of purchase through the Houston-Galveston Area Cooperative Purchasing Program (HGAC) for two 3/4 ton bi-fuel LPG pickups from Philpott Ford Nederland, Texas, in the amount of$21,535.60 each for a total of$43,071.20. ITEM NO. 6 APPROVAL OF PURCHASE �.. Approval of purchase through the Houston-Galveston Area Cooperative Purchasing Program (HGAC) for one 1-ton four door cab pickup from Philpott Ford, Nederland, Texas, in the amount of $27,783.60. City Council Minutes Page 3 of 4 April 23,2002 ITEM NO. 7 APPROVAL OF CITY COUNCIL MINUTES Approval of the minutes of the Regular City Council Meeting of April 9, 2002. ITEM NO. 8 PUBLIC COMMENT Richard Girouard, 502 Huntington, stated he could not hear the emergency warning system sirens in his house on Huntington when they were sounded last week, and they were faint when he went outside to hear them. ITEM NO. 9 REPORTS CITY MANAGER City Manager Joe Hennig stated he was glad to be represented by such clean-cut, fine people like Police Senior Corporal Carlos Peralez and Police Senior Corporal Brandon Zachary and is honored to have them as employees. He stated that staff is in the midst of working on the Fiscal Year 2003 Budget. Sales tax revenue is lagging behind expectations and staff is putting together a conservative budget. He invited everyone to the Arbor Daze Festival this weekend. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. STAFF REPORT There was no staff report. CITY COUNCIL Council Member Hogg stated the city has wonderful employees. He invited everyone to stop by the Arbor Daze Souvenir booth. He noted that he will be going to Nebraska to receive the National Arbor Day Foundation award. Mayor Pro Tem Tyson congratulated Carlos Peralez and Brandon Zachary. He also congratulated Ray McDonald and all the other employees working at Arbor Daze. He noted that the Rotary Club is having a golf tournament on May 6, honoring Gary Terry at Texas Star, and that Gary is very much involved with promoting the placement of heart defibrilators in public buildings. He stated that the expenditures for the year are 6% under estimated amounts. Council Member Massey congratulated Carlos Peralez and Brandon Zachary. She stated she was glad to have Joe Hennig back from vacation. She expressed appreciation for Rick Herold and his staff involved in Arbor Daze. She gave a Teen �••- Court update. She stated her prayers were with Council Member Porterfield. City Council Minutes Page 4 of 4 April 23,2002 Council Member Miller also congratulated Carlos Peralez and Brandon Zachary. He .,., expressed appreciation for the good work that Nick and Kali Plummer were doing in regards to organ donation. He reported that Rick Herold received a Spirit Award from North Texas University last week and about 30 people from Euless attended the awards dinner. Mayor Saleh stated that Council Member Glenn Porterfield had open heart surgery yesterday and will be in the hospital for about a week. She asked everyone to pray for good weather for Arbor Daze. ITEM NO. 10 CLOSED SESSION Mayor Saleh reconvened the meeting into closed session at 7:40 p.m. to discuss pending or contemplated litigation and deliberation of real property as authorized by Sections 551.071 and 551.072 of the Texas Government Code.
