HomeMy WebLinkAbout2004-04-27 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL APRIL 27, 2004 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, April 27, 2004, in the pre-council room of City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Carl Tyson, Council Members Leon Hogg, Bob Edwards, Charlie Miller, Glenn Porterfield, and Veva Lou Massey. Precouncil discussion included a financial report from Finance Administrator Vickie Rodriquez for the month of March; a discussion led by Director of Parks and Community Services Ray McDonald on the summer musical program; a review by Director of Public Works Ron Young on the design and reconstruction project for Glade Road; a discussion of the Pipeline Road project including the options of locating it entirely in Euless and the question of gas line replacement; a report from Director of Public Works Ron Young on a sewer problem in the Morrisdale subdivision; and a review of agenda items including the price of steel as it relates to the proposed fire station on South Main Street. Closed session was held to discuss pending litigation of Dickey Apartments as authorized by Section 551.071 and economic development negotiations as authorized by Section 551.087 of the Texas Government Code. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:12 p.m. for the consideration of scheduled items. INVOCATION Pastor Gary Scarlett, First Church of the Nazarene, gave the invocation. PLEDGE OF ALLEGIANCE Councilman Leon Hogg led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR MAY Director of Parks and Community Services Ray McDonald introduced Parks Ground Maintenance Foreman John Ledbetter, his sons, J. W. and Andrew, and his daughter, Kristen. Mayor Saleh presented John with a plaque for being selected employee of the month for May. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS City Manager Joe Hennig introduced Executive Secretary Linda Turbeville, and City Secretary Susan Crim introduced Deputy City Secretary Becky Null. Mayor Saleh presented a 5-year service pin to Linda Turbeville and a 30-year service pin to Becky Null. ITEM NO. 3 PRESENTATION OF PROCLAMATION Fire Chief Lee Koontz introduced retired Fire Captain Ronnie McClendon, his wife, Susie, and daughter, Johanna. Mayor Saleh presented a proclamation to Ronnie for 28 1/2 years of Service with the City of Euless. ITEM NO. 4 POSTPONED AUTHORIZING CITY MANAGER TO SEEK BIDS FOR CONSTRUCTION OF FIRE STATION NO. 3 Council Member Edwards motioned to postpone authorizing the city manager to seek bids for construction of Fire Station No. 3 due to increasing price of steel. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Tyson, Council Members Edwards, Miller, and Porterfield Nays: Council Members Hogg and Massey City Council Minutes Page 3 of 6 April 27,2004 Mayor Saleh declared the motion carried. Council Members Edward and Miller both commented that the reason for the postponement is the uncertainty of steel prices at this time. Council Member Miller asked if the steel can be bid separately. City Manager Joe Hennig stated that staff will check on the possibility of bidding steel separately. Council Member Porterfield stated the concern about steel prices is due to the building being primarily constructed of steel. ITEM NO. 5 DENIAL OF RESOLUTION NO. 04-1171 Mayor Saleh stated that she and one council member will be out of town at the International Council of Shopping Centers Conference during the second council meeting in May. She stated that rescheduling of the meeting is being considered should another member become sick or called out of town. Also, the oaths of office for Places One and Three will be on that agenda. Council Member Miller motioned to deny Resolution No. 04-1171 rescheduling a regular City Council Meeting from Tuesday, May 25, 2004, to Thursday, May 27, 2004. Council Member Edwards seconded the motion. Ayes: Mayor Pro Tern Tyson, Council Members Edwards, Miller, and Massey Nays: Mayor Saleh, Council Members Hogg and Porterfield Mayor Saleh declared the motion carried. ITEM NO. 6 APPROVAL OF RESOLUTION NO. 04-1172 Council Member Hogg motioned to approve Resolution No. 04-1172 appointing the following named persons as election judges, alternate judges, and early voting ballot board judge for the joint election of Euless City Council Members Pace One and Place Three, and HEBISD Board of Trustee Members, Place Three, Place Four, and Place Five on Saturday, May 15, 2004: Euless Public Library: Election Judge Barbara Girouard Alternate Richard Girouard Bear Creek Elementary School: Election Judge Timothy Mitchell Alternate Judge Linda Wythe '�- Early Voting Ballot Board: Election Judge Martha Burleson City Council Minutes Page 4 of 6 April 27,2004 Council Member Edwards seconded the motion. ITEM NO. 7 APPROVAL OF CITY COUNCIL MINUTES Council Member Edwards motioned to approve the minutes of the Regular City Council Meeting of April 13, 2004. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1640 Council Member Hogg motioned to approve the first and final reading of Ordinance No. 1640 extending certain traffic rules to all streets in The Landing at Eden Lake subdivision. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Tyson, Council Members Hogg, Edwards, Miller, Porterfield, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9 ACCEPTED RESIGNATION OF A MEMBER OF THE PARKS AND LEISURE SERVICES BOARD AND APPOINTED REPLACEMENT TO PLACE NO. 4 TO FILL AN UNEXPIRED TERM TO EXPIRE 12/31/04 Council Member Miller accepted the resignation of Carl Miller, Place 4, of the Parks and Leisure Services Board and appointed Carroll Scott from Alternate #1 to Place 4, Parks and Leisure Services Board, to fill an unexpired term, which will expire December 31, 2004. `�- Council Member Edwards seconded the motion. ITEM NO. 10 PUBLIC COMMENTS Tish Puckett, 4103 Pebble Creek Drive, Euless, Texas, addressed the council regarding sewer line replacement needed and the recent sewer back-up problem she had in her home. Mike Utzman, 811 Rock Creek Drive, Euless, Texas, addressed the council regarding Blessing Creek drainage. ITEM NO. 11 REPORTS CITY MANAGER City Manager Joe Hennig had nothing to report. CITY ATTORNEY `, City Attorney Bob McFarland stated that the Texas Legislature is back in session and there are several issues being considered that will affect cities. STAFF REPORT Library Administrator JoAnn Rogers introduced Librarian Chris Dennis who demonstrated how to use the library services from a computer. CITY COUNCIL Mayor Saleh stated that the council and school board election will be held on Saturday, May 15. She stated the candidates for Place One are Carl Tyson and Greg Black, and Place Three are Bob Edwards, Linda Martin, and Mike Utzman. Mayor Pro Tern Tyson stated the city would not be what it is without the employees. He congratulated Linda Turbeville and Becky Null for their service and John Ledbetter for being selected employee of the month. He stated the library employees are doing great work and thanked Loretta Getchell for staying on top of the financial issues, including the health insurance program. Council Member Hogg congratulated the employees for doing a tremendous job. Council Member Edwards congratulated Linda Turbeville, Becky Null, and John Ledbetter. �`' He stated that the library keeps coming up with new ideas. City Council Minutes Page 6 of 6 April 27,2004 Council Member Miller congratulated Linda Turbeville, Becky Null, John Ledbetter, and Ronnie McClendon. He stated he can attest to what John Ledbetter does on the park fields. He stated that Arbor Daze weekend was tough, but that employees handled it well. He congratulated Carroll Scott on being appointed to the Parks and Leisure Services Board and thanked JoAnn Rogers for the library report. Council Member Porterfield congratulated Linda Turbeville, Becky Null, John Ledbetter, and Ronnie McClendon. He stated he is proud of the library staff. He stated he visited Austin and attended the opening session of the Joint Select Committee on Public School Finance considering the governor's proposal. He stated the governor is also suggesting that cities do not impose taxes properly and that the governor wants to take away cities' authority. Council Member Massey thanked Becky Null and Linda Turbeville for their support to the city council. She thanked John Ledbetter and Ronnie McClendon, and congratulated Carroll Scott. She attended the open house for Auto Missions, which helps teens doing community service from teen court learn auto repair and turn their lives around. She reminded the audience of early voting. Mayor Saleh stated she is proud of the employees and noted that Arbor Daze would not happen without the volunteers, and that even though the event was rained out, the employees and volunteers worked throughout the weekend assisting vendors and cleaning up the area. `..
