MINUTES OF A REGULAR MEETING
OF THE
EULESS CITY COUNCIL
SEPTEMBER 27, 2005
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 5:05 p.m. on Tuesday, September 27, 2005, in the precouncil room of City
Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro
Tern Glenn Porterfield, Council Members Carl Tyson, Leon Hogg, Linda Martin, and
Charlie Miller. Council Member Veva Lou Massey was absent. The precouncil meeting
included a financial report for the month of August by Finance Administrator Vicki
Rodriquez and Finance Controller Gary Yakesch; development/code update by Director
of Planning and Development Mike Collins; update regarding Walk of Champions
inductee, Veterans Field, Bob Eden Park, and the Preserve at McCormick Park by
Director of Parks and Leisure Services Ray McDonald; update of the Hazardous Waste
Disposal day by Director of Economic Development Bill Ridgway; update of the
upcoming city auction by Deputy City Manager Gary McKamie; and discussion
regarding water tank cleaning at Trinity River Authority's treatment plant and Pipeline
Road reconstruction and utility line relocation by Director of Public Works Ron Young.
Agenda items were then reviewed. The city council convened into closed session at
6:41 p.m. for deliberation regarding real property as authorized by Section 551.072 of
the Texas Government Code. The city council reconvened into open session at 6:55
p.m.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for the consideration of scheduled items.

Council Member Linda Martin led the Pledge of Allegiance.
ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER
Fire Chief Lee Koontz introduced Training Chief Dale Skinner, and Mayor Saleh
presented Dale with a plaque for being selected employee of the month for October.
ITEM NO. 2 PRESENTATION OF 2005 ARBOR DAZE AWARDS
Recreation Manager Suzanne Hendrickson and Special Events Coordinator Michael
Davenport presented the following awards received by the Texas Festivals and Events
Association and International Festivals and Events Association:

Neighborhood Police Officer James Gordon and Fire Chief Lee Koontz were presented
with plaques for their participation in the Bicycle Rodeo.

Recreation Manager Suzanne Hendrickson also thanked Communications/Marketing
Manager Betsy Boyett and Web Designer Johnny Rodriquez for their work on the Arbor
Daze website, which won a Silver Award.
CONSENT AGENDA
Council Member Hogg motioned to approve Consent Agenda Items numbered 3
through 6.
Council Member Miller seconded the motion.

and Miller

Mayor Saleh declared the motion carried.
ITEM NO. 3 AWARD OF BID NO. 023-05
Awarded Bid No. 023-05 to Reynolds Asphalt and Construction, P. O. Box 370, Euless,
Texas, 76039, for the purchase of Type-D Hot Mix Asphalt, in the estimated expenditure
of $690,000. APAC-Texas, Inc., and Vulcan Materials Company will be used as
secondary suppliers.
ITEM NO. 4 AWARD OF BID NO. 024-05
Awarded Bid No. 024-05 to Redi-Mix Concrete, 5517 Denton Highway, Haltom City,
Texas, 76148, for the purchase of Redi-Mix Concrete, in the estimated expenditure of
$70,000. Beall Concrete, Charley's Concrete Company, Custom Crete, and Pavement
Services will used as secondary suppliers.
ITEM NO. 5 RENEWAL OF BID NO. 031-04
Renewed Bid No. 031-04 with CTJ Maintenance, Inc., Irving, Texas, for janitorial
services for various city facilities, in the estimated total expenditure of $98,772. This is
the first of three annual contract renewals allowed based on performance and
agreement by both parties.
ITEM NO. 6 APPROVAL OF CITY COUNCIL MINUTES
Approved the minutes of the Regular City Council Meeting of September 13, 2005.
REGULAR AGENDA
ITEM NO. 7 AWARD OF BID NO. 022-05
Council Member Miller motioned to award Bid No. 022-05 to Modern Contractors, 131
E. Exchange #107, Fort Worth, Texas, 76106, for the remodel of Building B, in the Bid

Sum of $937,000, with Bid Alternate No. 1 allowing for a potential contract reduction of
$3,500. Bid Alternate No. 1 is for the installation of a wheel chair lift to be constructed
at the rear of the building in the general vicinity of the existing entrance doors and steps.
This will eliminate the need to construct a concrete ramp with landing as proposed in
the basic bid specifications resulting in a $3,500 savings.
Council Member Martin seconded the motion.

and Miller

ITEM NO. 8 APPROVAL OF RESOLUTION NO. 05-1208
Council Member Tyson motioned to approve Resolution No. 05-1208 nominating John
Clanton as a candidate for the Tarrant Appraisal District Board of Directors for a two-
year term beginning January 1, 2006.
Council Member Hogg seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Porterfield, Council Members Tyson, Hogg, Martin,
and Miller
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 9 APPROVAL OF SECOND AND FINAL READING OF ORDINANCE
NO. 1706
Council Member Martin motioned to approve the second and final reading of Ordinance
No. 1706 for Zoning Case No. 05-04-ZC on Tract 1B1, B. Harrington Survey, A-808,
located at 705 West Glade Road, from R-1 (Single Family Detached Dwelling District)
zoning to R-1 L (Single Family Limited Dwelling District) zoning.
Council Member Miller seconded the motion.

Nays: Mayor Pro Tern Porterfield and Council Member Tyson

ITEM NO. 10 PUBLIC HEARING REGARDING UNIFIED DEVELOPMENT CODE
AMENDMENT NO. 05-04-UDC AND APPROVAL OF FIRST AND
FINAL READING OF ORDINANCE NO. 1708
Mayor Saleh opened the public hearing at 7:29 p.m. regarding the proposed
amendments to Sections 84-7 "Definitions and Word Usage" and 84-337 "Open Storage
and Use Areas" of Chapter 84 "Unified Development Code;" and adding a new Section
30-8 "Temporary Residential Outdoor Storage" of Chapter 30 "Fees," of the Code of
Ordinances.
Director of Planning and Development Mike Collins stated that the amendments deal
with allowing PODS (Portable on Demand Storage) as a temporary use. A temporary
use permit for 30-days will be required and residents will be limited to two permits a
year. The permits will cost $15.00 each.
There being no additional proponents or opponents, Mayor Saleh closed the public
hearing at 7:32 p.m.
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1709 amending Sections 84-7 "Definitions and Word Usage" and 84-337 "Open Storage
and Use Areas" of Chapter 84 "Unified Development Code;" and adding a new Section
30-8 "Temporary Residential Outdoor Storage" of Chapter 30 "Fees," of the Code of
Ordinances.

City Attorney Bob McFarland had nothing to report.
CITY COUNCIL
Council Member Miller congratulated Ray McDonald and his staff on the awards
received for Arbor Daze and all the work they do. He noted that there are two great
football teams in Euless; Trinity High School and Colleyville Heritage High School, both
4-0. He expressed his appreciation to the audience for staying for the meetings. He
stated he attended a Grapevine-Colleyville ISD board meeting where 15 students
received awards, and noted the National Forensic League will be held in our area.
Mayor Pro Tern Porterfield congratulated Ray McDonald and Suzanne Hendrickson and
their entire staff, stating they do a tremendous job. He also congratulated Dale Skinner
for being selected employee of the month.
Council Member Tyson congratulated Ray McDonald, Suzanne Hendrickson, and the
Parks and Community Services staff on the awards received. He noted that Arbor Daze
has been a big job and the awards are indicative of their hard work. He also
congratulated Dale Skinner as employee of the month.
Council Member Hogg thanked all the employees.
Council Member Linda Martin congratulated Dale Skinner stating that he is a real asset
to the fire department, and the children really respond to the clowns. She congratulated
Ray McDonald and his entire department expressing sadness that there will not be
another Arbor Daze. She thanked the employees for all their hard work.
Mayor Saleh stated that the fire department clowns, which Dale Skinner is a part of,
were a great hit at National Night Out. She announced that the new Fire Station No. 3
dedication and open house will be held Saturday, October 22, beginning at 9:30 a.m.
She noted that Fire Prevention Week will be October 10 — 14. She stated that all the
Arbor Daze awards were a great swan song for the Parks and Community Services
Department. She mentioned that Linda Caram with SBC broke her arm and wished her
a speedy recovery.
