HomeMy WebLinkAbout2005-06-14 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL JUNE 14, 2005 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 5:10 p.m. on Tuesday, June 14, 2005, in the precouncil room of City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Glenn Porterfield, Council Members Carl Tyson, Linda Martin, Charlie Miller, and Veva Lou Massey. Council Member Leon Hogg was absent. The precouncil meeting included an HEB Teen Court presentation given by Bedford Municipal Court Manager William Rumuly and HEB Teen Court Coordinator Sherri Lewis and a legislative update given by City Attorney Bob McFarland. Agenda items were then reviewed. The city council convened into closed session at 6:45 p.m. to discuss Pending Litigation regarding Dickey Apartments as authorized by Section 551.071 of the Texas Government Code. The city council reconvened into open session at 6:55 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS r•- The Euless City Council continued their meeting in the Council Chambers at 7:07 p.m. for the consideration of scheduled items. INVOCATION Pastor Kevin Eldridge, New Life Covenant Church, gave the invocation. PLEDGE OF ALLEGIANCE Council Member Charlie Miller led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS Library Administrator JoAnn Rogers introduced Librarian Assistant Jennifer Miller and her parents, Barbara and Arthur Koerber; Director of Planning and Development Mike Collins introduced Planning & Development Manager Eric Wilhite and his wife, Sheri, and daughters, Alissa and Brooke; Director of Parks and Community Services Ray McDonald introduced Parks Superintendent Terry Boaz; and Assistant Fire Chief Robert Isbell introduced Fire Battalion Chief John O'Brien, his wife, Cathy, and son, Sean. Jennifer Miller and Eric Wilhite were presented 5-year services pins; Terry Boaz was presented a 15-year service pin; and John O'Brien was presented a 25-year service pin. ITEM NO. 2 PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION AWARD Mayor Pro Tern Porterfield presented Finance Administrator Vicki Rodriquez the Distinguished Budget Presentation Award received from the Government Finance Officers Association. ITEM NO. 3 PRESENTATION OF AWARD Mayor Saleh presented JoAnn Rogers the 2005 Achievement of Excellence in Library Services Award received from the Texas Municipal Library Directors Association. CONSENT AGENDA Council Member Massey motioned to approve Consent Agenda Items numbered 4 through 6. Mayor Pro Tern Porterfield seconded the motion. ITEM NO. 4 AWARD OF BID NO. 017-05 Awarded Bid No. 017-05 to Lesco, Inc., 15885 Sprague Road, Strongsville, Ohio, 44136; Estes, Inc., 1221 Champion Circle, Suite 107, Carrollton, Texas, 75006; Helena Chemical, 6801 Highway 66 West, Greenville, Texas, 75401; BWI, Carrollton, Texas; and Justin Seed, Justin, Texas, for the purchase of plant protectants and fertilizers for Texas Star Golf Course. ITEM NO. 5 APPROVAL OF RESOLUTION NO. 05-1202 Approved Resolution No. 05-1202 adopting the implementation of the National Incident Management System (NIMS) standards for city emergency management system. ITEM NO. 6 APPROVAL OF CITY COUNCIL MINUTES Approved the minutes of the Regular City Council Meeting of May 31, 2005. REGULAR AGENDA ITEM NO. 7 AWARD OF RFP NO. 012-05 Council Member Tyson motioned to award RFP No. 012-05 to Weaver and Tidwell, LLP, 307 West 7th Street, Suite 1500, Fort Worth, Texas, 76102, for independent audit services and to authorize the city manager to negotiate and execute a contract for such services for Fiscal Years 2005-2007, with the option to extend the contract for two additional years. Council Member Martin seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Porterfield, Council Members Tyson. Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 AUTHORIZING CITY MANAGER TO ACCEPT THE TML PROPOSAL FOR A GUARANTEED COST WORKER'S COMP PROGRAM Mayor Pro Tern Porterfield motioned to authorize the city manager to accept the Texas Municipal League (TML) proposal for a Guaranteed Cost Worker's Comp Program. Council Member Miller seconded the motion and asked that it be amended subject to .r„ the inclusion of employer's liability coverage up to $1,000,000. City Council Minutes Page 4 of 5 June 14, 2005 Mayor Pro Tern Porterfield agreed to the amendment, and the vote was as follows. Ayes: Mayor Saleh, Mayor Pro Tern Porterfield, Council Members Tyson, Martin, Miller, and Massey Nays: None Mayor Saleh declared the motion carried. Council Member Tyson thanked Council Member Miller for his help on this project. ITEM NO. 9 PUBLIC COMMENTS There were no public comments. ITEM NO. 10 REPORTS STAFF REPORT There was no staff report. CITY MANAGER ''w City Manager Joe Hennig stated that he and several council members attended the celebration of the new Terminal D at DFW Airport, noting that it is an amazing facility. He stated that the Grand Hyatt Hotel will open soon. He stated that our area is very dependent on DFW Airport and American Airlines, and citizens need to be aware of how the Wright Amendment affects the area. He stated that Euless has an outstanding relationship with DFW Airport and that the airport has an important impact on the financial health of the City of Euless. CITY ATTORNEY City Attorney Bob McFarland stated that the council had been provided a copy of the recent Attorney General's opinion regarding the Open Meetings Act. He stated that the opinion provides that it is a criminal act by every board in Texas, except the Legislature, if the Open Meetings Act is violated. CITY COUNCIL Council Member Massey congratulated John O'Brien, Terry Boaz, Eric Wilhite, and Jennifer Miller on receiving their service pins, and Vicki Rodriquez and JoAnn Rogers on receiving their awards. She stated that Mayor Saleh threw a great pitch at the Collegiate ballgame. She noted that she missed the moving of the McCormick barn, but stated it will be a great addition to Heritage Park. She mentioned that the city sponsored meeting the soldiers returning through DFW Airport last week. City Council Minutes Page 5 of 5 June 14, 2005 Mayor Pro Tern Porterfield congratulated John O'Brien, Terry Boaz, Eric Wilhite, and Jennifer Miller, and stated that he is so appreciative of the employees and proud of being in a city where employees receive recognition for long-term service. He congratulated Vicki Rodriquez and JoAnn Rogers, and stated that he is proud of their departments and the awards they received. He stated he represented the city at a celebration of Philippine Independence Day and thanked Director of Parks and Community Services Ray McDonald for the facility where it was held. He thanked City Manager Joe Hennig for his comments about the airport, and agreed that the airport is vital to the Mid-Cities area and that Euless has a great relationship with them. Council Member Miller congratulated the employees. He stated that the Collegiate League is a great addition to the city and encouraged everyone to attend and support the games. Council Member Tyson congratulated the employees. He pointed out that Jennifer Miller got her Master's degree while working fulltime. He thanked Vicki Rodriquez for her work on the budget and JoAnn Rogers for the good job she does at the library. Council Member Martin thanked the employees and said her comments were brief because of her laryngitis. Mayor Saleh stated it is great to see city staff honored. She announced that the "Blooms of Enlightenment" artwork will be installed at the library in the next couple of Now weeks.
