MAYOR ' S NEWSLETTER - TAX AND BUDGET EDITION
In recent weeks there has been much in the Metroplex newspapers about various city and
school district budgets, and tax increases to finance these governmental budgets.
Contrary to what you may read, the Euless City Council intends to set the City tax rate
at the same 70Q per $100 valuation as was in effect in 1981 . There is one portion of the
State law regarding property tax collections that needs a bit of explanation in layman's
terms: If the total anticipated property tax revenues within a city or other governmental
jurisdiction is expected to be more than 3% above the previous year's total tax revenue,
the city is then required to have Public Notices and Public Hearings informing its citizens
that there will be an increase in taxes. In the case of Euless, our tax collected from new
growth will amount to approximately 5% over 1981 figures; therefore, we must advertise as
if there is going to be a 5% increase in taxes, even though the increase in revenue is
brought about by new taxpayers coming on the roll since 1980-81 . The State is very
specific in how the wording of the newspaper advertising will be handled, and we are not
allowed to give the above explanation in this ad. So once again, I will emphasize that
there are no plans for a city tax increase over 1981 for any piece of property that has
the same valuation as it had in 1981 . The 5% increase mentioned in the required City of
Euless Public Notice in the local newspaper is brought about by new taxpayers coming on
the new 1981-82 tax rolls.
I have listed below a schedule of dates on which the City Council will hold Public Hearings
for the purpose of citizen input or questions on the City budget and City tax rate for the
1981-82 tax year.
(1 ) September 8, 1981 , Tuesday, 8:00 P.M. -- The City Council will have the
proposed 1981 -82 City budget presented in formal Public Hearing. At the same meeting,
there will be Staff recommendations for expenditure of certain revenue sharing funds
which are received from the federal budget.
(2) September 22, 1981 , Tuesday, 7:30 P.M. -- A Public Hearing will be held to
make the formal announcement of the 1982 tax rate for the City of Euless. This meeting
will be held prior to and separate from the regular City Council meeting which convenes
at 8:00 P.M. , that same evening, in the City Council Chambers.
(3) September 29, 1981 , Tuesday, 7:00 P.M. -- The City Council will meet for the
express purpose of formally adopting the 1982 tax rate.
Listed in this newsletter is a condensed copy of the proposed City budget for your
inspection. Some of the items included in this budget which make it different from
last year's budget is the inclusion of a 6% salary increase for all City employees,
and some selective additional increases for certain positions. Also, the City has had
a small increase in authorized positions, adding five new employees, plus a new Sani-
tarian/Health Officer.
