MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL APRIL 24, 2007 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:05 p.m. on Tuesday, April 24, 2007, in the Precouncil Conference Room of City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Linda Martin, and Council Members Carl Tyson, Leon Hogg, Charlie Miller, and Glenn Porterfield. The precouncil meeting included an update by City Manager Joe Hennig on proposed legislation dealing with appraisal and revenue caps for local governments. He also reported that the citizens who previously requested the proposed parental notification resolution be placed on this agenda subsequently requested it be postponed until the May 8 agenda. Developer Kent Donahue, assisted by Terry Belcher, engineer with Mycoskie and Mcinnis & Associates, Mike Chambers and Geoff Smith with Rubloff Development, and Paul Wendland with Jackson Walker Construction, gave a video presentation of the proposed Glade Park development and answered questions about the development. Deputy City Manager Gary McKamie reviewed a proposed minor `.. change to the Burk Collins Developer Agreement be considered on the May 8 agenda. A discussion led by City Manager Joe Hennig and Planning and Development Director Mike Collins reviewed maintenance options for the private streets in the Arbor Glen subdivision and for Tall Timbers Lane. Director of Parks and Community Services Ray McDonald reviewed plans for the upcoming Arbor Daze festival and the regular agenda items were reviewed. The city council convened into closed session at 6:27 p.m. for deliberation of contemplated and pending litigation regarding New Three Millennium vs. City of Euless and Champion Sweeping vs. City of Euless as authorized by Section 551.071 of the Texas Government Code, and deliberation of real property for the Public Works facility as authorized by Section 551.072 of the Texas Government Code. They reconvened into open session at 7:00 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:05 p.m. for the consideration of scheduled items. INVOCATION Pastor Kevin Eldridge, New Life Covenant Church, gave the invocation. PLEDGE OF ALLEGIANCE Boy Scout Troop #253 led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE THE MONTH FOR MAY Director of Public Works Ron Young introduced Public Works Field Tech Tim Johnson. Mayor Saleh presented Tim with a plaque for being selected employee of the month for May. ITEM NO. 2 PRESENTATION OF PROCLAMATION Mayor Saleh presented Director of Parks and Community Services Ray McDonald with a proclamation proclaiming April 27, 2007, as Arbor Day. REGULAR AGENDA ITEM NO. 3 RENEWAL OF BID NO. 019-06 Council Member Miller motioned to approve renewal of Bid No. 019-06 with Estrada Concrete, 1623 Garza Avenue, Dallas, Texas, 75216, for concrete repairs for one year in the estimated expenditure of $275,000. T/J Concrete and REC Contractors were approved as the secondary vendors should the primary vendor become unresponsive. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Tyson, Hogg, Miller, and Porterfield r.. Nays: None Mayor Saleh declared the motion carried. City Council Minutes Page 3 of 5 April 24, 2007 ITEM NO. 4 RENEWAL OF THE ANNUAL AGREEMENT FOR ASPHALT SLURRY SEAL Council Member Tyson motioned to approve renewal of agreement with Viking Construction Inc., 2592 Shell Road, Georgetown, Texas, 78628, for asphalt slurry seal through an interlocal agreement with the City of Hurst, in the estimated expenditure of $100,000. Mayor Pro Tem Martin seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Tyson, Hogg, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 APPROVAL OF CITY COUNCIL MINUTES Council Member Hogg motioned to approve the minutes of the Regular City Council Meeting of April 10, 2007. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Tyson, Hogg, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 PUBLIC COMMENTS There were no public comments. City Manager Joe Hennig played the video of the proposed Glade Park development for the audience. ITEM NO. 7 REPORTS STAFF REPORT Assistant Fire Chief Robert Isbell presented the 4th Annual Fire Department Report. He expressed appreciation for the Citizens Fire Academy Alumni Association, and stated that they have become an integral part of the department. They have developed a rehab group that is vital to their operation in rehabilitating the firefighters on the scene of a fire. Chief Isbell noted the fire department takes every opportunity to get involved in the community, to learn what the expectations are of the citizens for the fire department and to let the citizens know the services they provide. City Council Minutes Page 4 of 5 April 24, 2007 N., CITY MANAGER City Manager Joe Hennig stated he was very pleased to see Tim Johnson receive the honor of Employee of the Month and said he represents his department and the City as a whole very well. He stated the City is blessed to have such an outstanding Fire Department and the leadership of Fire Chief Lee Koontz and Assistant Fire Chief Robert Isbell and he appreciates the great job they do. He said there is no city that has better EMS and fire service than Euless. He noted that the Glade Park development will be a true showplace, although it will take several years to fully develop. He stated that the plans are expected to be approved by the end of June, and the developers hope to provide pad sites to tenants by Fall, 2007, and open by Christmas, 2008. He stated that a lot of work has gone into developing this property, and he expressed his appreciation to Mike Collins and his staff, and to Kent Donahue and Rubloff Development. CITY ATTORNEY City Attorney Paul Wieneskie stated he was glad to have the opportunity to attend the City Council Meeting tonight. CITY COUNCIL Mayor Pro Tem Martin congratulated Public Works Field Tech Tim Johnson, and stated No. he is well deserving of employee of the month. She stated that the Glade Park development is exciting. She reminded everyone that Arbor Daze will be this weekend. She noted that Haltom City experienced a tornado a couple of weeks ago, and that the Euless police and fire departments, as well as David Allen's GIS system, assisted in the emergency response. She thanked those involved. Council Member Hogg stated he always likes to take the opportunity to thank all the employees. He stated he is excited about the development of Glade Park. He noted that he and his wife, Jan, will be operating the T-shirt booth at Arbor Daze. Council Member Miller congratulated Tim Johnson. He stated that Robert Isbell gave an excellent fire report. He noted that the Texas Trash-Off was a good event with a good turnout. He remarked that Glade Park is finally coming to fruition, and it is going to be a home run for the city. Council Member Tyson congratulated Tim Johnson. He thanked the police and fire departments for their response to his 91 year old mother-in-law who had a medical emergency which caused an accident. He stated she is doing well. Council Member Porterfield congratulated Tim Johnson, stating he takes care of the citizens. He thanked Robert Isbell for the fire report, and stated that Euless has a great fire department and equally great police department. He thanked Ray McDonald for his work in bringing Arbor Daze back home. He noted that everyone is pleased with the development going on both sides of Glade Road and SH 121. He thanked Joe Hennig and all the staff for making it happen. City Council Minutes Page 5 of 5 April 24, 2007 Mayor Saleh stated her appreciation for Tim Johnson. She commented on the great event put on by the Library Foundation. She stated that she attended a great grand opening for Incredible Pizza and that there are a lot of fun things to do there. She noted that there are a lot of good things happening in Euless. She wished Joe Hennig a great vacation to Hawaii. She noted that early voting begins on Monday, April 30, and announced the following candidates for the upcoming city council elections: Place 1 — Carl Tyson, Tim Stinneford, Steve Symonds Place 3 - Linda Martin, George Moore Place 6 - Perry Bynum, Warren Wilson, Veva Lou Massey She noted that Steve Symonds submitted a letter withdrawing from the council election, although his name will still appear on the ballot.
