HomeMy WebLinkAbout2002-09-10 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 10, 2002 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:30 p.m. on Tuesday, September 10, 2002, in the Parks Maintenance Facility Conference Room located at 1997-C South Pipeline Road. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Carl Tyson and Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield, and Veva Lou Massey. Precouncil discussion was held on agenda items and other scheduled items. Closed session was held to discuss contemplated litigation and personnel matters as authorized by Sections 551.071 and 551.074 of the Texas Government Code. Ector Drive, at 7:00 p.m. for the consideration of scheduled items. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR SEPTEMBER Director of Fiscal and Administrative Services Loretta Getchell and Human Resources and Risk Manager Tammy Money introduced Human Resources and Insurance Secretary Tammy Renteria, her husband, Danny, and children, Chase and Danielle. Mayor Saleh presented Tammy with a plaque for being nominated employee of the month for September. ITEM NO. 2 PRESENTATION OF A PROCLAMATION Mayor Saleh read a proclamation proclaiming September 11, 2002, as a "Day of Remembrance". CONSENT AGENDA Council Member Miller motioned to approve Consent Agenda items numbered 3 through 9. Council Member Edwards seconded the motion. ITEM NO. 3 AWARD OF BID NO. 017-02 Awarded Bid No. 017-02 for the purchase of prescription medications under the employee health plan to Scott & White Prescription Services (SWPS), with an estimated expenditure of $437,521. ITEM NO. 4 AWARD OF BID NO. 020-02 Awarded Bid No. 020-02 to Knight Erosion Control, Inc., P. O. Box 202541, Arlington, Texas, 76001, for Hurricane Creek slope protection at Texas Star Golf Course Phase II, with an estimated expenditure of$163,500. ITEM NO. 6 AWARD OF BID NO. 022-02 Awarded Bid No. 022-02 to Green Scaping Co., 8917 Cardinal Lane, North Richland Hills, Texas, 76180, for Glade Road median pavers, in the amount of $29,265. ITEM NO. 7 RENEWAL OF BID NO. 2000-17 Renewed Bid No. 2000-17 for a one-year extension of annual office supply contract with Office Depot Business Services Division, 2220 N. Highway 360, Grand Prairie, Texas, 75050, with an estimated expenditure of$75,000. ITEM NO. 8 RENEWAL OF BID NO. 2000-19 Renewed Bid No. 2000-19 for one year with Workforce 2000, 1903 Central Drive, Suite 200, Bedford, Texas, 76021, for the continued use of leased employees at Texas Star Golf Course and seasonal positions in the Parks and Community Services Department, with an estimated expenditure of$163,909. ITEM NO. 9 APPROVAL OF CITY COUNCIL MINUTES Approval of the minutes of the Regular City Council Meeting of August 27, 2002. REGULAR AGENDA ITEM NO. 10 PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 02-04- SUP AND APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1551 Mayor Saleh opened the public hearing at 7:12 p.m. regarding Specific Use Permit No. 02-04-SUP on Lot 1, Block 2, Heritage Towne Crossing, 1301 W. Glade Road, Suite 120, for a dry cleaning plant in TX-121 (Gateway District) zoning. Director of Planning and Development Mike Collins stated that 4 Angels, Inc., is the applicant and that the dry cleaning process would be done on-site. There being no proponents or opponents, Mayor Saleh closed the public hearing at 7:13 p.m. Council Member Hogg motioned to approve the first and final reading of Ordinance No. 1551 for Specific Use Permit No. 02-04-SUP on Lot 1, Block 2, Heritage Towne `�► Crossing, 1301 W. Glade Road, Suite 120, for a dry cleaning plant in TX-121 (Gateway District) zoning, with the following conditions: (1) SUP is valid for five years consistent with the initial lease period, and (2) tied to the current owner, 4 Angels, Inc. ITEM NO. 11 PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO. 02-05- SUP AND APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1552 Mayor Saleh opened the public hearing at 7:14 p.m. regarding Specific Use Permit No. 02-05-SUP on Lot 1, Block B, Heritage Towne Crossing, 1301 W. Glade Road, Suite 180, for a cigar store with lounge and alcohol sales to members only, in TX-121 (Gateway District) zoning. Director of Planning and Development Mike Collins stated that the applicants, Rob Worley and Mike Pasquale, are requesting a specific use permit to operate a members only lounge that would include limited alcohol sales (vintage wine and imported beers) to members as a part of the retail cigar store operation. The applicants currently operate a similar business, Town and Country Cigars, in North Richland Hills. The North Richland Hills Police Department was contacted and the facility had no record of any police calls for service. Mayor Saleh asked for any proponents. Alex Horton, 806 Little Creek Drive, spoke in favor of the business. There being no additional proponents or opponents, Mayor Saleh closed the public hearing at 7:17 p.m. Rob Worley and Mike Pasquale, owners, stated the lounge will be an area to smoke cigars and watch large screen TV. The membership fee will be approximately $30 to $35 a month and will be paid on a yearly basis. Identification will be required and no one under the age of 21 will be allowed. The hours of operation will be approximately from 10:00 a.m. to 6:00 or 8:00 p.m. They noted that there is sales tax on cigars. Council Member Edwards motioned to approve the first and final reading of Ordinance No. 1552 for Specific Use Permit No. 02-05-SUP on Lot 1, Block B, Heritage Towne Crossing, 1301 W. Glade Road, Suite 180, for a cigar store with lounge and alcohol sales to members only, in TX-121 (Gateway District) zoning, with the following conditions: (1) SUP tied to owners, Rob Worley and Michael Pasquale, and (2) valid for five years coinciding with five-year lease. Council Member Miller seconded the motion. ITEM NO. 12 APPROVAL OF SECOND AND FINAL READING OF ORDINANCE NO. 1536 Council Member Hogg motioned to approve the second and final reading of Ordinance No. 1536 amending Code of Ordinances Chapter 84 "Unified Development Code", Article V, "Off-Street Parking, Loading and Driveway Standards, Section 84-201(h)(8) "Required parking for one- and two-family dwellings". Council Member Massey seconded the motion. Ayes: Mayor Saleh, Council Members Hogg, Porterfield, and Massey Nays: Mayor Pro Tem Tyson, Council Members Edwards and Miller Mayor Saleh declared the motion carried. ITEM NO. 13 APPROVAL OF TEMPORARY USE PERMIT NO. 02-01-CC Council Member Miller motioned to approve Temporary Use Permit No. 02-01-CC for a Greek Food Festival proposed to be held on October 4, 5, and 6, 2002, at St. John the Baptist Greek Orthodox Church located at 303 Cullum Drive on Lot 6, Alexander-Cullum Addition. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 14 PUBLIC COMMENT Richard Girouard, 508 Huntington, Euless, Texas, thanked the city council for approving the increase in the senior citizen exemption on ad valorem property taxes. He also thanked Council Members Hogg, Edwards, and Porterfield for voting in favor of the tree ordinance. City Council Minutes Page 6 r f 7 September 10,2002 ITEM NO. 15 REPORTS CITY MANAGER City Manager Joe Hennig stated that he saw the Mayor of Watauga last week at the Mayor's Council who spoke very highly of JoAnn Rogers and Loretta Getchell, both having come to the City of Euless from the City of Watauga. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. STAFF REPORT Library Administrator JoAnn Rogers gave an update, noting that the library has a new Print Management System which will help with cost management of items citizens want to printed. Youth Services Librarian Elizabeth Fallin gave an update on the children's activities at the library, noting that 1,205 children participated in the reading club and 140 sixth through ninth graders helped out in the library this summer. CITY COUNCIL Council Member Miller congratulated JoAnn Rogers and Elizabeth Fallin on their report of activities at the library. He stated he attended a Colleyville Heritage High School football game where the school was recognized for receiving the National Blue Ribbon School of Excellence Award. The high school was rated sixth out of 100 area high schools and was also listed in Newsweek as one of the top 1,000 schools in the nation. He stated that for the first time, Colleyville Heritage High School will be playing a football game against Trinity High School on October 18. Council Member Porterfield congratulated Tammy Renteria for being selected employee of the month for September, and stated he is pleased with the quality of city employees. He thanked the library staff and noted that the Euless Library Foundation is having a fundraiser on November 16 for beautification projects benefiting the library. He urged everyone to attend. Council Member Massey thanked JoAnn Rogers and Elizabeth Fallin for their library update and congratulated Tammy Renteria. She stated that the HEB Teen Court Coordinator has challenged each city to come up with two events during the year where the teens can volunteer and asked for suggestions. Mayor Pro Tem Tyson congratulated Tammy Renteria and stated that city employees do a lot of good work. He stated that Tammy Money and Loretta Getchell did a great job working on the prescription plan which benefits the employees as well as the city. He noted that the precouncil meeting tonight was held at the Parks Maintenance Building which is a very nice facility. City Council Minutes Page 7 of 7 September 10,2002 Council Member Hogg noted that the Euless Municipal Court is putting on a program for �•- teens and parents to help deter crime. He stated that he and Mayor Saleh will be introducing the speakers for the program. Council Member Edwards congratulated Tammy Renteria, JoAnn Rogers and Elizabeth Fallin. Mayor Saleh congratulated Council Member Porterfield for being named director of the year at the HEB Chamber Gala. She stated that Andy Chesney's wrecker service was named business of the year, and Gary Green was given the Clyde Mooney Award. She stated that Mayor Pro Tem Tyson has served on the Regional Transportation Commission of the North Central Texas Council of Government for a couple of years and has had perfect attendance at all the meetings. She reminded everyone of the 9-II memorial services on Wednesday, September 11, at 7:30 a.m. at Pennington Field, all day in Sundance Square in Fort Worth, and also at area churches.
