HomeMy WebLinkAbout2002-06-06 (Budget Worksession) BUDGET WORKSESSION OF THE EULESS CITY COUNCIL June 6, 2002 A budget worksession of the Euless City Council was called to order at 6:00 p.m. on Thursday, June 6, 2002 in the conference room of the Administration Building, 201 North Ector Drive. Those attending included: Mayor Mary Lib Saleh Mayor Pro Tern Carl Tyson Council Member Leon Hogg Council Member Bob Edwards Council Member Charlie Miller Council Member Glenn Porterfield Council Member Veva Lou Massey City Manager Joe Hennig Deputy City Manager Gary McKamie City Secretary Susan Crim Police Chief Leonard Carmack Director of Parks and Community Services Rick Herold Director of Planning and Development Mike Collins Director of Economic Development Bill Ridgway Director of Public Works Randy Byers City Engineer Ron Young Fire Chief Lee Koontz Director of Fiscal and Administrative Services Loretta Getchell Finance Administrator Vickie Rodriquez Community Services Finance Manager Gary Yakesch Police Captain Harland Westmoreland Fleet and Facilities Superintendent Kyle McAdams Information Services Manager Danny McLain Computer Services Specialist Kim Ross Fire Battalion Chief Jeff Morris Mike Groomer City Manager Joe Hennig introduced Mike Groomer who gave a report on his observations of the Development and Economic Development issues in the City of Euless. He stated that Euless has a very positive image, but the biggest negative hindering the city's further development is the unwillingness of some landowners to sell their property. All developers who were interviewed said Euless staff are very good to work with and are very positive toward development. He said the barrier of the airport on one side of the city sometimes limits retail development. June 6, 2002 Budget Worksession Page 2 Mr. Groomer said the city's greatest opportunities are along State Highway 121 and State Highway 360. He suggested that any assistance for landowner Del Bennett should be a loan rather than a gift, with conditions that specific development when attained could forgive some or all of it. He stated that redevelopment along State Highway 10 is also possible. The city's regulations for SH10 are good, but a method of incentive is needed to help developers meet those regulations. He stated that would require council commitment and some redirection of resources. Mr. Groomer reported that the unoccupied Southerland's building on Industrial Boulevard is in need of a great deal of improvement. The City's current tax abatement policy does not allow for any help with it. Each of the staff members present reviewed their proposed budgets including their immediate needs and long-term requirements. City Manager Joe Hennig summarized the schedule for completing the budget planning in preparation for the Council's review in August. The meeting was adjourned at 9:50 p.m. Susan Crim, CMC City Secretary
