CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 4:10 p.m. on Tuesday, May 10, 2005, in the precouncil room of City Hall, 201
N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Glenn
Porterfield, Council Members Carl Tyson, Leon Hogg, Linda Martin, Charlie Miller, and
Veva Lou Massey. The precouncil meeting included an update by Parks and
Community Services Director Ray McDonald on the recent Arbor Daze event stating it
was the second highest ever in revenues and the best Sunday ever. He said the
parking challenge was successfully overcome, and he felt it was the best Arbor Daze
the city has ever had. Ron Young, Director of Public Works and Engineering, gave a
quarterly wastewater report and discussed the possibility of rearranging the schedule of
some repairs to accommodate some areas that have recently had problems. Deputy
City Manager Gary McKamie reported the city's current policy of library and other
recreational facility use by Bedford citizens is remaining unchanged at this time.
Director of Planning and Development Mike Collins reviewed the current masonry fence
provisions in the Code of Ordinances, and it was agreed that no changes should be
brought forth at this time. Mike Collins also reviewed several Unified Development
Code (UDC) updates that are being prepared for council consideration including
temporary structures, amusement arcades, and 8-liner machines. Agenda items were
then reviewed.

The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for the consideration of scheduled items.

City Engineer Robert Barker introduced Sr. Civil Engineer James Bennett, his wife Rose

Council Member Miller presented Tony Burnett with a 15-year service pin and Debra
Torrez with a 25-year service pin. Council Member Martin presented Cody Delmere,
Lance Judd, and James Rowell with 15-year service pins.
Mayor Saleh noted that Administrative Secretary Karla Dickerson was unable to attend
the meeting to receive her 10-year service pin.

ITEM NO. 2 PRESENTATION OF PROCLAMATION
Mayor Pro Tern Porterfield presented a proclamation to Assistant Police Chief Bob
Freeman declaring May 15, 2005, as Peace Officers' Memorial Day.
ITEM NO. 3 PRESENTATION OF PROCLAMATION
Council Member Massey presented a proclamation to Director of Public Works Ron
Young declaring the week of May 15-21, 2005 as National Public Works Week.
ITEM NO. 4 PRESENTATION OF PROCLAMATION
Mayor Saleh presented a proclamation to Fire Division Chief Jeff Morris declaring the
month of May as Trauma Awareness Month and the week of May 15-21, 2005, as
Emergency Medical Services Week.

Council Member Martin motioned to approve Consent Agenda Items numbered 5
through 7.
Council Member Hogg seconded the motion.

ITEM NO. 5 AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT FOR
STREET SWEEPING
Authorized the city manager to execute a contract for street sweeping with Great
American Sweeping, 400 West Fork Drive, Arlington, Texas, 76012, in the estimated
expenditure of $38,850.
ITEM NO. 6 APPROVAL OF RESOLUTION NO. 05-1199
Approved Resolution No. 05-1199 rescheduling the Regular City Council Meeting from
Tuesday, May 24, 2005, to Tuesday, May 31, 2005.

ITEM NO. 8 AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT FOR
ENGINEERING DESIGN
Council Member Miller motioned to authorize the city manager to execute a contract
with Jerry Parche' Consulting Engineers, Inc., 1301 S. Bowen Road, Suite 300,
Arlington, Texas, 76013 to prepare construction plans for the Fuller Branch draining
improvements and channel stabilization.
Council Member Massey seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Porterfield, Council Members Tyson, Hogg, Martin,
Miller, and Massey

Mayor Saleh declared the motion carried.
ITEM NO. 9 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.
1687
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1687 for the vacation and abandonment of a 10 foot wide utility easement located
across Lots 20, 21 R, 22R, 23R, 24, 25, 26, 27, and 28, Block 1, in Trail Lake Estates,
Phase II.
Council Member Miller seconded the motion.

ITEM NO. 10 REQUEST BY JOE DON BRANDON TO ADDRESS CITY COUNCIL
Joe Don Brandon did not attend the meeting.
ITEM NO. 11 PUBLIC COMMENTS
Janie Levinski, 303 E. Huitt Lane, addressed the council regarding the disposal of brush
in a method other than with regular garbage.
Deputy City Manager Gary McKamie noted that the trash service provides take-all trash
pickup equivalent to a pick-up load, approximately 5 cu. yds., for a $10 fee.

ITEM NO. 12 REPORTS
STAFF REPORT
Mayor Saleh noted that Library Administrator JoAnn Rogers' father recently passed
away and that the library report would be done at a later date.
CITY MANAGER
Deputy City Manager Gary McKamie noted that Debra Torrez started with the City of
Euless as a Vocational Office Education student at the age of 16. He stated that in
reference to the proclamation for Peace Officers' Memorial Day, that Euless Police
Officer Mike Williamson was killed in the line of duty 23 years ago and left behind 6
young children. Mike Williamson was the brother of Police Sgt. Ron Williamson. He
stated that there is no greater service the city provides than Emergency Medical
Services (EMS). He thanked Fire Chief Lee Koontz, Division Fire Chief/EMS Jeff
Morris, and Dr. Yamada for the lives saved. He congratulated Mayor Saleh and Council
Members Miller and Hogg for winning their elections, and stated that stability on the city
council is very meaningful to staff.
CITY ATTORNEY
`•- City Attorney Paul Wieneskie had nothing to report.
CITY COUNCIL
Council Member Massey expressed gratitude at the outcome of the election and
congratulated Mayor Saleh and Council Members Miller and Hogg. She stated she was
proud of those employees who received service pins. She thanked Fire Chief Koontz
for the invitation to the Badge Pinning of Firefighters George Grim, Michael Hanks, and
Kyle McGonigal. She reminded everyone to remember to give thanks on Peace
Officers' Memorial Day and to show appreciation for EMS Month and Public Works
Week.
Mayor Pro Tern Porterfield congratulated those receiving service pins. He stated that
the city is like a family and recognizing staff is like recognizing brothers and sisters. He
stated that he joined staff and the council for a tour of Terminal D and the new Skylink
people mover at DFW Airport, which will open in July. He stated he was proud that the
voters of Euless reelected Mayor Saleh and Council Members Miller and Hogg.
Council Member Miller stated that the employees recognized tonight had a combined
105 years of experience. He noted that people tend to not appreciate police, fire, and
public works until they're needed.
Council Member Martin stated that tonight was special in recognizing employees. She
asked that everyone keep the police, fire, and public works employees in their thoughts
and noted that it was great to be able to recognize them for all they do. She

congratulated Mayor Saleh and Council Members Miller and Hogg on their reelection.
She noted that her nephew ran for city council in the City of Cedar Park and was
elected.
Council Member Hogg thanked all the employees for all they do.
Council Member Tyson also thanked the employees and stated his appreciation for all
they do. He congratulated Mayor Saleh and Council Members Miller and Hogg and
thanked them for serving three more years on the council.
Mayor Saleh thanked everyone for their support of her and the council. She stated that
Euless City Council members stand out and are respected among the Northeast Tarrant
County cities. She thanked Communications/Marketing Manager Betsy Boyett for
taking pictures and Deputy City Manager Gary McKamie for sitting in for City Manager
Joe Hennig while he is on vacation.
