MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL JUNE 12, 2007 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, June 12, 2007, in the Precouncil Conference Room of City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Linda Martin, and Council Members Carl Tyson, Leon Hogg, Charlie Miller, and Glenn Porterfield. The precouncil meeting included reports from: > City Manager Joe Hennig and Director of Economic Development Bill Ridgway regarding solid waste and recycling contracts, the options of contract extensions or seeking requests for proposals, and the introduction of representatives from Duncan Disposal, Vince Hrabal; IESI, Norm Bulach; Allied Waste, Tim Powell and Beth Ann Gregory; and Community Waste Disposal, Greg Roemer; > Director of Public Works Ron Young regarding the Trinity River Water District drought contingency and water conservation plan and mosquito spraying; > Director of Planning and Development Mike Collins on the proposed Euless Pride projects; > and the review of agenda items. The city council convened into closed session at 6:27 p.m. for deliberation of pending litigation regarding Three New Millennium and George Moore vs. City of Euless, as authorized by Section 551.071 of the Texas Government Code. They reconvened into open session at 6:52 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:04 p.m. for the consideration of scheduled items. INVOCATION Reverend Jim Pack, Restoration Church, Euless, gave the invocation. r.. PLEDGE OF ALLEGIANCE Council Member Leon Hogg led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PIN Fire Chief Lee Koontz introduced Firefighter/Paramedic Dustin Benton and his wife, Melissa. Police Chief Mike Brown introduced Senior Police Officer James Blount and his wife Annette; Police Communications Supervisor Cathy Moody, her husband, Kevin, and son, Rickey, and his girlfriend, Melissa Hickson, and Melissa's brother and mother, James and Lean Hickson; and Senior Police Officer Roger Gatlin, and his wife, Brenda. Mayor Saleh presented Dustin Benton with a 5-year service pin, James Blount with a 10-year service pin, Cathy Moody with a 20-year service pin, and Roger Gatlin with a 25-year service pin. ITEM NO. 2 PRESENTATION OF LIBRARY PROJECT OF THE YEAR AWARD Library Administrator Kate Lyon introduced her husband, Pat Quadlander, and Library Secretary Karan Jasper, and explained how the "Read" poster was developed by Library personnel and Trinity High School students and how it has been used to motivate students in all grade levels to read more. Mayor Saleh presented Library �.. Administrator Kate Lyon with the 2007 Library Project of the Year Award received from the North Texas Library System for the City of Euless Library and Trinity High School "Read" poster. ITEM NO. 3 APPROVAL OF RESOLUTION NO. 07-1251 Council Member Miller motioned to approve Resolution No. 07-1251 agreeing to meet all match contribution requirements for the expenditures under the Tarrant County Home Investment Partnerships Program for Program Years 2005-2007. The City of Euless has been awarded grant funds in the total amount of up to $500,000 from the Department of Housing and Urban Development with the requirement that the city provide 25% matching funds in the form of cash and the waiver of applicable building and inspection fees in an amount not to exceed $125,000. The grant money will be used to assist Euless residents in eligible project activities including: essential improvements, energy efficiency improvements, lead-based paint hazard reduction, accessibility for disabled persons, incipient repairs of non-luxury items, site improvements, and utility connections. Mayor Pro Tem Martin seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Tyson, Hogg, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 4 APPROVAL OF RESOLUTION NO. 07-1252 Council Member Hogg motioned to approve Resolution No. 07-1252 declaring the determination not to update water and wastewater Impact Fees, Land Use Assumptions and Capital Improvement Plan. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Tyson, Hogg, Miller, and Porterfield Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 APPROVAL OF CITY COUNCIL MINUTES Council Member Miller motioned to approve the minutes of the Regular City Council Meeting of May 29, 2007. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Tyson, Hogg, Miller, and Porterfield City Council Minutes Page 4 of 5 June 12, 2007 Ns. Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 PUBLIC COMMENTS There were no public comments. ITEM NO. 7 REPORTS STAFF REPORT There was no staff report. CITY MANAGER City Manager Joe Hennig stated that an outstanding group of employees received service pins tonight, and they are an example of the kind of service-minded employees working for the city. He stated he is proud of the library, and the award they received is indicative of the extra mile they go in everything they do. He thanked Library Administrator Kate Lyon for her leadership. CITY ATTORNEY City Attorney Bob McFarland had no report. CITY COUNCIL Council Member Tyson congratulated Firefighter/Paramedic Dustin Benton, Senior Police Officer James Blount, Police Communications Supervisor Cathy Moody, and Senior Police Officer Roger Gatlin for their service and the great job they do for the city. He congratulated Library Administrator Kate Lyon and her staff on the award they received. Council Member Hogg stated he can't say enough about the employees, and he congratulated the four employees who represented 60 years of service tonight. He congratulated the library on winning the award for such a fantastic poster. He reminded everyone to vote in the runoff election. Mayor Pro Tern Martin stated she does not know all the employees, but she does know the four employees who received service pins, stating they are indicative of a great staff. She congratulated Kate Lyon and stated the poster will be inspirational to the younger students. She congratulated Texas Star General Manager Glenda Hartsell- Shelton, Chef John Aritua, Food and Beverage Manager Scott Foster on the great Chef's Dinner on Friday night at Raven's Grille. She congratulated Police Chief Mike Brown on a great Police Department Open House. City Council Minutes Page 5 of 5 June 12, 2007 Council Member Miller congratulated the employees who received service pins, and r.. also congratulated Kate Lyon on the award the library received. He stated a lot of people lost a good friend this last week, former Council Member Bobby Edwards. He thanked City Manager Joe Hennig, Deputy City Manager Gary McKamie, and Police Lt. Steve Kockos on the outstanding job they did in letting Katie know of Bobby's death before she received the news from someone in Oklahoma. He stated it was handled very professionally and couldn't say enough about those three people. He stated that when Kyle, Bobby's son, spoke at the funeral, he was proud at the mixture of people in attendance, and it was comforting to Katie to have so many people attend the funeral. Council Member Porterfield congratulated Dustin Benton, James Blount, Cathy Moody and Roger Gatlin on receiving their service pins. He stated he is proud of the library, Kate Lyon, Karan Jasper and all the staff. Mayor Saleh stated it was wonderful to hear of the 60 years of service to the city by the recognized employees. She announced that the Citizens Police Academy Alumni Association is having a barbeque fundraiser on Saturday, June 16. She stated she recently attended a Tarrant Regional Transportation Coalition meeting with lobbyists from Northeast Tarrant County in attendance who expressed appreciation for State Representative Todd Smith, State Representative Vicki Truitt, State Representative Kelly Hancock, Senator Kim Brimer, and Senator Chris Harris. She announced that adults, as well as children, can join the Summer Reading Program at the library. She reminded everyone of the June 16, runoff election at the library, which will also be the polling place for those in the Bear Creek Elementary precinct.
