HomeMy WebLinkAbout2007-11-27 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL NOVEMBER 27, 2007 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, November 27, 2007, in the Precouncil Conference Room of City Hall, 201 N. Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Leon Hogg, Council Members Tim Stinneford, Linda Martin, Charlie Miller, Glenn Porterfield, and Perry Bynum. The precouncil meeting included: > A financial report for September and fiscal year end for 2006-07 by Director of Finance Vicki Rodriquez; • An update regarding code issues and new development in the city from Director of Planning and Development Mike Collins; �.. > A discussion of proposed sign ordinance revisions led by Director of Planning and Development Mike Collins; • A report from City Manager Gary McKamie regarding a retaining wall in the Oakridge Estates; • and the review of agenda items. The city council convened into closed session at 5:50 p.m. for deliberation of real property and personnel matters related to the Municipal Court Judge, as authorized by Sections 551.072, and 551.074 of the Texas Government Code. They reconvened into open session at 6:55 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:04 p.m. for the consideration of scheduled items. INVOCATION Reverend Eddie Adams, Pastor of Calvary Baptist Church, gave the invocation. PLEDGE OF ALLEGIANCE Boy Scout Troop No. 758 led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH OF DECEMBER Fire Chief Lee Koontz and Fire Marshal Paul Smith introduced Fire Inspector Ken Rawlinson, his wife, Alex, and son, Ethan. Mayor Saleh presented Ken with a plaque for being selected employee of the month for December. ITEM NO. 2 RECOGNITION OF RECIPIENTS OF THE EAGLE SCOUT AWARD FROM THE BOY SCOUTS OF AMERICA Mayor Saleh presented Certificates of Recognition to Alnawaz Devani, Shahid Charania, Rahim Sayani, Altaz Kassam, Azim Hussain, and Shehzad Bharwani in recognition of their attainment of the Eagle Scout Award through the Boy Scouts of America. Khurram Ali was unable to attend the meeting to receive his certificate. The scouts are in Boy Scout Troop No. 758. CONSENT AGENDA Council Member Miller motioned to approve Consent Agenda Items numbered 3 through 6. Mayor Pro Tern Hogg seconded the motion. Aisw ITEM NO. 3 RENEWAL OF BID NO. 002-06 Approved the first renewal of Bid No. 002-06 for ready mixed concrete with Redi-Mix Concrete, 1001 W. Euless Blvd., Suite 100, Euless, Texas, 76040, with Custom-Crete, 2725 Prestige Road, Keller, Texas, 76248, as a secondary vendor, in the estimated expenditure of$150,000. ITEM NO. 4 RENEWAL OF BID NO. 005-07 Approved the renewal of Bid No. 005-07 for a one-year contract extension for Type-D Hot Mix Asphalt with JLB Contracting, P. O. Box 24131, Fort Worth, Texas, 76124- 1131, with APAC-Texas, Inc., as a secondary supplier, in the estimated expenditure of $690,000. ITEM NO. 5 APPROVAL OF PURCHASE Approved the purchase of portable radios for police, fire and other city departments from Motorola, Inc., 2410 Luna Road, Suite 132, Carrollton, Texas, 75006, in the amount of$269,116.40. ITEM NO. 6 APPROVAL OF CITY COUNCIL MINUTES Approved the minutes of the Regular City Council Meeting of November 13, 2007. REGULAR AGENDA ITEM NO. 7 AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE CONVEYANCE DOCUMENTS Council Member Martin motioned to authorize the mayor to negotiate and execute conveyance documents for the purchase of Lot 24, Block 1, Cresthaven Addition, commercial property located at 1010 Cresthaven Drive. Council Member Stinneford seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Porterfield, Miller, and Bynum Nays: None Mayor Saleh declared the motion carried. City Council Minutes Page 4 of 5 November 27, 2007 �•- ITEM NO. 9 REPORTS STAFF REPORT Director of Public Works Ron Young reviewed the street improvement projects over the last ten years and outlined plans for future projects including ongoing maintenance. He reported that there are 198.5 miles of roadway in the City of Euless and he stated that the city has been fortunate to partner with Tarrant County, the Texas State Department of Transportation, and the City of Grapevine in completing some of the road projects. CITY COUNCIL Council Member Stinneford congratulated Fire Inspector Ken Rawlinson on being selected employee of the month. He congratulated the Eagle Scouts recognized tonight, stating it is impressive to see young people with the spirit of volunteerism and dedication that they have. He hoped everyone had a good Thanksgiving and said he was looking forward to a good holiday season. Mayor Pro Tem Hogg congratulated all the employees for the job they do. He stated he was very impressed with the group of fine young men who recently became Eagle Scouts and were recognized tonight. Council Member Martin stated that Ken Rawlinson is a diamond and worthy of recognition and she was so glad to see him recognized as Employee of the Month for December. She stated that the Eagle Scouts are a great group of young men and the leaders of tomorrow. She thanked Ron Young on a fascinating street report. She reminded everyone of the Christmas parade on Saturday, December 1, at 6:30 p.m. down Midway Drive. Council Member Miller congratulated Ken Rawlinson and the Eagle Scouts and said it was nice to see young people at their age helping others. He thanked Director of Public Works Ron Young on a great street report. He noted the city has come a long way, but there was a time the city didn't have the money to improve roads. He reminded everyone of the important football game on Saturday, December 1, in which Trinity High School will be playing Permian Basin in the State playoffs. Council Member Porterfield added his congratulations to Ken Rawlinson. He thanked Ron Young for his street report, stating that everyone is extremely proud of the work done to revitalize all of our streets. He noted that the Eagle Scouts who were being recognized are a special group of young men, and he urged them to consider running for city council some day. Council Member Bynum congratulated Ron Young, J. T. Ackerman, and Clyde Cullum on doing a great job on the streets. He noted that the city doesn't get that many phone calls on problems with the streets. He noted that Andy Cargile, principal of Trinity High School will be retiring in December. He urged everyone to support Trinity's football team. City Council Minutes Page 5 of 5 November 27, 2007 Mayor Saleh noted that Saturday, December 1, is a busy day with the Christmas parade `► at 6:30 p.m. on Midway Drive and the Trinity High School football game. She noted that on Saturday, December 8, Heritage Park Christmas will be held from 1:00 p.m. to 5:00 p.m., and the Dallas Stars will practice at the Dr Pepper StarCenter at noon. She stated the Eagle Scouts were a great group of young men. ITEM NO. 11 RECONVENED INTO CLOSED SESSIOON Mayor Saleh reconvened the meeting into Closed Session at 7:46 p.m. for deliberation of real property and personnel matters related to the City Attorney, as authorized by Sections 551.072, and 551.074 of the Texas Government Code. ITEM NO. 12 RECONVENED INTO OPEN SESSION Mayor Saleh reconvened the meeting into Open Session at 8:21 p.m. ITEM NO. 13 ADJOURNMENT Mayor Saleh adjourned the meeting at 8:22 p.m. APPROVED: Mary L.
