MAYOR'S NEWSLETTER - ELECTION SPECIAL
CITY OF EULESS ELECTION: Saturday, April 3rd, is Election Day in Euless.
Incumbents Robert M. Pippin (Place One), Glenn D. Walker (Place Three), and
Ron Sternfels (Place Five) are seeking re-election. No one has filed to
oppose these candidates. The Municipal Election will be held at the
Community Building, 201 North Ector Drive, from 7:00 a.m. to 7:00 p.m.
Also on the ballot for April 3rd will be a proposition for legalizing
bingo for charitable purposes within the City of Euless. The recently passed
Texas Bingo Enabling Act outlines that if sufficient signatures are presented,
an election must be held for this proposition. A petition was presented by
citizens in sufficient number to mandate such an election in Euless, and all
agreed it would be better to hold the election in conjunction with the City
Council election to provide a larger voter turnout. I would suggest you
consult your local newspaper between now. and April 3rd for additional facts
on this issue.
A third item on the April 3rd ballot will be a referendum for you
to choose whether you prefer trash collection service by trash cans or plastic
bags. If the City of Euless continues with the present method of allowing
either cans or bags, the monthly rate will be $5.25. If citizens choose to have
pickup service with plastic bags only, the rate will be $4.75 per month.
Cost-wise, the proposals are fairly similar because the customer would be
expected to provide their own plastic bags. The City of Euless has plastic
bags available for sell at a price of $2.25 for a roll of thirty thirty-gallon
bags. Tarrant County Waste Disposal, who serves the City of Euless,
indicated they can save fifty cents per month in the handling of our garbage
if each customer will use plastic bags in lieu of the larger, more heavy
permanent type trash cans. The City of Bedford, who has the same disposal
company, has 'been using plastic bags only for several years, and they pay the
same rate we would be paying if we went to plastic bags entirely.
At the same place and time, Euless citizens will be able to vote for the
candidates of their choice in the Hurst-Euless-Bedford Independent School
District Trustee Election. Incumbent Steve Meeks is seeking re-election for
Place 1, and Thomas Q. Robbins is also seeking this position. Place 2 is being
sought by Nancy Walton and Ken Jordan. This -place was vacated by Terry
Erwin when he was transferred to Waco in 1981. The Tarrant County Junior
College District will also hold their Trustee Election at the Community
Building for the convenience of Euless citizens. Those candidates include
Incumbent May Owen and Eloy Sepulveda for Place 7, and Incumbent Gwen

SPARKLE WEEK IN EULESS: The Hurst-Euless-Bedford Chamber of
Commerce has declared the month of April as clean-up month for the HEB
Area. The City of Euless has specified April 5th through April 9th as
SPARKLE WEEK. The City of Euless will send a crew by your house upon
request by you to pick up extra junk, tree limbs, etc. This will be in addition
to the regular garbage pickup. If you wish a pickup at your residence, you
must call City Hall at 283-5381, Extension 108, NO LATER THAN NOON,
FRIDAY, APRIL 2, 1982. No calls will be taken after noon on Friday.
All residents north of Harwood will have pickup on Monday, April
5th only.
All residents between Harwood Road and Airport Freeway will
have pickup on Tuesday, April 6th only.
All residents south of Airport Freeway and east of FM 157 will
have pickup on Wednesday, April 7th only.
All residents west of FM 157 and east of Westpark Way will have
pickup on Thursday, April 8th only. .
All residents west of Westpark Way will have pickup on Friday,
April 9th only.
All items to be picked up must be on the curb in front of your
residence no later than 8:00 a.m. on the day of your scheduled pickup.
TARRANT COUNTY WASTE DISPOSAL: The City Council feels that many
Euless citizens are not aware of the many services provided by our trash
collection service company, Tarrant County Waste Disposal. Included in the
monthly rate which each residence now pays are the following services: (1)
unlimited number of trash bags or cans (some other cities have a two-
container limit); (2) tree limbs which are cut in no longer than four-foot
lengths and tied in a bundle; and (3) white goods such as stoves,
refrigerators, etc.; however, the customer must call Tarrant County Waste
Disposal and ask for a special pickup. These items will be picked up under
the present rate structure, as well as under the proposed new rate structure.
Printed at the end of this Newsletter is a map of the dumpsite for Tarrant
County Waste Disposal customers.
ANIMAL SHELTER: The Euless Animal Shelter would like to remind citizens
that the existing leash law states that anytime an animal is out of an
enclosed structure or fenced yard, it must be on a leash. Also, all dogs and
cats must have a current rabies vaccination and current Euless Registration
Tag. The Euless Tag can be obtained at the Animal Shelter, 1517 Westpark
Way.
UNITED STATES FLAG: Dorothy Harkness, a loyal Euless citizen, is
responsible for the beautiful new United States flag which you see flying over
the City Hall complex. Thank you, Dorothy.

PARKS DEPARTMENT: As I mentioned to you in the last Mayor's
Newsletter, I have requested some comments from our Parks Department for
water conservation and care of your plants and shrubs. Here are the
,i
suggestions made by Euless Park Coordinator Bob Phillips.
"The biggest challenge for most Euless homeowners is keeping landscape
plants alive and healthy in hot and cold weather. Plants in the landscape
need the right amount of water at the right time without wasting water.
Panic landscape watering is a common problem showing up in many
landscapes during dry weather. The best time for watering is in the early
morning hours.
"Established trees and shrubs do well in the summer when watered at five to
seven day intervals. Apply enough water to wet the soil to a depth of twelve
to eighteen inches. Moisture absorption at fifteen minute intervals will show
how long to let the sprinkler operate.
"Newly .planted trees and shrubs dry out quicker than established plants;
therefore, these need to be checked often to avoid damage during the first
to years of growth.
"Timely applications of watering grass are required for effective and
efficient water use. Apply water just as the grass begins to discolor. Grass
under stress shows evidence of tracks after someone walks across the lawn.
Water the entire lawn when this area shows signs of stress. Apply enough
+ water to a lawn to wet the top six to eight inches of soil. Avoid run off.
"Do not neglect your trees, shrubs, and turf in the winter months. If a hard
freeze should come at a time when the soil is dry, it can kill as fast as the
heat in the summer. Keep your soil moist in the winter months as well as
in the summer months. Water is a very important resource and is not to be
wasted."
PUBLIC LIBRARY: The Library has available for check-out Internal Revenue
Service cassette tapes with instructions for preparing the 1981 tax forms
1040A and 1040. The IRS has also provided tax forms such as Energy Credits,
Income Averaging, Child and Dependent Care Expenses, Casualties and
Thefts, and Employee Business Expense, which may not be readily available
at the post office. Please note the emblem on this Newsletter which
promotes "Your Public Library...America's Supermarket for the Mind."
