HomeMy WebLinkAbout2002-05-28 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL MAY 28, 2002 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:15 p.m. on Tuesday, May 28, 2002, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Carl Tyson and Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield, and Veva Lou Massey. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:10 p.m. for the consideration of scheduled items. STAFF MEMBERS PRESENT City Manager Joe Hennig, City Attorney James Cribbs, City Secretary Susan Crim, Deputy City Secretary Becky Null, Police Chief Leonard Carmack, Fire Chief Lee Koontz, Director of Parks & Community Services Rick Herold, Director of Planning and Development Mike Collins, Director of Fiscal and Administrative Services Loretta Getchell, Director of Economic Development Bill Ridgway, Director of Public Works Randy Byers, City Engineer Ron Young, Planning and Development Manager Eric Wilhite, Assistant Police Chief Bob Freeman, Police Captain Harland Westmoreland, Police Captain Roger Mangum, Special Projects Manager Lou Baum, Head Golf Pro Adena Wallace, Parks Field Tech Steve Wiltshire, Library Manager JoAnn Rogers, Police Reserve Officer Clyde Cullum, and Communications/Marketing Manager Lori De La Cruz. VISITORS Willie Mae McCormick, Elizabeth Wilcox, Chris Olson, Willy and Lauren Wallace, Arlyss and Lewis Hagedorn, Duff Cunningham, Betty Yarbrough, Ellen Schroeder, David Massey, Mike Utzman, and other visitors as noted in the visitors' register. INVOCATION Pastor Todd Baze, Fountain of Life Pentecostal Church of God gave the invocation. PLEDGE OF ALLEGIANCE Boy Scout Webelo Pack#758 led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Leonard Carmack introduced Police Captain Roger Mangum, and Director of Parks and Community Services Rick Herold introduced Parks Field Tech II Steve Wiltshire, and Head Golf Pro Adena Wallace, her husband Willy, daughter Lauren, and parents Arlyss and Lewis Hagedorn. Mayor Saleh presented Roger Mangum with a 25- year service pin, Steve Wiltshire with a 20-year service pin, and Adena Wallace with a 5-year service pin. ITEM NO. 2 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Willie Mae McCormick proclaiming her as the Euless Volunteer of the Year. Mrs. McCormick introduced her daughter Elizabeth Wilcox and great grandson Chris Olsen. ITEM NO. 3 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Bernie Goeders, Vice-President of Administration of the Lockheed Martin Leadership Association in Fort Worth, proclaiming the week of June 2-8, 2002, as Management Week in Texas. CONSENT AGENDA Council Member Miller motioned to approve Consent Agenda Items numbered 4 and 5. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members, Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 4 APPROVAL OF RESOLUTION NO. 02-1122 Approval of Resolution No. 02-1122 granting approval to the Tarrant County Housing Finance Corporation for the use of the proceeds of its Series 2002 Single Family Mortgage Revenue Bonds to finance home mortgages for single family homes located within the City of Euless. ITEM NO. 5 APPROVAL OF CITY COUNCIL MINUTES Approval of the minutes of the Regular City Council Meeting of May 14, 2002. City Council Minutes Page 3 of 5 May 28,2002 *.. REGULAR AGENDA ITEM NO. 6 SET PUBLIC HEARING DATE Council Member Hogg motioned to approve setting the public hearing date for June 25, 2002, to hear the protests or objections to the charges incurred in the demolition of the residence at 401 Atkerson Lane. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members, Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 7 PUBLIC HEARING FOR ZONING CASE NO. 02-01-ZC AND ORDINANCE NO. 1533 The applicant Tommy Kline, Kline & Co., 12311 Marbrook, Dallas, Texas, withdrew his request for rezoning of Lots 1, 2, 3, and 4, Block B, Westpark II Addition, from PD #774 (L1-w/office and warehouse) zoning to R-1L (Single Family Limited Dwelling District) zoning, located east of Westpark Way, north of Kynette, and south of Westpark Court. Council Member Miller stated that if the developer comes back with a planned development, it will go back through the Planning & Zoning Commission and the citizens will be renotified. ITEM NO. 8 PUBLIC COMMENT Evan Cottrell, 713 Live Oak; Melanie Koraska, 711 Live Oak; Patrick Hinde, 1806 Kynette; Lynne Rivas, 1800 Kynette; and Edward Groeschel, 1814 Kynette, spoke of the flooding problems in and around their homes and the potential increase of drainage problems from the proposed development to the north. ITEM NO. 9 REPORTS CITY MANAGER City Manager Joe Hennig had nothing to report. CITY ATTORNEY City Attorney James Cribbs had nothing to report. City Council Minutes Page 4 of 5 May 28,2002 —Niuw STAFF REPORT Library Manager JoAnn Rogers gave an overview of library activities and noted that 30,000 items were circulated in April, the highest month ever since the library opened. CITY COUNCIL Council Member Edwards thanked Police Captain Roger Mangum, Parks Field Tech Steve Wiltshire, and Head Golf Professional Adena Wallace for the time they have served the city. He also congratulated Willie Mae McCormick for being selected the Euless Volunteer of the Year. Council Member Hogg congratulated Roger Mangum, Steve Wiltshire, and Adena Wallace. He noted he has known Steve Wiltshire and his twin, Marty, a long time. He stated that Willie Mae McCormick deserves the honor she received. Mayor Pro Tem Tyson also congratulated Roger Mangum, Steve Wiltshire, and Adena Wallace. He stated Willie Mae McCormick lives and breathes Euless. He congratulated Duff Cunningham on his new position at Squaw Valley Golf Course and stated that he appreciates what Library Manager JoAnn Rogers does at the library. Council Member Massey stated she is proud of the employees. She stated she loved Willie Mae McCormick and her influence has made Euless a great place. She thanked Tommy Kline for his decision to consider citizens by withdrawing his zoning request. Council Member Porterfield congratulated Roger Mangum, Steve Wiltshire, and Adena Wallace, and stated he was proud of Willie Mae McCormick. He stated he was confident city staff will work to help citizens with the drainage problem. He praised the Webelo Scout troop for doing the pledge and staying for the entire city council meeting. Council Member Miller thanked the citizens for coming to the meeting. He thanked JoAnn Rogers for her report and work in the library. He congratulated Roger Mangum, Steve Wiltshire, and Adena Wallace on receiving their services pins. He also congratulated Adena Wallace on being named Head Golf Professional of Texas Star Golf Course. Mayor Saleh also congratulated Roger Mangum, Steve Wiltshire, and Adena Wallace. She noted that City Secretary Susan Crim and Deputy City Secretary Becky Null were in San Antonio last week for the International Institute of Municipal Clerks (IIMC) Conference, which was attended by 14 foreign countries, 7 Canadian provinces, and 49 states. She stated that staff will work with the citizens regarding the flooding problem around Live Oak and Kynette. She expressed condolences to the Perryman family and others who were involved in the traffic accident on SH 183 at Ector Drive on the previous Saturday night. She thanked the Webelos for leading the pledge of allegiance and introduced each one of them.
