HomeMy WebLinkAbout2003-08-12 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL AUGUST 12, 2003 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:15 p.m. on Tuesday, August 12, 2003, in the City Council Chambers, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Carl Tyson, Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield, and Veva Lou Massey. Precouncil discussion was held on agenda items and other scheduled items. Closed session was held to discuss pending litigation on Grace Community Church and the Dickey Apartments as authorized by Section 551.071 of the Texas Government Code. The Council recessed for dinner at 6:30 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. PLEDGE OF ALLEGIANCE Council Member Hogg led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR AUGUST Police Chief Leonard Carmack introduced Police Dispatcher Sheli Hartley, her husband, Jay, and daughter, Kayla. Council Member Massey presented Sheli with a plaque for being selected employee of the month for August. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Leonard Carmack introduced Police Officer Stephen Barlag, his wife, Karen, and Police Lieutenant Steve Kockos. Council Member Porterfield presented Stephen Barlag with a 5-year service pin, and Council Member Miller presented Steve Kockos with a 20-year service pin. Texas Star General Manager Glenda Hartsell-Shelton introduced Texas Star Conference Center Coordinator Pat Southerland and Council Member Edwards presented Pat with a 5-year service pin. Fire Chief Lee Koontz introduced Battalion Chief Darrell Rutledge and Council Member Hogg presented Darrell with a 20-year service pin. Mayor Saleh noted that police officers Deana Ramsour and Kim Althouse, and Firefighter/Paramedic Richard Whitten were unable to attend the meeting to receive their service pins. ITEM NO. 3 PRESENTATION OF CERTIFICATE Mayor Pro Tem Tyson presented a Certificate of Appreciation from the Columbia Accident Investigation Board to GIS Manager David Allen for his work on the shuttle recovery effort. ITEM NO. 4 PRESENTATION OF ARBOR DAZE AWARDS Director of Parks and Recreation Ray McDonald stated that Arbor Daze was entered in the Texas Festivals & Events Association (TFEA) Marketing Awards competition and the City of Euless received four awards in the category of festivals over $500,000. Mayor Saleh presented the "Best New Event" award to Recreation Program Specialist Mindy Herring and Recreation Center Supervisor Randy Smith for the Arbor Dazzling Kidz Zone; the "Best Event Poster" and "Best Festival Brochure" awards to Graphics Artist Jeff Towne; and the "Best Environmental Program" award to Horticulture Foreman Jimmy Beck for the Arbor Daze Tree Giveaway. City Council Minutes Page 3 of August 12,2003 ITEM NO. 5 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1598 Council Member Porterfield motioned to approve the first and final reading of Ordinance No. 1598 denying TXU Gas Company's request to change rates in the City of Euless, as a part of the company's statewide gas utility system, and providing a requirement for a prompt reimbursement of costs incurred by the city. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 PUBLIC HEARING AND APPROVAL OF FIRST READING OF ORDINANCE NO. 1599 Mayor Saleh opened the public hearing at 7:35 p.m. regarding extending the franchise of Oncor Electric Delivery Company for six months from its current expiration date of October 30, 2003, to April 30, 2004. There being no proponents or opponents, Mayor Saleh closed the public hearing at 7:36 p.m. Council Member Miller motioned to approve the first and final reading of Ordinance No. 1599 extending the franchise of Oncor Electric Delivery Company for six months from its current expiration date of October 30, 2003, to April 30, 2004. Council Member Edwards seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 7 PUBLIC HEARING AND APPROVAL OF PROPOSED CRIME CONTROL AND PREVENTION DISTRICT BUDGET FOR FISCAL YEAR 2004 Mayor Saleh opened the public hearing at 7:39 p.m. regarding the proposed Crime Control and Prevention District Budget for Fiscal Year 2004. City Council Minutes Page 4 of 6 August 12,2003 Director of Fiscal and Administrative Services Loretta Getchell presented the Crime Control and Prevention District Budget, stating that the 2004 budget remains a level budget. She stated that the beginning fund balance is expected to be $434,176, with total revenue projected at $1,127,309. The majority of the budget will be used to pay the salary of 13 officers and the assistant police chief. Prior year reserves capital is proposed for GPRS wireless modems, a part-time public service officer, ballistic vests, radio console upgrade, and a crime scene vehicle, in the total amount of $143,208, with an estimated ending fund balance of $294,582. There being no proponents or opponents, Mayor Saleh closed the public hearing at 7:40 p.m. Mayor Pro Tem Tyson motioned to approve the proposed Crime Control and Prevention District Budget for Fiscal Year 2004. Council Member Porterfield seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. '"" ITEM NO. 8 SET PUBLIC HEARING FOR PROPOSED FISCAL YEAR 2004 BUDGET Council Member Porterfield motioned to set a public hearing for the proposed Fiscal Year 2004 Budget on August 26, 2003, to allow citizens the opportunity to express their opinions concerning items of expenditure, giving their reasons for wishing to increase or decrease any items of expense. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9 RECEIVED VERIFICATION OF MAXIMUM IMPACT FEES AND AUTHORIZE MAYOR TO CERTIFY COMPLIANCE TO THE ATTORNEY GENERAL Council Member Hogg motioned to receive verification of maximum impact fees for `�- water and sanitary sewer and authorize the Mayor to certify compliance to the Attorney General. ITEM NO. 10 APPROVAL OF CITY COUNCIL MINUTES Council Member Porterfield motioned to approve the minutes of the Regular City Council Meeting of June 24, 2003. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 11 PUBLIC COMMENTS Betsy Harris, 1601 Sagebrush Trail addressed the council regarding a neighbor's dog coming over the fence into her yard. City Attorney McFarland met with her after the meeting to explain the process of filing a complaint through municipal court. ITEM NO. 12 REPORTS CITY MANAGER City Manager Joe Hennig had nothing to report. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. STAFF REPORT There was no staff report. CITY COUNCIL Mayor Pro Tern Tyson congratulated Sheli Hartley for being selected employee of the month, noting that she has only worked for the city one year. He also congratulated Stephen Barlag, Pat Southerland, Steve Kockos, and Darrell Rutledge on receiving their City Council Minutes Page 6 of 6 August 12,2003 service pins, noting that they had a total of 50 years of service. He congratulated David Allen, and stated that he spent a week in East Texas helping with the recovery of shuttle parts after the Columbia Shuttle accident on February 1, 2003. He also congratulated Mindy Herring, Randy Smith, Jeff Towne, and Jimmy Beck on the awards they received from the Texas Festival and Events Association, expressing enthusiasm for Euless employees. Council Member Hogg also congratulated Sheli Hartley, Stephen Barlag, Pat Southerland, Steve Kockos, Darrell Rutledge, David Allen, Mindy Herring, Randy Smith, Jeff Towne, and Jimmy Beck, stating that city employees continue to do a good job. Council Member Edwards stated the awards from the Texas Festival and Events Association speaks well for our parks and recreation employees. Council Member Miller also congratulated the employees who received awards. He stated that staff and the city council did a very good job on the budget and that staff did a great job in managing the expenses last year. Council Member Porterfield also congratulated the employees stating that one of the most pleasant activities of the council is recognizing the employees. He stated the employees are a reflection of team work, and he is proud to be in Euless. Council Member Massey stated that the fact there are so many long-term employees speaks well for management. She also gave an update on the HEB Teen Court. Mayor Saleh thanked Loretta Getchell, Vicki Rodriquez, Betty Thomas, and all the staff that worked on the budget. She also expressed appreciation for the accommodations planned for the retreat.
