Dear Citizen:
A CALLED PUBLIC HEARING will be held at 8:00 p.m. , Tuesday, July 22 , 1980, for the purpose of dis-
cussing the City' s proposed 1980-81 budget and calling a public hearing to set the City Tax Rate.
The City Council met in mid-June and early July with city administration persons and city depart-
ment heads for the purpose of preparing the 1980-81 budget and determining the necessary rate.
Work sessions were held at city hall and each department head presented requests for their
corresponding budgets. I am pleased to report most requests were the same , or in a few cases ,
less than last year, except for items which have increased in unit cost such as fuel , electricity,
chemicals , fertilizer, and the expendable items. The only three major areas involving increased
expenditures are: (1) an employee salary increase; (2) the addition in mid-year of three new
firefighters to begin training a staff to man the proposed Fire Station No. 3 to be constructed
north of Harwood Road from revenue sharing funds and previously sold bonds ; (3) several mainte-
nance items that must be preformed at the three buildings at city hall , which were constructed
in the late 1960's. I have told the press on several occasions that some amount of a tax ipereasr
would be necessary this year in order to have a balanced budget, while not reducing the number of
city employees or a major reduction in services expected by our citizens. The 1980-81 proposed
tax base will be approximately $0.70, based on 100% valuation, as compared with the present tax
rate of $0.94 based on 65% valuation. Additional dollars provided by the increase amount to only
$31 ,095 per month divided over the entire ad valorem tax roll . Example: a home valued at $40,000
in 1974, when our last re-evaluation was done, would pay an additional $3.00 in monthly city taxes
NEWSLETTER QUESTIONS: I will attempt to answer some of the questions and address suggestions
which many of you made in response to our last newsletter.
(1) When will the sidewalks on North Main Street, between Harwood Road and Midway Park, be
completed? Monies for this project were primarily from a grant through the Tarrant County Mayors
Council and, with the County handling plans and contract awards , we are told that work should be
underway by early fall .
(2) When will the Bear Creek Golf Course and Racquet Club be open and will Euless citizens be
able to use the facilities without joining the club? Yes , to the later question and late July
to early August on most of the facilities; Fees are set by D/FW Airport and AMFAC Hotel , who
operate the facility and will be shown in a later newsletter or the local newspaper, after they
are finalized. Euless has no tax funds or actual involvement in the facility; however, vie are
happy it is so close to our city limits.
(3) What car,. we do about vandal ' ?I do not have all the answers to this great prn lem. (Two
weeks ago over $2, ,000 in damage done In -Bear Creek Park even before it is comp ed. ) The
City has a reward for arrest an conviction of persons. involved in vandalism. Van ism is a
crime and we have placed signs in each neighborhood requesting persons to report any suspicious
activity to the Euless Police Department - 283-1526. VANDALISM is costing our taxpayers almost
$50,000 each yea! and seems to ` getting worse as the city grows.
(4) How does the City stand on `%we regional transportation question? The Council not dis-
cussed the question in detail , nor taken a firm stand,' either for or against the question to be
voted on in August; however, we would probably vote to join such a project if it helps provide
alternate transportation to the automobile in Euless and if other neighboring cities voted to
allow the one cent sales tax to be collected for same in their community.
(5) Swimming Pools: Complaints were received about persons draining water at various times into
their neighbors yards. This is inconsiderate, but' to Gate Euless has no ordinance to prohibit
same. In fact, we would encourage persons with pools to drain into the street where the water
can collect in the storm sewers. Please do not drain into the sanitary sewer system as the
City pays $0.85 per 1000 gallons for sewer treatment.
(6) Sewer Rates: These rates have increased sharply to the City by T.R.A. in recent weeks. In
fact, the City pays more per gallon of sewer water treated than for drinking water treatment.
LIBRARY: On July 1 , 1980, the City of Euless began enforcing City of Euless Ordinance No. 599.
This ordinance requires that persons either return library materials and pay their fine, or pay
the cost of replacing the materials which are overdue. If these charges are not paid within
thirty days of receipt of notice, a citation will be issued. If the citation and replacement
charges are not paid, or the materials are not returned, within eleven days of the date of the
citation , the matter will be given to the Warrant Officer for collection.
GARBAGE COLLECTION: The Tarrant County Waste Disposal Company, the private contractor who serves
the cities of Euless and Bedford in garbage collection, have recently opened their own trash
disposal facility. Mr. Buck Hubbard, the general manager, has offered citizens of Euless an
opportunity to use this facility on a fee basis. Unfortunately, the facility is actually located
in Fort Worth, slightly south of the Mosier Valley community, rather than being in the immediate
Bedford/Euless area. We have included a map on the back of this newsletter that has the times
the facility is open and the cost per load for dumping privileges. We trust this will be help-
ful in those instances when you have large amounts of trash too large to be picked up by
Tarrant County in their regular rounds.
USE OF CONTAINERS IN SHOPPING CENTERS TO LEAVE DISCARDED ITEMS: Call the various agencies and
have them pick up the items at the house to prevent other people from going through the discards
and leaving the location trashy. The agencies that can be called are the Association of Retarded
Citizens - 460-7121 ; Goodwill - 335-4827; Salvation Army - 834-6271 ; Disabled American Veterans -
534-1745.

The City has almost sixty volunteer persons who serve on its various boards and commissions.
Approximately one-half of these are appointed each year in May, following the City Council
election. For your information we are listing those persons who were appointed in 1980 to serve
