JUNE 8, 2004
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 4:05 p.m. on Tuesday, June 8, 2004, in the precouncil room of City Hall, 201 N.
Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Carl
Tyson, Council Members Leon Hogg, Charlie Miller, Glenn Porterfield, Veva Lou
Massey, and Council Member Elect Linda Martin. Precouncil discussion included a
report from Director of Parks and Community Services Ray McDonald on the Preserve
at McCormick Park and the proposed aquatic playground; a report from City Engineer
Robert Barker on the flood mitigation plan; an update on the status of plans for the fire
station to be build on South Main Street; a discussion of the proposed changes to the
city's fire and building codes; a report from City Manager Joe Hennig on the interlocal
agreement with the City of Grapevine for the reconstruction of Glade Road; and a
review of agenda items. Closed session was not held.

ITEM NO. 1 ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF
CERTIFICATES OF ELECTION
City Attorney Bob McFarland administered the Oath of Office to Carl Tyson, Place 1,
and Linda Martin, Place 3. Mayor Saleh presented each with a Certificate of Election.
ITEM NO. 2 PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE
Assistant Fire Chief Robert Isbell introduced Fire Lieutenant/Paramedic Jerry Sutton
and Mayor Saleh presented him with a plaque for being selected employee of the month
for June.
ITEM NO. 3 PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Leonard Carmack introduced Police Property Room/Quartermaster Kevin
Daniel and his wife, Robin, and Assistant Fire Chief Robert Isbell introduced Fire
Lieutenant/Paramedic Jerry Sutton. Mayor Saleh presented a 10-year service pin to
Kevin Daniel and a 20-year service pin to Jerry Sutton.
ITEM NO. 4 PRESENTATION OF TREE CITY USA FLAG AND AWARD
Courtney Blevins, with the Texas Forest Service, presented Mayor Saleh with the Tree
City USA Flag and award.

Council Member Hogg motioned to elect Council Member Porterfield as Mayor Pro
Tem.
Council Member Martin seconded the motion.

ITEM NO. 6 APPROVAL OF RESOLUTION NO. 04-1177
Approved Resolution No. 04-1177 authorizing the execution of a 16' utility easement for
the rehabilitation, operation, and maintenance of existing City of Fort Worth water line
located on Lot 1, Block B, Texas Star Addition.
ITEM NO. 7 APPROVAL OF RESOLUTION NO. 04-1178
Approved Resolution No. 04-1178 authorizing the filing of a project application with the
North Central Texas Council of Governments (NCTCOG) for a multi-family recycling
education program grant.
ITEM NO. 8 APPROVAL OF RESOLUTION NO. 04-1179
Approved Resolution No. 04-1179 authorizing the filing of a project application with the
North Central Texas Council of Governments (NCTCOG) for a composting education
program grant.

Approved Resolution No. 04-1180 authorizing the filing of a project application with the
North Central Texas Council of Governments (NCTCOG) for a curbside recycling
education program grant.

ITEM NO. 11 AUTHORIZE CITY MANAGER TO SEEK BIDS FOR CONSTRUCTION
OF AN AQUATIC PLAYGROUND AT SOUTH EULESS PARK
Authorized the city manager to seek bids for construction of an aquatic playground at
South Euless Park with funding of$125,000 approved in September, 2003.
ITEM NO. 13 APPROVAL OF CITY COUNCIL MINUTES
Approved the minutes of the Regular City Council Meeting of May 11, 2004, and the
Special Called Meeting of May 24, 2004.
REGULAR AGENDA
ITEM NO. 12 AUTHORIZE CITY MANAGER TO AMEND AN ENGINEERING
DESIGN CONTRACT WITH ELLIOTT & HUGHES FOR THE DESIGN
OF A WASTEWATER MAIN REPLACEMENT
Mayor Pro Tern Porterfield motioned to authorize the city manager to execute an
amendment to the current engineering design contract with Elliott and Hughes, Inc., for
the design of a wastewater main replacement that serves residences along a portion of
Woodridge Circle and Pebble Creek Drive in the Morrisdale Subdivision, in the amount
of$10,802.
Council Member Hogg seconded the motion.
Council Member Miller asked what amount was budgeted for the project and noted that
the design fee is about $10,000, and normally design fees are about 6% of the project.
City Engineer Robert Barker stated that the amount budgeted is $80-90,000. He noted
that on smaller construction contracts, the architect fee is a larger percentage.
Council Member Miller requested to have the amount of design fees on three or four
similar projects.
Council Member Tyson asked if Mr. Barker could provide the information prior to the
end of the meeting.
Mr. Barker replied that he thought he could get it.
Council Member Tyson requested to postpone the vote until the end of the meeting.
Mayor Pro Tern Porterfield and Council Member Hogg agreed.

ITEM NO. 14 CONSIDER APPOINTMENTS TO BOARDS AND COMMISSIONS
Council Member Miller motioned to accept the resignation of Michael Cornell and
appoint Robert McMillon to Place 4 of the Zoning Board of Adjustments from Alternate
#1 for a term to expire December 31, 2004.
Council Member Massey seconded the motion.
Council Member Massey motioned to accept the resignation of Michael Cornell and
appoint Akbar Khuwaja to Place 1, HEB Teen Court Advisory Board from Alternate #1
for a term to expire December 31, 2004.
Council Member Tyson seconded the motion.
Council Member Tyson motioned to appoint Council Member Charlie Miller to the
Euless Development Corporation to replace former Council Member Bob Edwards for a
term to expire December 31, 2005.
Council Member Massey seconded the motion.

ITEM NO. 15 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.
1643
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1643 for the vacation and abandonment of a 10' utility easement located in The Landing
at Eden Lake, Tract 2, George Linney Survey, A-939.
Council Member Massey seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Porterfield, Council Members Tyson, Hogg, Martin,
Miller, and Massey

ITEM NO. 16 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.
1646
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1646 amending the Code of Ordinances, Chapter 10 "Animals", Section 10-104
"Restrictions on size and locations of area for keeping livestock", in order to remove a

discrepancy between this section and Chapter 84, "Unified Development Code", Section
'�- 84-85, "Special conditions by use type (g) Crops/livestock", that establishes a 1/2 acre
minimum of enclosed area per animal.
Council Member Miller seconded the motion.

ITEM NO. 17 ACCEPTANCE OF CAPITAL IMPROVMENTS ADVISORY
COMMITTEE SEMI-ANNUAL REPORT
The council accepted the Capital Improvements Advisory Committee Semi-Annual
Report for the period of October 1, 2003, through March 31, 2004.
ITEM NO. 18 RECEIVE THE FISCAL YEAR 2004-2005 EULESS CRIME CONTROL
AND PREVENTION DISTRICT BUDGET
The council received the Euless Crime Control and Prevention District Budget for Fiscal
Year 2004-2005. Director of Fiscal and Administrative Services Loretta Getchell
outlined that the proposed Euless Crime Control District Budget for FY 2004-05 should
have a beginning fund balance of $391,313. Total projected revenue is $1,172,500,
with total projected expenditures of$1,158,140. Proposed use of prior year reserves for
capital items include part-time public service officers, ballistic vests and shields, rifles for
command vehicles, directional sensing radars, and a prism shoot simulator, leaving an
estimated ending fund balance of$274,049. She stated the council is scheduled to hold
a public hearing on the budget in August and consider approval at that time.
ITEM NO. 19 PUBLIC COMMENTS
Mark Lowery, 609 Faun Drive, addressed the council regarding problems in the
Oakwood Terrace Subdivision.
ITEM NO. 20 REPORTS
STAFF REPORT
Director of Parks and Community Services Ray McDonald and Recreation Manager
Suzanne Hendrickson introduced four elementary students from Lakewood Elementary
and North Euless Elementary who spoke regarding their participation in the Kids Design
Council for the design and amenities for the Preserve at McCormick Park.
Gloria Chattelan, HEB ISD Science Coordinator, praised the preserve.

Ray and Suzanne presented a certificate to each of the participating students in
attendance at the council meeting.
CITY MANAGER
City Manager Joe Hennig had nothing to report.
CITY ATTORNEY
City Attorney Bob McFarland had nothing to report.
CITY COUNCIL
Council Member Massey congratulated Linda Martin and Carl Tyson on their recent
election to the city council and Glenn Porterfield on being elected Mayor Pro Tern. She
also congratulated Fire Lt. Jerry Sutton for his 20 years with the city and being selected
employee of the month, and Property Room/Quarter Master Kevin Daniel for his 10
years with the city. She reported that she attended the recent Fire Department Badge
Pinning ceremony and she commended Police Corporal James Gordon for the great job
he did in teaching a recent CPR class.
Mayor Pro Tern Porterfield thanked the council for electing him mayor pro tern and
noted that Mayor Saleh and Council Members Miller, Tyson, and Hogg have all
previously served as mayor pro tern. He said he was honored to hold that position and
would do his best to do a good job. He congratulated Council Members Martin and
Tyson on their recent election. He also stated that Jerry Sutton and Kevin Daniel are an
example of the type of employees Euless has and that he is very proud of them. He
noted that our country lost a great American, former President Ronald Reagan, and he
was reminded that President Reagan always said, "Things will be better tomorrow than
they are today", and he is sure that is also true for the City of Euless.
Council Member Miller congratulated Council Members Martin and Tyson and Mayor
Pro Tern Porterfield. He stated that Council Member Tyson has done a good job in the
past and he was sure Council Member Martin would do a good job as well. He stated
that Bob Edwards did a good job as a council member. He told Greg Black to keep
trying for a place on the council, and that he knew he would do a good job also. He also
congratulated Jerry Sutton and Kevin Daniel. He commended the parks department
and the school district for working together and congratulated the students involved in
the Preserve at McCormick Park.
Council Member Martin thanked everyone for their support and said she looked forward
to learning from the other council members and working with them. She congratulated
Glenn Porterfield on being elected Mayor Pro Tern. She complimented Kevin Daniel on
his skill in organizing the Police Department property room and congratulated Jerry
Sutton on being selected employee of the month. She expressed appreciation to the
students who worked on the Preserve at McCormick Park.

Council Member Hogg thanked the employees who were honored, and congratulated
Council Members Martin and Tyson and Mayor Pro Tern Porterfield. He thanked the
students for their participation in the Preserve at McCormick Park project and stated the
council will look at doing a plaque for the park.
Council Member Tyson welcomed Council Member Martin and congratulated Mayor Pro
Tern Porterfield. He thanked Bob Edwards for his work on the council. He thanked the
students who worked on the Preserve at McCormick Park and congratulated Jerry
Sutton and Kevin Daniel on the work they have done for the City. He thanked Greg
Black for running a clean campaign. He stated that the State Comptroller's Office has
recognized Euless for its efforts of energy conservation, and he thanked Kyle McAdams
for those efforts.
Mayor Saleh expressed appreciation for the employees honored this evening and
congratulated Council Members Martin and Tyson and Mayor Pro Tern Porterfield, as
well as the others who ran in the election. She stated the council will miss Bob
Edwards, and welcomed Council Member Martin. She thanked the students who gave
presentations on their work in the Preserve at McCormick Park. She stated that the
North Central Texas Council of Governments (NCTCOG) awarded Euless the Regional
Cooperation Award for the third time and that Euless is the only City to have received
the award three times. She stated the Citizens Police Academy graduated its 19th class
and the Euless Fire Department held its first promotion ceremony recently.
ITEM NO. 12 CONTINUATION
City Engineer Robert Barker stated that the project being considered was originally
planned for a future year but is now being combined with the current year because of
problems being experienced in the neighborhood. The project was originally budgeted
at $110,000, however David Hughes did an updated cost estimate of $83,460. He
stated that the $10,802 design fee includes a base fee of $5,110, in addition to $3,801
for surveying of pools and landscaping in the area, $1,662 for construction phase
services, and $230 for reimbursable expenses.

Council Member Miller stated he still wanted the amount of design fees on several
similar projects.
