CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 4:10 p.m. on Tuesday, May 9, 2006, in the Precouncil Conference Room of
City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor
Pro Tem Glenn Porterfield, Council Members Carl Tyson, Leon Hogg, Linda Martin,
Charlie Miller, and Veva Lou Massey. The precouncil meeting included a DFW Airport
Development update by Director of Economic Development Bill Ridgway; alternative
masonry discussion regarding fiber concrete board by Director of Planning and
Development Mike Collins and Building Official Kurt Kasson; an update on the Euless
Pride project by City Manager Joe Hennig; a report regarding the warrant roundup by
Assistant Police Chief Bob Freeman; a public works facility update by Deputy City
Manager Gary McKamie and Director of Public Works Ron Young; and a review of
agenda items. The city council convened into closed session at 6:15 p.m. for
deliberation regarding economic development negotiations regarding the Shops at
Vineyard Village, Beall Concrete, and the Sutherland Building as authorized by Section
551.087 of the Texas Government Code. The city council reconvened into open
session at 6:55 p.m.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for the consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF SERVICE PINS
Texas Star General Manager Glenda Hartsell-Shelton introduced Texas Star Golf
Superintendent Scott Boven, his wife, Julie, and sons, Shane and Lane. Fire Chief Lee
Koontz introduced Fire Secretary Melissa Thomas and her sons, Tyler and Alex.
Human Resources/Risk Administrator J. T. Ackerman introduced Benefits Technician
Anniece McKanna and her daughters, Alyssa and LeAnne, and her parents, John and
Peggy Vandiver. Mayor Saleh presented Scott Boven and Melissa Thomas with 5-year
service pins and Anniece McKanna with a 20-year service pin.
ITEM NO. 2 RECOGNITION OF RECIPIENT OF THE EAGLE SCOUT AWARD
FROM THE BOY SCOUTS OF AMERICA
Mayor Saleh presented a Certificate of Recognition to Billy Dale Miller for attaining the
rank of Eagle Scout from the Boy Scouts of America.
ITEM NO. 3 PRESENTATION OF PROCLAMATION
Council Member Carl Tyson presented a proclamation to Director of Public Works Ron
Young proclaiming May 21 through May 27, 2006, as "National Public Works Week".

Council Member Martin motioned to approve Consent Agenda Items 4 and 5.
Council Member Hogg seconded the motion.

ITEM NO. 4 APPROVAL OF RESOLUTION NO. 06-1223
Approved Resolution No. 06-1223 rescheduling the Regular City Council Meeting from
May 23, 2006, to May 30, 2006.
ITEM NO. 5 APPROVAL OF CITY COUNCIL MINUTES
Approved the minutes of the Regular City Council Meeting of April 25, 2006.
REGULAR AGENDA
ITEM NO. 6 HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 06-02-
SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 1734
Mayor Saleh opened the public hearing at 7:25 p.m. for Specific Use Permit No. 06-02-
SUP on Lot 1R1, Block 1, Glade Crossing Shopping Center, located at 101 Glade Rd.
#201, for House of Paws dog day care.
Director of Planning and Development Mike Collins stated that Scott Mattson is taking
over ownership and operation of the House of Paws, which requires approval of a new
specific use permit. Operation will continue as it had under the previous owner.
Mr. Scott Mattson, 2617 Bayberry, stated that his wife and daughter have worked at the
dog day care for several years, and his daughter will be the manager.
There being no additional proponents or opponents, Mayor Saleh closed the public
hearing at 7:28 p.m.
Council Member Miller motioned to approve the first and final reading of Ordinance No.
1734 for Specific Use Permit No. 06-02-SUP on Lot 1R1, Block 1, Glade Crossing
Shopping Center, located at 101 Glade Rd. #201, for House of Paws Dog Day Care
subject to the following conditions: (1) Tied to the owner, Scott Mattson, d.b.a. House of
Paws; (2) No overnight boarding/care of pets; and (3) Valid for one year.
Council Member Massey seconded the motion.

ITEM NO. 7 HELD PUBLIC HEARING AND AUTHORIZED CITY MANAGER TO
ti.. CONVERT PORTIONS OF TEXAS STAR SPORTS COMPLEX FOR
THE SUBSURFACE DRILLING AND EXTRACTION OF NATURAL
GAS
Mayor Saleh opened the public hearing at 7:29 p.m. regarding subsurface drilling and
extraction of natural gas from land in the Texas Star Sports Complex.
Director of Planning and Development Mike Collins stated the City of Euless seeks to
convert the subsurface areas of portions of the Texas Star Sports Complex for the
purpose of off-site subsurface gas drilling and extraction in accordance with the Texas
Parks and Wildlife Code, Chapter 26. He pointed out that there will be no surface rights
granted for drilling or any other related activities. Therefore, there will be no property
damage or drilling activity nuisance. This conversion only proposes the use of the
subsurface. Any drilling activity proposed on property located within the city limits will be
subject to the City of Euless Gas Drilling Ordinance.
Mayor Saleh asked for any proponents.
In response to questions by Karen Gilleland, co-owner of Shields Trophy, Director of
Planning and Development Mike Collins stated that drilling must be a minimum of 600
feet from any structures. He stated that at this time the city does not know specifically
where drilling will take place; however, there will not be any drilling allowed in the parks
Non. area. He stated that a truck route would also have to be approved.
In response to questions by George Moore, 1104 Aransas, City Manager Joe Hennig
stated a geological survey has not been done, but that it is believed that the Barnett
Shale is beneath the property. He noted that bids will be opened on May 18th
There being no additional proponents or opponents, Mayor Saleh closed the public
hearing at 7:39 p.m.
Council Member Hogg motioned to find that no feasible or prudent alternative exists to
drilling and extracting gas from underneath the park sites; the proposed conversion
includes all reasonable planning to minimize harm to the park land; and authorized the
city manager to convert park land in Texas Star Sports Complex, specifically located in
certain portions of land situated in Lot 1, Block A, Softball World Addition; Lot 1, Block
A, Texas Star Addition; and Lot 1, Block 1, Flight Instrument Addition, for subsurface
drilling and extraction of natural gas.
Mayor Pro Tem Porterfield seconded the motion.

ITEM NO. 8 REQUEST BY GEORGE R. MOORE TO ADDRESS CITY COUNCIL

George R. Moore, 1104 Aransas Drive, addressed the council regarding Euless water
and sewer rates.
City Manager Joe Hennig, Deputy City Manager Gary McKamie, and Council Member
Miller responded to some of Mr. Moore's statements regarding the city's finances.
ITEM NO. 9 PUBLIC COMMENTS
Esther Johnson, 1205 Pebble Creek Drive, addressed the council regarding a T-Mobile
tower being erected near Morrisdale Estates.
Steve Symonds, 705 Glade Road, addressed the council regarding the lack of public
hearings prior to the bidding for construction of Glade Road.
ITEM NO. 10 REPORTS
STAFF REPORT
There was no staff report.
CITY MANAGER

City Manager Joe Hennig pointed out that, in response to the citizen who commented
on the T-Mobile tower, staff typically does not notify citizens when a structure meets
code and is a permitted use. He agreed that the city should have done a better job of
meeting with citizens regarding the Glade Road reconstruction project. He stated the
reconstruction is a Grapevine project, but Euless has had input and is paying half the
cost. He noted that there will be a TXDOT public meeting on May 25th at First Baptist
Church Campus West from 7:00 p.m. to 9:00 p.m. regarding the design and plans for
SH 183 construction project. He noted that beginning June 1, Senior Connection will be
providing meals at the Simmons Senior Center for those 60 years and older. The cost
of the meals will be by donation, and there will be no cost to the City of Euless. He
stated that tonight is Planning and Development Manager Eric Wilhite's last council
meeting. He stated Eric will be going to the City of North Richland Hills, and that he has
meant a lot to the City of Euless and is wished the best.
CITY ATTORNEY
City Attorney Bob McFarland stated the Texas Legislature's Ways and Means
Committee is currently listening to comments on revenue caps.
CITY COUNCIL
Council Member Martin thanked the citizens for their comments tonight. She stated that
although there have been many people lamenting the fact that there was no Arbor Daze
this year, Director of Parks and Community Services Ray McDonald's department has

been busy with Steppin Out, Kid Fish, and the annual plant sale among other things.
N.. She congratulated Benefits Technician Anniece McKanna, Texas Star Golf Course
Superintendent Scott Boven, and Fire Secretary Melissa Thomas on receiving their
service pins. She stated she hated to see Planning and Development Manager Eric
Wilhite go. She noted that this is also Council Member Massey's last council meeting,
and thanked her for all she has done for the city.
Council Member Hogg thanked all the employees.
Council Member Tyson reiterated the importance of the city's employees. He
congratulated Anniece McKanna, Scott Boven, and Melissa Thomas, stating he
appreciated the amount of time they put in at the city. He thanked Council Member
Massey for all she has done, and noted he will not be here for the next council meeting
and her reception on May 30. He thanked the public works employees, and stated his
appreciation for the fact that the water and sewer works at his home.
Council Member Massey congratulated Anniece McKanna, Scott Boven, and Melissa
Thomas, noting that she has known Anniece since she was a child. She also
congratulated Billy Dale Miller for attaining the rank of Eagle Scout. She noted that this
is her last council meeting, and that Michael Brown will be sworn in at the next meeting.
She thanked the city council and staff for all the support she has received, and urged
Michael Brown to consider what is best for the citizens when making his decisions, and
that he will take care of the employees and may God bless his service for the city.
Mayor Pro Tem Porterfield congratulated Anniece McKanna, Scott Boven, Melissa
Thomas, and Billy Dale Miller. He thanked Council Member Massey for her service,
stating it has been a pleasure to serve with her. He wished Eric Wilhite his best at
North Richland Hills.
Council Member Miller stated his appreciation for Council Member Massey, and noted
that her votes have been made in the best interest of the citizens. He stated he realizes
Eric Wilhite has made a tough decision to leave Euless. He thanked the public works
employees, noting they are unsung heroes. He thanked the citizens for attending and
giving their comments. He stated the city has come a long way, and that the council
and staff have been good stewards of the citizens' money.
Mayor Saleh stated the citizens voted in the one-half cent sales tax in 1993 to help fund
the library, parks and economic development; and the rental car agency brings in
approximately $4 million a year in revenue. She agreed that the council and staff have
been good stewards of the citizens' money. She also noted that in recent years the city
has put in a new water meter reading system that cuts the time to read meters from a
week to one day per area, replaced water and sewer pipes, and widened and
reconstructed several streets. She stated that a tree poem contest was held for the
city's 4th graders to celebrate Arbor Day, and the winning class was from Lakewood
Elementary. She stated the winning poem will be put on a slate and installed at The
Preserve at McCormick Park. She noted that Council Member Massey's family has
N"" given up a lot for her to serve, and stated she will miss her and wished her the best.
