MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL NOVEMBER 28, 2006 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:08 p.m. on Tuesday, November 28, 2006, in the Precouncil Conference Room of City Hall, 201 N. Ector Drive. Those present included: Mayor Pro Tern Linda Martin and Council Members Carl Tyson, Leon Hogg, Charlie Miller, Glenn Porterfield, and Michael Brown. The precouncil meeting included a general overview of the results of a recent survey of businesses led by Director of Economic Development Bill Ridgway and Peggy Dodson who conducted the survey; a financial report for Fiscal Year 2005-2006 by Finance Administrator Vicki Rodriquez and Finance Controller Gary Yakesch; discussion concerning private streets led by Director of Planning and Development Mike Collins; discussion regarding the Sulphur Branch Drainage Channel by Director of Public Works Ron Young; and a review of agenda items. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. INVOCATION Father Michael Holmberg, St. Michael Catholic Church, gave the invocation. PLEDGE OF ALLEGIANCE Metroplex Chapel Academy Preschool students led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR DECEMBER Assistant Police Chief Harland Westmoreland introduced Police Office Tech Kami Copeland, and her husband, Charley, and Mayor Saleh presented her with a plaque for being selected employee of the month for December. ITEM NO. 2 PRESENTATION OF SERVICE PINS Director of Planning and Development Mike Collins introduced Inspector Brian McGarry, his wife, Sandi, daughter, Madyson, and son, Zach. Fire Chief Lee Koontz introduced Firefighter/Paramedic Chad Olsen. Mayor Saleh presented Brian and Chad with 10- year service pins. CONSENT AGENDA Council Member Hogg motioned to approve Consent Agenda Items numbered 3 through 6. Council Member Porterfield seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Tyson, Hogg, Miller, Porterfield, and Brown Nays: None Mayor Saleh declared the motion carried. ITEM NO. 3 AWARD OF BID NO. 008-05 Awarded Bid No. 008-05 to Branch Smith Printing, 1200 St. Louis Avenue, Fort Worth, Texas, 76104 for printing of the "Euless Today" magazine, in the amount of $37,580 for one year. City Council Meeting Page 3 of 6 November 28, 2006 ITEM NO. 4 APPROVAL OF PURCHASE OF TEXAS STAR MAINTENANCE EQUIPMENT PACKAGE Approved purchase of Texas Star Golf Course maintenance equipment from Professional Turf Products through the Texas Local Government Purchasing Cooperative, also known as Texas Buy Board program, in the amount of$322,050. ITEM NO. 5 APPROVAL OF EXTENSION OF CONTRACT FOR MUNICIPAL COURT JUDGE Approved a one-year extension of the contract for Municipal Court Judge Lacy Britten to expire December 31, 2007. ITEM NO. 6 APPROVAL OF CITY COUNCIL MINUTES Approved the minutes of the Regular City Council Meeting of November 14, 2006. REGULAR AGENDA ITEM NO. 7 APPROVAL OF PURCHASE OF QUINT FIRE TRUCK Mayor Pro Tem Martin motioned to approve the purchase of a 75' mid-mount Quint Fire Truck from Sutphen Corporation through Texas Buy Board program with the 2006 CAT engine and Compressed Air Foam System (CAFS) included, in the amount of $624,859.97. Price includes a discount for 75% pre-payment. Council Member Brown seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Tyson, Hogg, Miller, Porterfield, and Brown Nays: None Mayor Saleh declared the motion carried. ITEM NO. 8 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1760 Council Member Miller motioned to approve the first and final reading of Ordinance No. 1760 amending Chapter 30 "Fees" of the City of Euless Code of Ordinances by adding a new Section 30-45, "Gas Well Permit and Contract Fees." Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Tyson, Hogg, Miller, Porterfield, and Brown Nays: None City Council Meeting Page 4 of 6 November 28, 2006 r.. ITEM NO. 9 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO. 1763 Council Member Brown motioned to approve the first and final reading of Ordinance No. 1763 amending Section 54-32, "Hours of Operation; Posting of Signs", and adding Section 54-33, "Swimming and Boating Activities Prohibited", to the Code of Ordinances establishing park curfew hours and prohibiting swimming, boating and other activities in or on bodies of water within city parks other than swimming pools. Mayor Pro Tern Martin seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Tyson, Hogg, Miller, Porterfield, and Brown Nays: None Mayor Saleh declared the motion carried. ITEM NO. 10 OPEN PUBLIC HEARING FOR ORDINANCE NO. 1764 AND CONTINUE TO DECEMBER 12, 2006 Mayor Saleh opened the public hearing for Ordinance No. 1764 amending Chapter 84, "Unified Development Code", Section 84-181, "Exterior Façade Requirements", of the Code of Ordinances. Council Member Porterfield motioned to continue the public hearing to December 12, 2006. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Tyson, Hogg, Miller, Porterfield, and Brown Nays: None Mayor Saleh declared the motion carried. ITEM NO. 11 PUBLIC COMMENTS There were no public comments. City Council Meeting Page 5 of 6 November 28, 2006 ITEM NO. 12 REPORTS STAFF REPORT Director of Parks and Community Services Ray McDonald gave an update on the Parade of Lights to be held Saturday, December 2, along Midway Drive. He stated the theme is Rock and Roll Christmas and 93 floats have been entered. Director of Public Works Ron Young noted that a ribbon cutting will be held on Friday, December 1, at 10:30 a.m. at W. Pipeline Road and Westpark Way for the opening of the reconstructed portion of W. Pipeline Road from SH 10 to Central Drive. Fire Chief Lee Koontz stated that the new Quint fire engine should be here by December, 2007. CITY MANAGER City Manager Joe Hennig had nothing to report. CITY ATTORNEY City Attorney Paul Wieneskie stated that he was glad to be at the council meeting tonight. CITY COUNCIL Council Member Tyson congratulated Firefighter/Paramedic Chad Olsen and Inspector Brian McGarry on receiving their 10-year service pins, and Police Office Tech Kami Copeland on being selected employee of the month. Council Member Hogg expressed kudos to all employees, especially Chad Olsen, Brian McGarry, and Kami Copeland. He stated he was looking forward to attending the National League of Cities (NLC) conference next week. Mayor Pro Tern Martin congratulated Kami Copeland noting that she knew her when she was a cadet, Brian McGarry who is a neighbor, and Chad Olsen noting that both he and his wife, who is a doctor, work in the medical field. She stated she hoped to see everyone at the Parade of Lights. Council Member Miller congratulated Chad Olsen, Brian McGarry, and Kami Copeland and commented that it had been a tough football weekend. Council Member Porterfield congratulated Chad Olsen, Brian McGarry, and Kami Copeland. He stated he is pleased that Fire Chief Koontz is getting a new Sutphen fire engine. He pointed out that equipment was approved tonight for the Texas Star Golf Course and that the golf course is a source of extreme pride for the City of Euless. He stated that golfers around the country know Texas Star as a quality municipal golf course. City Council Meeting Page 6 of 6 November 28, 2006 Ns. Council Member Brown congratulated Brian McGarry and Chad Olsen. He stated that he worked with Kami Copeland when she was a cadet. He stated that he agrees that Texas Star is a quality facility, and that he and his wife are hooked on the Sunday brunch at Raven's Grille. He noted that Trinity High School football has given Euless a lot of publicity and that they are winners in his eyes. Mayor Saleh stated the city has received a lot of good responses regarding David Allen's GIS presentation at Tarrant County College. She noted that the Wall Street Journal had the Trinity Trojans on the front page, and that her son, who lives in the Woodlands, received e-mails from coworkers around the country about the Trojans. She stated it was good to hear Peggy Dodson's survey report at precouncil. She stated that Euless is a great city, has a great football team, and a great group of citizens. She reminded everyone of the Parade of Lights on Saturday, December 2, and the Christmas at Heritage Park on Saturday, December 9.
