EULESS CITY COUNCIL
APRIL 25, 2006
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 5:03 p.m. on Tuesday, April 25, 2006, in the Precouncil Conference Room of
City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor
Pro Tern Glenn Porterfield, Council Members Carl Tyson, Leon Hogg, Linda Martin, and
Charlie Miller. Council Member Veva Lou Massey was absent. The precouncil meeting
included a tour of Building B that is being refurbished; a viewing of the new fire truck; a
finance report for the month of March by Finance Administrator Vicki Rodriquez and
Finance Controller Gary Yakesch; a code/development update by Director of Planning
and Development Mike Collins; a report on the hazmat collection day held the previous
Saturday by Director of Economic Development Bill Ridgway; a request by Mayor Pro
Tern Glenn Porterfield that future meals at city council meetings be selected by city
council members; and a review of agenda items.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for the consideration of scheduled items.

Council Member Carl Tyson gave the invocation.
PLEDGE OF ALLEGIANCE
Boy Scout Troop #333 led the Pledge of Allegiance.
ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH OF MAY
Assistant City Manager Loretta Getchell and Information Services Administrator Dan
McLain introduced Computer Services Specialist Brett Bennett, his wife, Tammy, son,
Zachary, and daughter, Brooke. Mayor Saleh presented Brett with a plaque for being
selected employee of the month for May.
ITEM NO. 2 RECOGNITION OF RECIPIENT OF THE EAGLE SCOUT AWARD
FROM THE BOY SCOUTS OF AMERICA
Mayor Saleh presented a Certificate of Recognition to Joshua Tadlock, with Boy Scout
Troop#333, for receiving the Eagle Scout Award from the Boy Scouts of America.
ITEM NO. 3 PRESENTATION OF PROCLAMATION
- Council Member Martin presented a proclamation to Barbara Girouard and a group of
Red Hat Society ladies proclaiming April 25, 2006, as "Red Hat Society Day".
ITEM NO. 4 PRESENTATION OF PROCLAMATION
Council Member Miller presented a proclamation to Building Official Kurt Kasson
proclaiming May 7, through May 13, 2006, as "Building Safety Week".
ITEM NO. 5 PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION
AWARD
Mayor Pro Tem Porterfield presented the Government Finance Officers Association
Distinguished Budget Presentation Award to Finance Administrator Vicki Rodriquez.
ITEM NO. 6 ANNUAL RECYCLING REPORT
Cheryl Brock, Municipal Marketing Manager with Community Waste Disposal (CWD),
gave an annual report on the amount of recycling materials collected in the City of
Euless, and she presented Mayor Saleh with a glass vase made entirely from recycled
glass.

Council Member Hogg motioned to approve Consent Agenda Items numbered 7
through 10.

ITEM NO. 7 AWARD OF BID NO. 019-06
Awarded Bid No. 019-06 to Estrada Concrete, 1623 Garza Avenue, Dallas, Texas,
75216 for concrete repairs in the estimated expenditure of $179,200, and authorized
use of REC General Contractors and T/J Concrete as secondary vendors should the
primary vendor become unresponsive.
ITEM NO. 8 RENEWAL OF BID NO. 018-04
Awarded one-year renewal of Bid No. 018-04 to Atlas Utility Supply Company, 2301
Carson Street, Fort Worth, Texas, 76117, for utility repair materials required to construct
and maintain water and sewer systems, in the amount of$325,090.
,`, ITEM NO. 9 RENEWAL OF THE ANNUAL AGREEMENT FOR ASPHALT SLURRY
SEAL
Approved purchasing asphalt slurry seal from Viking Construction Inc., 2592 Shell
Road, Georgetown, Texas, 78628, through the purchasing agreement with the City of
Hurst, in the estimated expenditure of $65,000.
ITEM NO. 10 APPROVAL OF CITY COUNCIL MINUTES
Approved the minutes of the Regular City Council Meeting of April 11, 2006.
REGULAR AGENDA
ITEM NO. 11 APPROVAL OF THE FIRST AND FINAL READING OF ORDINANCE
NO. 1733
Council Member Tyson motioned to approve the first and final reading of Ordinance No.
1733 denying Atmos Energy Corporation, Mid-Tex Division's request for a 2005 interim
rate adjustment.
Council Member Miller seconded the motion.

and Miller

ITEM NO. 12 APPROVAL OF SITE PLAN NO. 06-01-SP
Director of Planning and Development Mike Collins stated that Fastenal Company is
requesting approval to build a 5,920 sq. ft. commercial wholesale supply and
warehouse development on Lot 7, Block A, St. Michaels Subdivision, located at 2750
W. Euless Blvd. Access into the development is provided through a 25 ft. mutual
access easement with an existing drive cut located just to the east on the adjacent lot.
All of the platted lots along the north side of Euless Blvd. in this area have been
provided access in a similar manner. The proposed development will abut single-family
zoned property; therefore, the existing masonry screening wall and landscape buffer
installed when the property to the east was developed will be continued along the north
property line of this development.
Council Member Miller motioned to approve Site Plan No. 06-01-SP for Fastenal Co.,
on Lot 7, Block A, St. Michaels Subdivision, located at 2750 W. Euless Blvd.
Mayor Pro Tem Porterfield seconded the motion.

ITEM NO. 13 PUBLIC COMMENTS
Mr. Steve Symonds, 705 Glade Road; Pam Pereine, 2909 Roxboro; Rebecca Adair,
3006 Roxboro; George Moore, 1104 Aransas; and Mary Littlepage, 505 Shelmar, spoke
regarding the proposed widening of Glade Road.
ITEM NO. 14 REPORTS
STAFF REPORT
There was no staff report.
CITY MANAGER
Deputy City Manager Gary McKamie stated that a city employee, Public Safety Officer
Joe Domian, passed away unexpectedly yesterday and asked that everyone keep the
r.. Domian family in prayer. He stated that he would be happy to visit with Steve Symonds
and the others concerned about the widening of Glade Road after the meeting.

CITY ATTORNEY
City Attorney Bob McFarland stated he had nothing to report.
CITY COUNCIL
Mayor Pro Tern Porterfield congratulated Computer Services Specialist Brett Bennett on
being selected employee of the month and Joshua Tadlock for attaining the rank of
Eagle Scout. He stated he was proud of Building Official Kurt Kasson and the awards
he receives, and congratulated Finance Administrator Vicki Rodriquez for the award she
earned for the city and for the work she does that makes the council's jobs easier. He
stated he was pleased to have the Red Hat Society ladies in attendance. He thanked
Cheryl Brock for her report from Community Waste Disposal. He expressed
appreciation for those who spoke tonight, and noted it is hard for the council to be
aware of all issues that surround projects. He stated the council does listen to the
citizens, but in this case, the project is already under contract; however, they do
appreciate citizen comments. He stated that the Healthy New Euless program has
begun and citizens can take a stroll with a different council member each day this week.
He invited the audience to walk with him on Friday morning at 8:30 a.m. at the Texas
Star Golf Course. He noted that this will be the first and only opportunity to walk at least
half of the course without playing golf.
Council Member Miller thanked Cheryl Brock for the presentation on recycling and
Nur noted that CWD is unique in that they give the city a report each year. He congratulated
the Red Hat Society ladies, and said they are a powerful organization. He stated his
appreciation of the citizens talking about Glade Road, and he noted that city council
members and staff give a lot of time and thought to projects in the city. He said that as
council members they have to move traffic, and roads are necessary to do that. He said
the new shopping center on Glade Road is welcomed by all those citizens who have
been asking for restaurants in the City of Euless. He pointed out that in the Euless park
system, the trails now go from Bob Eden Park to Bear Creek Park, and he encouraged
people to use the trails.
Council Member Martin congratulated Brett Bennett on being named employee of the
month, stating it is a well-deserved recognition. She congratulated Joshua Tadlock and
noted that Eagle Scout is difficult to achieve. She also congratulated Vicki Rodriquez
and Kurt Kasson for the honors they have received, and she welcomed the Red Hat
Society ladies. She encouraged the audience to join her for a walk through Bob Eden
Park on Wednesday at 5:30 p.m.
Council Member Hogg gave kudos to the employees for all the work and help they give
the council. He stated he led a walk earlier that morning and about 35 people joined
him as they walked around Heritage Park and down to the Old Iron Bridge. He
encouraged everyone to visit Heritage Park and see the historical buildings there.
Council Member Tyson stated he is proud to live in Euless. He congratulated Brett
,`` Bennett, Kurt Kasson, and Vicki Rodriquez stating that Euless has a great staff who put
in a tremendous amount of overtime, often without pay, and they do a lot of hard work.
He thanked the citizens for attending the meeting and for their input. He congratulated

Joshua Tadlock on his accomplishment of attaining the rank of Eagle Scout and the
`.. Red Hat Society ladies on the great job they do. He thanked Cheryl Brock for all she
does with CWD.
Mayor Saleh stated her appreciation for the staff, council, and citizens for all the work
they do for the city. She stated that the Citizen Police Academy and the Citizen Fire
Academy recently held graduations. She thanked the citizens for attending the meeting.
She noted that the voluntary organizations, Euless Library Foundation and Friends of
the Library, have joined together and the recent book sale made $2,500. The Euless
Library Foundation gave $2,600 to the Euless Summer Reading Program and $1,100
for a bookshelf. She stated that two Euless residents involved with the library, Vic Shull
and Jackie Weathers, a prolific writer and artist, recently passed away. Vic Shull's
family donated $2,900 to the library, and Jackie's daughter is donating her entire
collection of books to the library. She noted that the Relay for Life, an American Cancer
Society annual fundraiser, will hold their walk for the first time in Euless at Trinity High
School on Friday, April 28, at 6:00 p.m. She stated that Nanette Rix with HEB Harris
Hospital is chairing it, and 106 teams with 2,500 people are scheduled to walk and have
already raised $91,000.
