HomeMy WebLinkAbout2002-06-11 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL JUNE 11, 2002 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, June 11, 2002, in the Administration Building Conference Room. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Carl Tyson and Council Members Leon Hogg, Glenn Porterfield, and Veva Lou Massey. Council Members Bob Edwards and Charlie Miller were absent. Precouncil discussion was held on agenda items and other scheduled items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. INVOCATION Pastor David Freeman, First Assembly of God, gave the invocation. PLEDGE OF ALLEGIANCE Mayor Pro Tern Tyson led the Pledge of Allegiance. City Council Minutes Page 2 of 5 June 11, 2002 ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE Director of Fiscal and Administrative Services Loretta Getchell introduced Finance Administrative Secretary Betty Thomas, and Mayor Saleh presented her with the plaque for being selected employee of the month for June. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PIN Fleet and Facility Superintendent Kyle McAdams introduced Fleet Mechanic John Wood, and Mayor Saleh presented John with a 5-year service pin. ITEM NO. 3 PRESENTATION BY ARTS COUNCIL OF NORTHEAST TARRANT COUNTY Robb Wasielewski, President of the Arts Council of Northeast Tarrant County thanked the council for their support of the Arts Council and gave a brief "State of the City" report. ITEM NO. 4 PROCLAMATION Mayor Saleh read a proclamation proclaiming Friday, June 14, 2002, as National Small Cities Day. CONSENT AGENDA Council Member Hogg motioned to approve Consent Agenda Items numbered 5 through 7. Council Member Porterfield seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members, Hogg, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 APPROVAL OF RESOLUTION NO. 02-1121 Approval of Resolution No. 02-1121 authorizing the City of Euless to participate in the State of Texas alternative fuels "Clean Vehicle Reimbursement Program." ITEM NO. 6 ACCEPTANCE OF CAPITAL IMPROVEMENT ADVISORY COMMITTEE'S SEMI-ANNUAL IMPACT FEE REPORT FOR OCTOBER 1, 2001, THROUGH MARCH 31, 2002 Accepted Capital Improvement Advisory Committee's Semi-Annual Impact Fee Report for October 1, 2001, through March 31, 2002. City Council Minutes Page 3 of 5 June 11,2002 ITEM NO. 7 CONSIDER APPROVAL OF CITY COUNCIL MINUTES Approval of the minutes of the Regular City Council Meeting of May 28, 2002. REGULAR AGENDA ITEM NO. 8 PRESENTATION OF CRIME CONTROL AND PREVENTION DISTRICT BUDGET FOR FISCAL YEAR 2002-2003 Director of Fiscal and Administrative Services Loretta Getchell presented the FY 2002- 2003 Euless Crime Control and Prevention District Budget with anticipated revenues of $1,132,309 and expenditures of $1,119,662. The excess of $12,647, combined with prior year reserves for capital projects, would create an estimated ending fund balance of$279,910 for FY03. ITEM NO. 9 PUBLIC HEARING AND APPROVAL OF RESOLUTION NO. 02-1124 Mayor Saleh opened the public hearing at 7:21 p.m. regarding the Euless Parks Master Plan Update dated May 14, 2002. Director of Parks and Community Services Rick Herold stated that Brian Kline, Hoover- Kline Group, sent the master plan to the Texas Parks & Wildlife for consideration and their only comment was that a resolution needed to be approved. There being no additional proponents, or opponents, Mayor Saleh closed the public hearing at 7:23 p.m. Council Member Hogg motioned to approve Resolution No. 02-1124 adopting the Euless Parks Master Plan Update dated May 14, 2002. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members, Hogg, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 10 PUBLIC COMMENT There was no public comment. ITEM NO. 11 REPORTS City Council Minutes Page 4 of 5 June 11,2002 CITY MANAGER Noir City Manager Joe Hennig noted that the extension of the postponement of the TXU Gas rate increase expires in July. He stated the AT&T Franchise agreement is scheduled for first reading on June 25, and second reading in August. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. STAFF REPORT There was no staff report. CITY COUNCIL Council Member Hogg congratulated Finance Secretary Betty Thomas and Fleet Mechanic John Wood. He stated that Betty is one of the brightest individuals he knows. He stated he attended the Euless Post Office unveiling of the new 9/11 stamp. Mayor Pro Tern Tyson also congratulated Betty Thomas and John Wood. He stated that Loretta Getchell's department does a really good job going from one project to another. He attended Fire Lt. Mark Lipman's retirement and noted that the fire Now department is losing several more employees through retirement including Franchot Thomas and Fire Marshal Michael Logan. He stated his appreciation of the director's doing a good job holding down the budget costs. He noted that Rick Herold has done a good job on applying for parks grants, and that he enjoyed the tour of the area parks last weekend. Council Member Massey congratulated Betty Thomas and John Wood and stated that she has known John Wood a long time. She welcomed Robb Wasielewski as President of the Arts Council of Northeast Tarrant County. She also attended the postal stamp unveiling at the Euless Post Office. Council Member Porterfield congratulated Betty Thomas and John Wood. He noted that the North Central Texas Council of Governments has come out with new population estimates, and that Euless is now the fourth largest city in Tarrant County in population. Fort Worth, Arlington, and North Richland Hills are first, second, and third, respectively. Mayor Saleh also congratulated Betty Thomas and John Wood. She stated she took part in the group of area mayors that met with the Mayor of Jerusalem upon his arrival at the airport. She noted that on Saturday she attended both the Phillipine and Tongan celebrations.
