EULESS CITY COUNCIL
FEBRUARY 12, 2008
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Pro Tern
Leon Hogg at 4:10 p.m. on Tuesday, February 12, 2008, in the Precouncil Conference
Room of City Hall, 201 North Ector Drive. Those present included: Mayor Pro Tern
Leon Hogg, Council Members Tim Stinneford, Linda Martin, Charlie Miller, Glenn
Porterfield, and Perry Bynum. Mayor Pro Tern Hogg reported that Mayor Mary Lib
Saleh was absent due to illness.
The precouncil meeting included:
> A report on wild fires around the State and the need for a burn ban in our area by
Fire Division Chief/EMS Jeff Morris and Fire Marshal Paul Smith;
> Discussion led by Director of Public Works Ron Young on the revision to the
Oncor Street Light Tariff and a report that vapor street lights are being changed
to high sodium lights;
> An update of the water supply and a drought assessment by Director of Public
Works Ron Young;
> Discussion of the proposed amendments to the Unified Development Code
regarding rooming houses and window glazing by Director of Planning and
Development Mike Collins;
• Discussion led by Director of Planning and Development Mike Collins of the
proposed Texas Star Townhouse development agreement;
• An update on the Timbercreek Apartments from Director of Planning and
Development Mike Collins;
> and the review of agenda items.
The city council convened into closed session at 6:10 p.m. for deliberation regarding
contemplated and pending litigation, deliberation of real property, and economic
development negotiations, as authorized by Sections 551.071, 551.072, and 551.087 of
the Texas Government Code. They reconvened into open session at 6:45 p.m.

The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for the consideration of scheduled items.

PLEDGE OF ALLEGIANCE
Council Member Glenn Porterfield led the Pledge of Allegiance.
ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS
Human Resources/Risk Administrator Carolyn Marshall introduced Benefits Technician
Tammy Renteria and her son, Chase. Police Chief Mike Brown introduced Police Lt.
John Williams and his wife, Elaine. Mayor Pro Tem Hogg presented Tammy with a 10-
year service pin and John with a 20-year service pin.

ITEM NO. 2 PRESENTATION OF PROCLAMATION
Mayor Pro Tern Hogg presented Director of Public Works Ron Young and City Engineer
Robert Barker with a proclamation proclaiming February 17 - 23, 2008, as National
Engineers Week.
REGULAR AGENDA
ITEM NO. 3 AWARDED BID NO. 003-08 AND AUTHORIZED CITY MANAGER TO
EXECUTE A CONTRACT AND CHANGE ORDER NO. 1
Council Member Martin motioned to award Bid No. 003-08 and to authorize the city
manager to enter into a contract with J. C. Commercial for additions and alterations to
Texas Star Golf/Conference Centre, in the amount of $3,470,777, plus Alternate No. 1,
in the amount of $10,000, and a contingency in the amount of $50,000, and to authorize
the city manager to execute Change Order No. 1, resulting in a credit to the city in the
amount of $532,776.
Council Member Stinneford seconded the motion.

and Bynum

ITEM NO. 4 APPROVAL OF SITE PLAN NO. 07-19-SP
Director of Planning and Development Mike Collins stated that QuikTrip Corporation is
planning to build their Dallas regional office on a 2.45 acre site located just north of the
QuikTrip store at the corner of North Industrial Boulevard and Harwood Road. The
building will be 13,679 sq. ft., single-story with 100% masonry construction. There will
be access to the site from both North Industrial Boulevard and Harwood Road via a
mutual access easement. A monument sign will be located along the North Industrial
Boulevard frontage. Landscaping will exceed city requirements.
Council Member Bynum motioned to approve Site Plan No. 07-19-SP for the regional
offices of the Quick Trip Corporation on Tract 5C and 5B, James M. Cummings Survey,
A-302, and Lot 1, Block A, QuikTrip Addition, located in the 1100 block of North
Industrial Boulevard north of Harwood Road.
Council Member Miller seconded the motion.

ITEM NO. 5 APPROVAL OF RESOLUTION NO. 08-1271
Council Member Stinneford motioned to approve Resolution No. 08-1271 implementing
a burn ban and prohibiting outdoor burning through April 15, 2008.
Council Member Bynum seconded the motion.
Ayes: Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller, Porterfield,
and Bynum

Mayor Pro Tern Hogg declared the motion carried.
ITEM NO. 6 APPROVAL OF ECONOMIC DEVELOPMENT INCENTIVE
AGREEMENT WITH ACME BRICK DFW, INC.
Council Member Porterfield motioned to approve terminating the current agreement
effective with the tax year ended July, 2007, and entering into a new Economic
Development Incentive Agreement with Acme Brick DFW, Inc.
Council Member Miller seconded the motion.
Ayes: Mayor Pro Tern Hogg, Council Members Stinneford, Martin, Miller, Porterfield,
and Bynum

ITEM NO. 7 APPROVAL OF CITY COUNCIL MINUTES
Council Member Bynum motioned to approve the minutes of the Regular City Council
Meeting of January 22, 2008.
Council Member Stinneford seconded the motion.
Ayes: Mayor Pro Tern Hogg, Council Members Stinneford, Martin, Miller, Porterfield,
and Bynum

ITEM NO. 8 PUBLIC COMMENTS
Mike Utzman, 316 Calvary, addressed the council again regarding painting Trinity
Trojan Football Championship on the water tower in Euless.
ITEM NO. 9 REPORTS
STAFF REPORT
Neighborhood Police Officer David Parker presented a report on the crime prevention
program that has been initiated in apartment complexes in the City of Euless called
"Crime Free Multi-Housing Program". It is designed to reduce crime in rental property,
reduce the fear of crime, and increase communication between the apartment residents,
not only with the police department but with the city as a whole, and build trust and a
working relationship in the apartment communities.
CITY MANAGER
City Manager Gary McKamie stated he was proud to see David Parker giving the staff
report. He said David is one of those good, bright people the City likes to hire, knowing
you can always teach them to do the job. He stated he is excited about the proposed
development on the southeast corner of Westpark Way and SH 183, and there are also
very exciting things happening in the developments on both sides of SH 121 at Glade
Road. Some of the proposed tenants in the Glade Parks development were identified in
the Buxton report. He noted that the grand opening for Staples in the Shops at
Vineyard Village will be February 21, and that PetSmart, Bed, Bath & Beyond, Famous
Footwear, Ross, Marshalls, and others will be opening soon.
CITY ATTORNEY
City Attorney Bob McFarland had nothing to report.
CITY COUNCIL
Council Member Linda Martin congratulated Benefits Technician Tammy Renteria and
Police Lt. John Williams on receiving their service pins, stating they are quality
employees. She congratulated Director of Public Works Ron Young and City Engineer
Robert Barker on the recognition of Engineers Week. She noted that Dueling Harps
played at the library recently and were great, and she thanked Library Administrator
Kate Lyon for bringing the program to Euless. She thanked Neighborhood Police
Officer David Parker for a great report on reducing crime in the apartment complexes.
She thanked the QuikTrip Corporation for bringing another QuikTrip building to Euless.
Council Member Miller congratulated the employees recognized tonight. He stated he
appreciated the report and nice presentation on reducing crime in the apartments given
by David Parker, noting it is an innovative idea. He commended City Manager Gary
`�- McKamie, Deputy City Manager Loretta Getchell, and City Attorney Bob McFarland on
their work on the Acme Brick agreement and their protection of the city and citizens in

that regard. He suggested that maybe consideration should be given to ways to
recognize the school teams.
Council Member Porterfield congratulated Tammy Renteria, John Williams, Ron Young
and Robert Barker, stating he is proud of them. He thanked David Parker on a good
report, stating he is glad the police department has entered into the program. He noted
that the city council had a very productive all-day worksession last Saturday, and stated
he is excited about some of the things staff and the city council members envision as
the future of the city. He stated the city is over 50 years old, and through those years
there have been different economic climates and ways of doing things. He stated there
is a vision for this city and solutions that can make the city greater than it has been in
the past.
Council Member Bynum stated the city has a bright future, and that staff and city council
members have great visions and ideas. He stated the council members are volunteers
and are the citizens' voice. He stated it is amazing what ideas the staff members have.
He noted that Fire Chief Lee Koontz has given the city 26 years and is retiring at the
end of February, and he wished him well.
Council Member Stinneford congratulated Tammy Renteria and John Williams and
thanked them for their years of service to the city. He congratulated the Engineering
Department on their celebration of Engineers Week.
Mayor Pro Tern Hogg thanked the employees who were recognized and noted that
David Parker gave a good report. He asked Kate Lyon to mention some of the
upcoming activities at the library.
Library Administrator Kate Lyon noted that Police Chief Mike Brown will be the opening
act for Verlon Thompson, a guitarist who will performing on Saturday, March 8 at the
Library, and that reservations will be needed. She stated that Behan, a Celtic group,
will be playing at the library on Monday, March 10.
Mayor Pro Tern Hogg announced that the filing period for the city council election has
begun. He stated that he and Lorren Britton have filed for Place Two, and that Donna
Mickan has filed for Place Four.
Council Member Charlie Miller announced that today is Parks and Leisure Services
Board member Carrol Scott's 90th birthday.
ITEM NO. 10 ADJOURNMENT
Mayor Pro Tern Hogg adjourned the meeting at 7:55 p.m.
