HomeMy WebLinkAbout2004-09-28 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL SEPTEMBER 28, 2004 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:05 p.m. on Tuesday, September 28, 2004, in the precouncil room of City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Glenn Porterfield, Council Members Carl Tyson, Leon Hogg, Linda Martin, Charlie Miller, and Veva Lou Massey. Precouncil discussion included a report by HEB Chamber President Mary Frazior on the HEB Economic Development Foundation and various chamber activities; a report by Director of Economic Development Bill Ridgway on possible recycling experimental programs; a development/code update by Director of Planning and Development Mike Collins; a financial report by Finance Administrator Vicki Rodriquez and Community Services Finance Manager Gary Yakesch; a report on purchasing procedures by Purchasing Manager Gary Gerland; and a review of agenda items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:04 p.m. for the consideration of scheduled items. INVOCATION Pastor Scott Fischer, Metroplex Chapel, gave the invocation. PLEDGE OF ALLEGIANCE Cub Scout Pack#253 led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER Fire Chief Lee Koontz and Division Chief/Fire Marshal Paul Smith introduced Fire Inspector Charles Anderson and his wife, Candy, and daughter, Stacie. Mayor Saleh presented Charles Anderson with a plaque for being selected employee of the month for October. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS Texas Star General Manager Glenda Hartsell-Shelton introduced Texas Star Head Chef John Aritua, and City Manager Joe Hennig introduced Director of Public Works Ron Young. Mayor Saleh presented a 5-year service pin to each. REGULAR AGENDA ITEM NO. 3 AWARD OF BID NO. 029-04 Council Member Miller motioned to award Bid No. 029-04 to Workforce 2000, 1903 Central Drive, Suite 200, Bedford, Texas, 76021, for a two-year agreement for employee leasing at Texas Star Golf Course, Conference Centre and Raven's Grille, for the total base leasing rate of 22.15%, in the estimated expenditure of $172,465 for approximately 23 employees. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Porterfield, Council Members Tyson, Hogg, Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. City Council Minutes Page 3 of 6 September 28, 2004 ITEM NO. 4 AWARD OF BID NO. 030-04 Council Member Martin motioned to award Bid No. 030-04 to Whitmore and Sons, Inc., Euless, Texas, for the installation of irrigation and landscape improvements on Euless North Main Street, in the estimated expenditure of $83,275. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Porterfield, Council Members Tyson, Hogg, Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. Council Member Miller noted that Whitmore and Sons is a Euless contractor and that they gave the city good pricing because they wanted to be a part of this project in the City of Euless. ITEM NO. 5 PUBLIC HEARING AND APPROVAL OF SECOND AND FINAL READING OF ORDINANCE NO. 1658 Mayor Saleh opened the public hearing at 7:27 p.m. regarding the second and final reading of Ordinance No. 1658, granting the right, privilege, and franchise to TXU 'taw Electric Delivery Company to use the public rights-of-way for delivery of electric power. Director of Economic Development Bill Ridgway noted the agreement is for 15 years. There being no proponents or opponents, Mayor Saleh closed the public hearing at 7:28 p.m. Council Member Hogg motioned to approve the second and final reading of Ordinance No. 1658, granting the right, privilege, and franchise to TXU Electric Delivery Company to use the public rights-of-way for delivery of electric power. Council Member Massey seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Porterfield, Council Members Tyson, Hogg, Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 APPROVAL OF SITE PLAN NO. 04-05-SP Council Member Miller motioned to approve Site Plan No. 04-05-SP for Acme Brick, Inc., on Lot 1, Block A, Furr's Cafeteria Addition, 801 West Airport Freeway. Council Member Martin seconded the motion. City Council Minutes Page 4 of 6 September 28, 2004 ``- Council Member Miller stated that Acme Brick is investing about $1 million to open a regional sales office in Euless. Director of Planning and Development Mike Collins stated that Acme Brick is planning an office/showroom that will serve as its regional sales, marketing, and national training headquarters. They are renovating the 11,320 sq. ft. former Furr's Cafeteria. An additional 426 sq. ft. will be added to the east side to create administrative office space and a training facility. A new 5,369 sq. ft. indoor showroom will be constructed to the north of the newly renovated structure. Adjoining the office area with the showroom will be a vestibule constructed on the west side, featuring a 41 ft. tall tower and an atrium area on the east side. Stan McCarthy, General Sales Manager for Acme Brick, stated they are spending well over $1 million to consolidate their Dallas and Fort Worth operations, which include credit, customer service, and sales representatives for the Metroplex. They are planning to be finished with construction by the first of February, 2005. Now ITEM NO. 7 APPROVAL OF CITY COUNCIL MINUTES Mayor Pro Tem Porterfield motioned to approve the minutes of the Regular City Council Meeting of September 14, 2004. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Porterfield, Council Members Tyson, Hogg, Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 PUBLIC COMMENTS Steve Symonds, 705 Glade Road, addressed the council regarding the improvements he has made to his property. He stated he has come into compliance with code requirements and asked that the citations be dismissed in the city's municipal court. City Council Minutes Page 5 of 6 September 28, 2004 ITEM NO. 9 REPORTS STAFF REPORT Library Administrator JoAnn Rogers gave a presentation regarding the Answer Zone, a Virtual Reference Service that is accessed online at www.answerzone.org. CITY MANAGER City Manager Joe Hennig stated that the city has great leadership and staff in the library. CITY ATTORNEY City Attorney Bob McFarland explained that neither the council nor city manager had authority over cases going before the municipal judge. He stated that the judge is the only one with the authority. CITY COUNCIL Council Member Tyson congratulated Charles Anderson for being selected employee of the month, and noted that he served with Ron Young on the Planning and Zoning Commission and is glad he is now a city employee. He stated that John Aritua takes 'tow care of him when he eats at Texas Star. Council Member Hogg congratulated the employees who were recognized earlier in the meeting. Council Member Martin stated she was proud to congratulate Charles Anderson and that she got to know him through the Citizens Fire Academy. She stated she enjoys John's talent at Texas Star, and she is glad Ron Young is with the city. She thanked Acme Brick for locating in Euless and JoAnn Rogers for the great job she does in the library. Council Member Miller congratulated Ron Young, John Aritua, and Charles Anderson. He welcomed Acme Brick to Euless. He complimented Mike Collins for his responsiveness to developers. He thanked JoAnn Rogers for the library report. He noted that a Colleyville Heritage High School former student is playing for Notre Dame. Mayor Pro Tem Porterfield congratulated Ron Young, John Aritua, and Charles Anderson. He also congratulated Acme Brick for locating in Euless and stated his appreciation for them. He thanked JoAnn Rogers for the work she does in the library. Mayor Saleh stated the library is an example of what cities need. She stated that Ron Young looks good after his recent illness and she is glad he is employed with Euless. She thanked Acme Brick for coming to Euless. She noted her grandson played in the Rice University game against the University of Texas.
