As has been our custom in the past , we send this Newsletter at the beginning of the year and request you to enter your comments and suggestions on the appropriate section of this publication. Then return it to the City Council for consideration during the coming year . A SAFETY REMINDER . Our Police Department wishes to remind each of you that it is in violation of a State Law to pass a school bus while it is unloading or loading children . There have been recent violations of this law , and the Police Department is issuing citations . Let ' s all be careful to uphold this important safety standard and keep our children free from the risk of injury in this manner . COMMUNITY BETTERMENT FUND. The Community Betterment Fund consists of the voluntary 50� contribution which appears on the monthly water service billing. The fund was established in 1981, and the first monies to be spent are designated for Senior Citizen activities . I have formed a Senior Citizen Advisory Committee to suggest specific needs of this group, for which these funds may be spent. Serving on this committee are Mrs. Jennie Payton, Mrs . Mabel Pappe , Mr. Alter Horton , and Mrs. Ruth Millican. In addition to these persons, Mrs. Willie Mae McCormick , Mayor Pro Tem, will represent the City Council -- and Mrs . Julia Wakely, Recreation Supervisor, will represent the City Staff. Both will serve as ex officio members of the Advisory Committee . The sum of $2 , 000 has been set aside for Senior Citizen activities during 1982 . The City Council has authorized $1500 to be transferred during the first quarter of 1982 to the book purchase fund of the Euless Public Library. The Library Board and Librarian Betty Yarbrough will select the new books . As this fund increases during 1982 , additional areas of community improvements which will benefit the majority of our community will be considered for action by the City Council. Many of you are aware from reading the local, as well as the Dallas and Fort Worth newspapers, that water costs have taken a recent increase. The Tarrant County Water Control District No. 1 provides water to a number of cities and to the Trinity River Authority. The Trinity River Authority serves several cities in the northeast sector of Tarrant County, including the City of Euless. The increased cost of water to the Trinity River Authority (and subsequently to the City of Euless) has not been finalized due to settlement of a pending court case and a Public Hearing before the Texas Water Control Board in Austin. It appears at this time that the increase will be somewhere between 20% and 30% to the cost of raw water. The Euless City Council feels it would be better to have a Public Hearing and implementation of a water rate increase during the winter months when water consumption is at its lowest point, rather than wait for the final decision by the Texas Water Control Board, which may not occur until Spring. Waiting until that time means a water rate increase would begin with the higher usage summer months. Our intent is to build into our rate structure an automatic pass-through based on actual raw water costs. This means if the cost to the City increases, the pass-through would take place. On the other hand, if the raw water price increase is not as great as anticipated, the decrease would automatically be passed through, rather than the City collecting revenue beyond the amount needed for debt retirement and actual raw water cost. The Public Hearing will be held at a regular meeting of the Euless City Council, on Tuesday, January 12, 1982, at approximately 8:15 P.M. , in the Council Chambers of the Euless Municipal Building. It is regretable to have a water rate increase, especially with other utility increases that are taking place this time of year; however, the only alternative would be to subsidize the additional water costs to the City by the use of your property taxes. This would shift the burden totally to the property owners and probably would be considered neither legal nor good business practice by our City bondholders. WATER CONSERVATION TIPS Water is a precious resource which must be conserved especially during hot dry spells like last summer's. Conserving water also conserves energy since a lot of energy is used for pumping and treating both potable water and wastewater and for heating much of the water we use. One way to curb our water con- sumption is to use water-conserving plumbing fixtures and devices. But, another way to reduce consumption is to change some of our water use habits. The following list illustrates some steps we can take to easily reduce the amount of water we use. The Euless City Council, in an effort to make it easier for you to dispose of your trash and throw-away items, has placed three 10'x20' dumpsters at strategic locations in the City: bbl - the west parking lot of the City Hall complex; • #2 - the west parking lot of Midway Park, at Aransas; and #3 - on Whitener at South Main Street, on the east side of South Main. It is their hope this will prevent the major part of dumping items up and down our streets and alleyways. You are urged to make full use of these dumpster sites. NEWS ARTICLE.
