HomeMy WebLinkAbout2004-10-12 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL OCTOBER 12, 2004 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, October 12, 2004, in the precouncil room of City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Glenn Porterfield, Council Members Carl Tyson, Leon Hogg, Linda Martin, Charlie Miller, and Veva Lou Massey. The precouncil meeting included a discussion of the city's position on endorsing the Dallas Cowboys economic development project in the City of Arlington; a presentation by Director of Planning and Development Mike Collins and Planning and Development Manager Eric Wilhite on the North Main Street landscaping plan for the southeast corner of Midway Drive and North Main Street; a presentation by Director of Public Works Ron Young and Public Works Manager Chris Barker on a proposed ordinance to control waste deposited on public property by animals; and a review of agenda items. Closed session was held to discuss appointments to the Planning & Zoning Commission, Zoning Board of Adjustment, and Civil Service Commission and contemplated litigation as authorized by Sections 551.074 and 551.071 of the Texas Government Code. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. INVOCATION Mayor Mary Lib Saleh gave the invocation. PLEDGE OF ALLEGIANCE Council Member Carl Tyson led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS Director of Public Works Ron Young introduced Public Works Field Tech Ruben Cardenas, and his wife, Maggie; Library Administrator JoAnn Rogers introduced Library Circulation Aide Marilyn Johnston and Library Aide/Circulation Lead Vickie Miller and her mother-in-law, Ann Miller; Director of Planning and Development Mike Collins introduced Planning & Development Inspector Jeff Lee; Director of Parks and Community Services Ray McDonald introduced Parks Department Field Tech Larry Pelzel, Parks Equipment Operator Joe Lyons, and Parks Foreman Jimmy Beck and his wife, Sondra, and son, Tyler; and Police Chief Leonard Carmack introduced Police Corporal Joe Hoerth and Police Corporal John Plemmons and his wife, Teresa, and daughter, Katie. Rueben Cardenas, Marilyn Johnston, Jeff Lee, Vickie Miller, and Larry Pelzel received 5-year service pins. Joe Hoerth and Joe Lyons received 10-year service pins. John Plemmons received a 20-year service pin and Jimmy Beck received a 25-year service pin. CONSENT AGENDA Council Member Miller motioned to approve Consent Agenda items numbered 2 through 4: Council Member Massey seconded the motion. City Council Minutes Page 3 of 7 October 12, 2004 ��•- ITEM NO. 2 APPROVAL OF PURCHASE OF VEHICLES FOR POLICE AND FIRE DEPARTMENTS Approved the purchase of one Ford Crown Victoria Police Interceptor and six Ford Expedition special service units for the police and fire departments through the Tarrant County Purchasing Department from Philpott Ford, Nederland, Texas. The price of the Crown Victoria is $21,773 and the Expeditions are $23,571 each, for a total of $163,199. ITEM NO. 3 AWARD OF BID NO. 031-04 Awarded Bid No. 031-04 to CTJ Maintenance, Inc., Irving, Texas, for janitorial services for various city facilities, in the estimated expenditure of $98,772, for a one-year period with three one-year renewals based upon performance and agreement by both parties. ITEM NO. 4 APPROVAL OF CITY COUNCIL MINUTES Approved the minutes of the Regular City Council Meeting of September 28, 2004, and the Special Called City Council Meeting of October 6, 2004. REGULAR AGENDA ITEM NO. 5 AWARD OF BID NO. 028-04 Council Member Martin motioned to award Bid No. 028-04 to Utility Service Company, Inc., 9111 Windmill Road, Houston, Texas, 77064, for the painting and repairs of the 1 million gallon water tank at 1400 N. Main Street and the 2 million gallon water tank at 2700 N. Main Street, in the amount of$805,000, providing a 5% contingency of $40,000 to cover possible change orders and authorizing the city manager to execute a contract on behalf of the city. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Porterfield, Council Members Tyson, Hogg, Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 TABLED PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 04-12- SUP AND ORDINANCE NO. 1665 Mayor Saleh opened the public hearing at 7:23 p.m. regarding Specific Use Permit No. 04-12-SUP on Lot 4AR1, Westpark Central Addition, for a Drinking Establishment with `... Arcades and Billiards. City Council Minutes Page 4 of 7 October 12, 2004 Director of Planning and Development Mike Collins stated the applicant's representative r- could not attend the meeting and requested the item be tabled until the meeting on October 26, 2004, regarding Specific Use Permit No. 04-12-SUP on Lot 4AR1, Westpark Central Addition, for a Drinking Establishment with Arcades and Billiards in C- 2 (Community Business District) zoning at 2155 West Airport Freeway #100. Council Member Miller motioned to continue the public hearing and table consideration of Ordinance No. 1665 to October 26, 2004, for Specific Use Permit No. 04-12-SUP on Lot 4AR1, Westpark Central Addition, for a Drinking Establishment with Arcades and Billiards in C-2 (Community Business District) zoning at 2155 West Airport Freeway #100. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Porterfield, Council Members Tyson, Hogg, Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9 REPORTS STAFF REPORT Library Administrator JoAnn Rogers introduced members of the Euless Library Foundation, Lynn Adams and Diane Porterfield, who made a presentation regarding the Foundation's fundraisers and the glass artwork to be purchased for the library. They noted there will be a Casino Night fundraiser on November 6, 2004, and a mystery dinner fundraiser on February 11, 2005. CITY MANAGER City Manager Joe Hennig stated that he is looking forward to the new artwork, which will be a special addition to the library. He thanked JoAnn Rogers and the members of the Euless Library Foundation. He noted that some landscaping and drainage issues surrounding the library are currently being addressed. He stated that the overlay of Harwood Road from North Main Street to FM 157 has begun and is a joint project with Tarrant County. He stated the North Main Street landscaping has begun and thanked Eric Wilhite and Chris Barker for their work on the project. CITY ATTORNEY City Attorney Bob McFarland had nothing to report. CITY COUNCIL Council Member Tyson congratulated the employees honored for their service to the city. He thanked the volunteers that serve on the boards and commissions. He stated his appreciation for the Library Foundation and the work they are doing. Council Member Hogg congratulated the employees who were recognized earlier, and stated the board and commission volunteers and the employees make Euless the great city that it is. City Council Minutes Page 7 of 7 October 12, 2004 Council Member Martin stated the city is lucky to have such great employees. She noted the city could not make it without the volunteers. She thanked JoAnn Rogers, Diane Porterfield and Lynn Adams for all their work. Council Member Miller stated he attended a recent Library Board meeting and thanked Lynn Adams and Diane Porterfield for their report and their work in raising money for the artwork. Mayor Pro Tern Porterfield thanked the employees who were honored as well as all of the city's employees. He stated the board and commission volunteerism is tremendous in Euless and there is a lot of pride and support among the citizens. He stated that Lynn Adams, Diane Porterfield, and the Euless Library Foundation are the hardest working group of people he's ever seen. Council Member Massey thanked Diane Porterfield, Lynn Adams and JoAnn Rogers and stated she looked forward to seeing the new art. She congratulated the employees who received service pins. She thanked the volunteer award selection committee members for serving. She reported that she attended and enjoyed the employee hamburger cookout. Mayor Saleh noted the Hazardous Waste Day will be Saturday, October 16, from 9:00 to 11:00 a.m., and the Fire Department Open House will also be Saturday, October 16, from 10:00 a.m. to 2:00 p.m. at Fire Station No. 2. She reminded everyone that early },,.w voting for the state and national elections begins on Monday, October 18, and the Euless Public Library will be an early voting polling place. She thanked the employees for their service. She also thanked the Euless Library Foundation for their report and all their hard work, noting that the Foundation is made up of volunteers. She reminded everyone that Saturday, November 6, will be Casino Night, and the board and commission dinner will be Monday, November 15. The volunteers-of-the-year will also be announced at the board and commission dinner.
