MAY 27, 2003
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 4:15 p.m. on Tuesday, May 27, 2003, in the City Council Chambers, 201 N.
Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Carl
Tyson, Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield,
and Veva Lou Massey. Precouncil discussion was held on agenda items and other
scheduled items. Closed session was held to discuss Grace Community Church
litigation as authorized by Section 551.071 of the Texas Government Code. The
Council recessed for dinner at 6:20 p.m.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:02 p.m.
for the consideration of scheduled items.

INVOCATION
�... Council Member Glenn Porterfield gave the invocation.
PLEDGE OF ALLEGIANCE
Mayor Pro Tern Tyson led the Pledge of Allegiance.
ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE
Director of Public Works Ron Young introduced Public Works Field Tech III Robert
Serrato, his wife, Martina, and two sons. Mayor Saleh presented Robert with a plaque
for being selected employee of the month for June.
ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS
Fleet and Facility Administrator Kyle McAdams introduced Facility Tech Ill William
Shafer, and Council Member Massey presented William with a 5-year service pin.
Director of Public Works Ron Young introduced Animal Control Supervisor Larry James
and his wife, Amy, and Mayor Pro Tem Tyson presented Larry with a 20-year service
pin. Director of Parks and Community Services Ray McDonald introduced Johnnie
Green and his wife, Elaine, and Council Member Hogg presented Johnnie with a 20-
year service pin. Mayor Saleh stated that Firefighter/Drive/Paramedic Michael Parks
was unable to attend the meeting to receive his 15-year service pin.
ITEM NO. 3 PRESENTATION OF PROCLAMATION
Mayor Saleh presented a proclamation to Jimmy and Helen Payton for being selected
as Volunteers of the Year for the City of Euless.
ITEM NO. 4 PRESENTATION TO POLICE AND FIRE DEPARTMENTS FROM
HOME DEPOT
Home Depot representatives Liz Allen and Kerry Nobles presented plaques of
appreciation to the Police and Fire departments for their participation in the October Fire
Safety Awareness Month and Kid's Workshop activities. Assistant Police Chief Bob
Freeman, Neighborhood Police Officer James Gordon, and Reserve Police Officer
Clyde Cullum received the plaque presented to the Police Department. Fire Division
Chief Jeff Morris received the plaque presented to the Fire Department.
CONSENT AGENDA
Council Member Miller motioned to approve Consent Agenda Items 5 and 6.
Council Member Edwards seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller,
Porterfield, and Massey

Mayor Saleh declared the motion carried.
ITEM NO. 5 AWARD OF BID NO. 016-03
Awarded Bid No. 016-03 to Chandler's Automotive Parts Warehouse, Fort Worth,
Texas, for automotive replacement parts, in an estimated expenditure of $80,000. This
bid award replaces Johnson Industries, Dallas, Texas, who was awarded this bid in
April, 2003. They have since notified the city that they are unable to deliver as bid.
ITEM NO. 6 APPROVAL OF CITY COUNCIL MINUTES
Approval of the minutes of the Regular City Council Meeting of May 13, 2003.
REGULAR AGENDA
ITEM NO. 7 AUTHORIZED THE MAYOR TO EXECUTE A RIGHT-OF-WAY
EASEMENT
Council Member Edwards motioned to authorize the mayor to execute a right-of-way
easement with Oncor Electric Delivery Company, 1601 Bryan Street, Dallas, Texas, for
overhead and/or underground electric supply and communication lines across the
southwest corner of Texas Star Parkway and State Highway 10.
Council Member Porterfield seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller,
Porterfield, and Massey
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 8 PUBLIC COMMENTS
Dickey Apartments Manager Caron Cortez Griffith and Tracy Provorst spoke in
opposition to the proposed demolition of the Dickey Apartments. Jeremy Butcher, Lori
Butcher, Delia Sim, and Jack Griffith submitted written comments opposing the
demolition.
City Attorney Paul Wieneskie stated that council members were unable to respond to
the citizen comments because the discussion was not listed as an item on the agenda.
Deputy City Manager Gary McKamie offered to meet with the citizens after the meeting
to answer their questions.

Deputy City Manager Gary McKamie had nothing to report.
CITY ATTORNEY
City Attorney Paul Wieneskie had nothing to report.
STAFF REPORT
There was no staff report.
CITY COUNCIL
Mayor Pro Tern Tyson congratulated Jimmy and Helen Payton for their service. He also
congratulated Robert Serrato for being selected employee of the month, and Johnnie
Green, Larry James, and William Shafer on their years of service.
Council Member Hogg also congratulated Jimmy and Helen Payton, Robert Serrato,
Johnnie Green, Larry James, and William Shafer.
Council Member Edward congratulated Jimmy and Helen Payton, Robert Serrato,
Johnnie Green, Larry James, and William Shafer. He thanked the Police and Fire
departments for their work in the community.
Council Member Miller also congratulated Jimmy and Helen Payton, Robert Serrato,
Johnnie Green, Larry James, William Shafer, and the Police and Fire departments.
Council Member Porterfield congratulated Jimmy and Helen Payton, Robert Serrato,
Johnnie Green, Larry James, William Shafer, and the Police and Fire departments. He
stated that the employees make Euless unique.
Council Member Massey congratulated Jimmy and Helen Payton, Robert Serrato,
Johnnie Green, Larry James, William Shafer, and the Police and Fire departments. She
also congratulated JoAnn Rogers and the library staff on the great summer book
publication and the innovative programs they have for children. She encouraged
everyone to eat at Chick-Fil-A the evening of June 3, because Chick-Fil-A is donating
20% of the receipts to the HEB Teen Court.
Mayor Saleh stated the employees do a great service. She noted that Arbor Daze was
the third biggest event in Tarrant County with many employees volunteering their time at
Arbor Daze. She stated that Jimmy and Helen Payton were honored at a United Way
dinner as the Euless Volunteers of the Year. Mayor Saleh also noted that Vicki Baum
received United Way's highest honor, the Hercules Award. Mayor Saleh also attended
�-- a luncheon where Jan Hennig's business was honored.
