CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 4:10 p.m. on Tuesday, March 28, 2006, in the Precouncil Conference Room of
City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor
Pro Tern Glenn Porterfield, Council Members Carl Tyson, Leon Hogg, Linda Martin,
Charlie Miller, and Veva Lou Massey. The precouncil meeting included discussion by
City Manager Joe Hennig of changing a council meeting date in May; a
development/code update by Director of Planning and Development Mike Collins; an
introduction to Healthy New Euless by Communications/Marketing Manager Betsy
Boyett; Financial Reports by Finance Administrator Vicki Rodriquez and Finance
Controller Gary Yakesch; an update on Softball World by Director of Parks and
Community Services Ray McDonald; and a review of agenda items. The city council
convened into closed session at 6:10 p.m. for deliberation regarding real property
concerning leasing city property as authorized by Section 551.072 of the Texas
Government Code. The city council reconvened into open session at 7:00 p.m.

The Euless City Council continued their meeting in the Council Chambers at 7:07 p.m.
for the consideration of scheduled items.

Mayor Saleh recognized former City of Euless employee Randy Byers who was present
and who has fully recovered from a serious motorcycle accident earlier in the year.

Girl Scout Brownie Troop #1500 led the Pledge of Allegiance.
ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL
Fire Chief Lee Koontz introduced Fire Captain Rick Clark and his wife, Gina. Mayor
Saleh presented Rick with a plaque for being selected employee of the month for April.

ITEM NO. 2 SPECIAL PRESENTATION
Ravi Shah, vice-president of the Building Officials Association of Texas, presented
Euless Building Official Kurt Kasson with the Jim Whatley Award as Building Official of
the Year in the State of Texas.
ITEM NO. 3 PRESENTATION OF PROCLAMATION
Communications/Marketing Manager Betsy Boyett introduced Janie McGuigan with
United Way and Mary Schimmoller with the City of Fort Worth and both work with
FitFuture. Mayor Saleh presented a proclamation to Janie McGuigan proclaiming April
as Healthy New Euless Month.

ITEM NO. 4 APPROVED RENEWAL OF BID NO. 019-04
Approved the second one-year renewal option of Bid No. 019-04 with Reliable Paving,
1903 Peyco Drive, N., Arlington, Texas, 76001, for asphalt street repairs in the
estimated expenditure of $26,200 with Pavement Services, 4000 Tarrant Main, Euless,
Texas, 76040, as secondary supplier.
ITEM NO. 5 RATIFIED CITY MANAGER ACTION TO PROCEED WITH
EMERGENCY REPAIRS TO THE AERIAL SEWER MAIN CROSSING
HURRICANE CREEK ALONG THE SOUTH SIDE OF TIBBETS DRIVE
Ratified city manager action to proceed with emergency permanent repairs by GRA-
TEX Utilities, Inc., Kennedale, Texas, to the aerial sewer main crossing Hurricane Creek
along the south side of Tibbets Drive at a cost of$55,000.
ITEM NO. 6 APPROVED RECOMMENDATION TO THE CITY OF GRAPEVINE TO
AWARD A CONTRACT TO JLB CONTRACTING, LP, FOR THE
CONSTRUCTION OF GLADE ROAD FROM CHAMPAGNE
BOULEVARD TO STATE HIGHWAY 360
Approved recommending to the City of Grapevine that a construction contract be
N■,, awarded to JLB Contracting, LP, Fort Worth, Texas, for the widening of Glade Road
from Champagne Blvd. to SH 360, in the amount of $5,228,709.56, with the City of
Euless portion of the cost for paving, drainage and relocation of water mains to be
$2,753,458.53.
ITEM NO. 7 APPROVED PURCHASE
Approved the purchase of office furniture, cubicles, and filing systems for Building B
from Tusa Office Solutions, Inc., through TXMAS contracts and US Communities
Government Purchasing Alliance contracts, in the estimated expenditure of $125,000.
Renovation is expected to be completed by May, 2006.
ITEM NO. 8 APPROVED CITY COUNCIL MINUTES
Approved the minutes of the Regular City Council Meeting of March 14, 2006.
REGULAR AGENDA
ITEM NO. 9 APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 1729
Council Member Massey motioned to approve the first and final reading of Ordinance
No. 1729 canceling the May 13, 2006, general city officer election and declaring each
unopposed candidate; Glenn Porterfield, Place 5, and Michael Brown, Place 6, elected
" to office in accordance with provisions of Subchapter C of Chapter 2, Texas Election
Code.

ITEM NO. 10 HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 06-01-
SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 1730
Mayor Saleh opened the public hearing at 7:37 p.m. for Specific Use Permit No. 06-01-
SUP for Lot 1R, Block 1A, Morrisdale Addition, for Quentin's Funeral Home in C-2
(Community Business District) zoning located at 4323 West Pipeline Road.
Director of Planning and Development Mike Collins stated that the applicant, James
Sanders, is requesting renewal of the SUP originally approved in March, 2005. He
noted that Mr. Sanders was unable to attend the meeting.
There being no proponents, Mayor Saleh asked for any opponents.

Esther Johnson, 1205 Pebble Creek Drive, stated she is in opposition of the use and
read a letter from Jim and Sandra Pring, 1205 Tanglewood Trail, stating their
opposition.
Evans Karpenko, 4202 Briarwood Court, also spoke in opposition.
There being no additional opponents, Mayor Saleh closed the public hearing at 7:52
p.m.
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1730 for Specific Use Permit No. 06-01-SUP on Lot 1R, Block 1A, Morrisdale Addition,
for Quentin's Funeral Home in C-2 (Community Business District) zoning located at
4323 West Pipeline Road, subject to the following conditions: (1) Tied to the owner,
James Sanders; (2) Chemical storage limited to a maximum of five gallons; (3) Odors
are not permitted to be detectible outside of the space; (4) The rear of the building must
be used for transfer of bodies; and (5) Valid for two years.
Council Member Miller seconded the motion.
Ayes: Mayor Pro Tem Porterfield, Council Members Tyson, Hogg, Martin, and Miller
Nays: Mayor Saleh and Council Member Massey

ITEM NO. 11 HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 1727
Mayor Saleh opened the public hearing at 7:58 p.m. regarding continuing the teen
curfew.
Assistant Police Chief Harland Westmoreland stated that Texas law requires the
ordinance to be reviewed and renewed every three years or it expires.
There being no additional proponents, or opponents, Mayor Saleh closed the public
hearing at 7:59 p.m.
Council Member Martin motioned to approve the first and final reading of Ordinance No.
1727 continuing in effect Ordinance No. 1144, adopted on July 12, 1994, and codified
as Section 50-27, entitled "Curfew Hours for Minors" of the Code of Ordinances.
Council Member Massey seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Porterfield, Council Members Tyson, Hogg, Martin,
Miller, and Massey

ITEM NO. 12 APPROVED BID AND AUTHORIZED CITY MANAGER TO EXECUTE
A GAS WELL DRILLING AND PRODUCTION LEASE FOR CITY
OWNED PROPERTY REFERRED TO AS THE LOVING SURVEY
TRACT
Director of Planning and Development Mike Collins stated the city owns 31.256 acres in
the William R. Loving Survey, A-944, located west of Raider Drive on Trinity Blvd. He
stated the property is zoned industrial, is in the flood plain, and located in the City of
Fort Worth. The City of Euless has no plans to utilize the property for any type of
municipal purposes. The city sought competitive bid proposals for the lease of this
property for activities related to gas extraction, including rights to fully utilize the surface.
The city received two proposals and staff recommends approval of the one received
from Dale Resources, LLC.
Council Member Miller motioned to approve the bid of Dale Resources LLP for a gas
drilling and production lease for a 31.256 acre tract of land in the William R. Loving
Survey, A-944, located west of Raider Drive on Trinity Blvd.
Council Member Hogg seconded the motion.

ITEM NO. 14 REPORTS
STAFF REPORT
There was no staff report.
CITY MANAGER
City Manager Joe Hennig stated he was glad to see Randy Byers in the audience
making great recovery after his motorcycle accident. He noted that there are two letters
in the council's possession from investors with Del Bennett's property in Villages of Bear
Creek. He noted that the investors are not happy that the land known as the Bennett
property is still idle, and that staff and council members continue to have conversations
with them about our concerns of residential development on that property. He noted
that one of the letters stated he had committed that he would come to the city council
members and try to convince them that the city should allow the residential
''r development to begin. He said that was not true. He said he told Del Bennett that he
would look for opportunities to visit with the city council members to continue to re-
ascertain their position on the property and, to that extent, he will continue to do that.
He reiterated that staff does not support just the development of residential
development on that property. If it is a mixed use development with commercial and
residential combined, we should give that a closer look, and he hopes that the Bennetts
will come forward with a mixed use development at the very least.
CITY ATTORNEY
City Attorney Bob McFarland had nothing to report.
CITY COUNCIL
Council Member Massey congratulated Fire Captain Rick Clark on being selected
employee of the month and Building Official Kurt Kasson for the award he received as
Building Official of the Year and his active participation in the Building Officials
Association of Texas. She stated she thought it was wonderful that the city has started
the Healthy New Euless program.
Mayor Pro Tern Porterfield congratulated Rick Clark and Kurt Kasson. He stated he is
proud that Kurt has been awarded the Jim Whatley award for the whole state of Texas.
.im. He congratulated Betsy Boyett for helping to promote the Healthy New Euless program.
He congratulated Mike Brown on being the next new council member in May.

r.. Council Member Miller stated that Saturday, April 1, is the Texas Trash-Off and that a
lot of volunteers are needed to meet at 8:00 a.m. at Showplace Lanes to begin picking
up trash along the roadways. He congratulated Rick Clark and Kurt Kasson. He noted
that Esther Johnson had a good point regarding the shopping center on Pipeline Road,
and he suggested city staff get involved with the owners of the property to see if they
can assist in obtaining some good uses for the strip shopping center. He stated it was
good to see Randy Byers in the audience.
Council Member Martin congratulated Rick Clark, noting that he loves firefighting and
ranching. She congratulated Kurt for being recognized by his peers. She stated she
will try to walk 10,000 steps a day for the Healthy New Euless promotion. She thanked
Joe Hennig and Ron Young for their work on a neighbor's sewer problem, which was
handled by the afternoon that she called.
Council Member Hogg congratulated the city employees recognized stating he was glad
to see them get awards. He stated that each council member has been asked to walk
in the park the week of April 24th, and invited citizens to walk with him on Tuesday, April
25, at Heritage Park and, perhaps, even over to the Old Iron Bridge.
Council Member Tyson congratulated Rick Clark and Kurt Kasson. He thanked Mike
Collins for his work on the gas well drilling lease, and for all the education he had to
gain in order to guide the city in this project.
Mayor Saleh expressed congratulations to all the city employees. She stated that Kurt
Kasson has brought a lot of attention to the City of Euless with his award. She stated
that Youth Art Month was celebrated in March, and that there was art from all the
Euless elementary schools on display at the Old Bedford School this last Saturday. She
stated it was nice to be able to attend the Tarrant County Historical Committee meeting
where a historical plaque was replaced on the first Mosier Valley School. She
introduced Kate Lyon as the new library administrator, and noted that $2,500 was made
by the library book sale last weekend. She thanked the council and staff who attended
the Tongan celebration this past weekend.
