OF THE EULESS CITY COUNCIL JULY 10, 2007 TOUR OF NEW PUBLIC WORKS FACILITY City Council Members and staff toured the new Public Works Facility located at 1513 Westpark Way between 5:00 and 7:00 p.m. CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 7:00 p.m. on Tuesday, July 10, 2007, in the Council Chambers of City Hall, 201 N. Ector Drive, for the consideration of scheduled items. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Leon Hogg, Council Members Tim Stinneford, Linda Martin, Charlie Miller, and Perry Bynum. Council Member Glenn Porterfield was out of town. City Council Minutes Page 2 of 8 July 10, 2007 INVOCATION Mayor Mary Lib Saleh gave the invocation. PLEDGE OF ALLEGIANCE Council Member Tim Stinneford led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF CERTIFICATE Mayor Saleh presented a certificate of congratulations to the Euless Giants T-Ball Team for winning First Place in the USSSA T-Ball World Series Tournament. Coaches Richard Smith, Will Lisenby, Steve Baumbach, and Jimmy Crooks were recognized. Director of Parks and Community Services Ray McDonald presented certificates to the following players: Jimmy Crooks, Trevon Hester, Ryder Smith, Nicklaus Baumbach, Dylan Herd, Logan Lisenby, Jake Franks, Braden Moreno, Logan Bolling, Jordan Blind, and Laki Ellis. ITEM NO. 2 PRESENTATION — GLADE PARKS PLANNED DEVELOPMENT Manager of Planning and Development Chris Barker made a presentation regarding the proposed Glade Parks Planned Development located west and adjacent to SH 121, south of Glade Road to Cheek Sparger Road. The Glade Parks Planned Development District is intended to promote the creation of contained, mixed-use development consisting of major retail, restaurants, neighborhood, pedestrian-oriented retail uses and residential neighborhoods to accommodate a range of compatible land uses, mixing employment opportunities with housing, retail, and service uses. REGULAR AGENDA ITEM NO. 3 AWARD OF REQUEST FOR PROPOSAL NO. 016-07 Council Member Martin motioned to award Request for Proposed No. 016-07 to Electronic Facility Systems (EFS), 2004 E. Randol Mill Rd., Suite 501, Arlington, Texas, 76011, for the purchase of a digital video records upgrade building security surveillance system, in the amount of $65,093. Council Member Stinneford seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. City Council Minutes Page 3 of 8 July 10, 2007 ITEM NO. 4 APPROVAL OF RESOLUTION NO. 07-1255 Council Member Stinneford asked Mr. Steve George to explain some of the contaminants effect on the ground water with regard to the article that was recently printed in the Star Telegram. Mr. Steve George, Environmental Consultant, 1605 Larkspur, Arlington, Texas, stated the studies indicate there will not be any contamination of the ground water. The contaminants that have been there over the last 50 years have been tested over the years and they have been stable and not moved. He stated the information in the newspaper was incorrect. City Attorney Bob McFarland stated that the resolutions are stating that Euless' ground water is not being adversely affected by the contaminants. Mayor Pro Tem Hogg motioned to approve Resolution No. 07-1255 supporting the application of Direct Fuels for a Municipal Setting Designation for the properties located at 12401, 12485, and 12625 Calloway Cemetery Road, Fort Worth, Texas. Council Member Miller seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 APPROVAL OF RESOLUTION NO. 07-1256 Council Member Miller motioned to approve Resolution No. 07-1256 supporting the application of Goodrich Corporation for a Municipal Setting Designation for the property located at 4000 FM 157, Fort Worth, Texas. Mayor Pro Tem Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 APPROVAL OF RESOLUTION NO. 07-1257 Council Member Bynum motioned to approve Resolution No. 07-1257 supporting the application of Sun Coast Resources, Inc., for a Municipal Setting Designation for the property located at 12409 Calloway Cemetery Road, Fort Worth, Texas. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. NOTE: Mayor Saleh recognized former Fort Worth Mayor Ken Barr and former Euless Mayor Jimmy Payton in attendance at the council meeting. ITEM NO. 7 BOARD AND COMMISSION APPOINTMENTS Mayor Pro Tem Hogg motioned to approve appointments to the following boards and commission: Crime Control and Prevention District Perry Bynum to replace Carl Tyson Euless Development Corporation Linda Martin to replace Carl Tyson Tim Stinneford to replace Michael Brown Planning and Zoning Commission Troy Mennis (from Zoning Board of Adjustment) to replace Perry Bynum Zoning Board of Adjustment Robert Wooldridge from Alternate#1 to Place#1 to replace Troy Mennis Harry Zimmer from Alternate #2 to Place #3 to replace Tim Stinneford This will move Steven Ellis up to Alternate #1 on ZBA Council Member Martin seconded the motion. City Council Minutes Page 5 of 8 July 10, 2007 ITEM NO. 8 APPROVAL OF MINUTES OF CITY COUNCIL MEETING Council Member Stinneford motioned to approve the minutes of the Special Called City Council Meeting of June 25, 2007, and the Regular City Council Meeting of June 26, 2007. Council Member Bynum seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 9 ACCEPTANCE OF CITY MANAGER'S RETIREMENT Mayor Saleh stated that on April 10, 2007, City Manager Joe Hennig announced in the City Council Meeting that he would retire effective October 1, 2007. She noted that Mr. Hennig will work as a consultant for the city until his retirement on September 30, 2007. Mayor Pro Tern Hogg motioned to accept the retirement of Joe C. Hennig as city manager. Council Member Stinneford seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Hogg, Council Members Stinneford, Martin, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. Joe Hennig mentioned that several Euless citizens had recently had a stroke of bad luck and noted that Billy Byers is home with his leg in a cast, Mayor Pro Tern Hogg is at the meeting after having surgery last week, Carl Tyson was at today's Rotary meeting after having surgery a week ago, and Helen Voss is doing well after knee surgery. He stated he remembered nine years ago when he talked to Police Chief Gary McKamie about becoming the Deputy City Manager and the fact it took about three discussions before Gary agreed. He stated tonight is not about his retirement, but about the appointment of Gary McKamie as city manager. He stated Gary will do an excellent job and he has a great staff and citizens that are involved. He stated his appreciation for the opportunity to have worked with a great staff and citizens. Council Member Bynum stated Joe Hennig did a great service to the city and expressed r.. his appreciation for Mr. Hennig. Mayor Saleh stated that she will miss Joe's humor and personality. Council Member Miller stated that Joe Hennig has done a great job for the city, noting the economic development aspects of the car rental agreement, Acme Brick, and Beall Concrete. He stated that as a council member and citizen, he believes Joe has put together the best projects economically for the city and has done a great job in that area. ITEM NO. 10 APPOINTMENT OF CITY MANAGER AND APPROVAL OF THE CITY MANAGER'S CONTRACT Council Member Martin motioned to appoint Deputy City Manager Gary McKamie as city manager and approve his employment contract. Council Member Stinneford seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. City Manager Gary McKamie stated that when he came to work for the city 34 years ago, he never thought he would be in this position. He noted that continuity in Euless is what makes Euless special. He stated that Jimmy Payton and Billy Byers went to bat for him early in his police career and have been there throughout the years. He stated that his relationship with the Byers began when Randy Byers, a police officer at the time, took him to his home for dinner. He noted that he met his wife, Paula, at the city, his children were born here and graduated from Trinity High School, and that Euless is truly his home. He stated that he had wanted to be police chief, but never really wanted to be city manager; however, he will give it all he has. He stated that Joe Hennig has set a great example, and he appreciates everyone's support and confidence. He stated his appreciation for the confidence that the council has in him, but much more the confidence they have shown in the employees, by not employing someone from outside. He stated he has confidence in the employees, and that they don't need a leader, but just a flag man to wave them on by. He thanked his wife, Paula, for her support. ITEM NO. 11 PUBLIC COMMENTS There were no public comments. ITEM NO. 12 REPORTS STAFF REPORT There was no staff report. City Council Minutes Page 7 of 8 July 10, 2007 CITY MANAGER City Manager Gary McKamie announced that he has asked Assistant City Manager Loretta Getchell to serve as Deputy City Manager beginning tomorrow, and Finance Administrator Vicki Rodriquez will become Finance Director. He stated that the demolition work on the Dickey Apartments is progressing well, and that Dickey Drive will be closed for the asbestos abatement and demolition. CITY ATTORNEY City Attorney Bob McFarland stated that if the city council had not appointed Gary McKamie as city manager he probably would've been right behind Joe Hennig. CITY COUNCIL Council Member Bynum stated that he and Mike Daniel, who was in the audience, go way back in regards to the baseball league. He noted that the Euless Giants T-Ball Team is the first team to make the World Series, and urged Director of Parks and Community Services to keep up the good work. He stated that he failed at the last council meeting to thank Boyce Byers and others for their support in his recent election campaign. Council Member Miller congratulated the Euless Giants T-Ball Team, noting that it is a " feat to win the World Series and receive such recognition. In regards to the Glade Parks presentation, he stated that the project has been a long time in coming. He noted that most people do not realize that area south of Glade Road to Mid-Cities Blvd. is in Euless. Council Member Martin stated they have so much to be thankful for in Euless from the Euless Giants T-Ball Team, to the new public works facility, staff and citizens. She stated she is so proud to be a part of the city. She thanked Joe for being such a great ambassador for the city and all the things he did, and noted that he will be missed. She stated she is grateful that the council has someone who can step in as city manager, and she thanked Gary McKamie for agreeing to do the job. Mayor Pro Tem Hogg thanked everyone for their prayers during his recent surgery. He stated he had a doctor at the Veteran's Hospital who graduated from Trinity High School in 1999. He thanked Joe for his years at the city, and stated he looks forward to working with Gary. Council Member Stinneford congratulated the Euless Giants T-Ball Team and thanked the coaches. He congratulated Gary on his new position and extended best wishes to Joe Hennig, stating he was an incredible city manager. He stated that he and several others went to the Texas Citizens Police Academy Alumni Association conference in Austin last week. He encouraged people in the audience to get involved with the citizens police and fire academies, which is a great opportunity to get to know city and its staff. City Council Minutes Page 8 of 8 July 10, 2007 Mayor Saleh stated it takes only 12 weeks to go through each academy and is a wonderful opportunity. She stated it has been a joy to work with Joe and that he is a fun person who can take a joke. She stated it has been a great time under Joe's management, and the city has further to go under Gary. She said she talked with former council member Carl Tyson, who recently had surgery, and he said he was feeling better than he had in months. She stated it has been a great night and a great year.
