Dear Citizens:
Very few people and cities have not been affected by this year' s bank
failures, foreclosures, bankruptcies, layoffs and strikes. The City of
Euless has managed to balance the budget and stretch dollars by putting a
freeze on hiring, reducing departmental expenditures, and reorganizing
upper level management by replacing vacancies with existing personnel.
Reorganization resulted in a sizable cost savings to the City.
Due to the retirement of Police Chief Johnnie Wilson, K. B. Fuller, former
Director of Community Services, is now Chief of Police, and Jay Heilman is
promoted to Director of Community Services. Former Fire Chief Randy Byers
is now Director of Streets and Utilities, due to the retirement of Jack
Bullard, and Lee Koontz is promoted from Assistant Fire Chief to Fire
Chief. All four men are more than qualified to fill the positions assigned
to them by City Manager "Blackie" Sustaire. Also, other staff positions
are being absorbed by City employees when vacancies occur.
The newly created Office of Economic Development, headed by Assistant City
Manager Tom Hart and staffed by existing City employees, is making an all-
out effort to attract new businesses to Euless. Also, Mayor Pro Tem Glenn
Walker serves upon the Economic Development Commissions for the H-E-B
Chamber of Commerce and Mayor' s Council . Every successful community has an
active business community that provides jobs for our citizens and the tax
base necessary for our public improvements. We invite you to help "spread
the word" about the advantages of locating in the City of Euless.
The publicity the City received this past year, as recipient of the 1986
Tree City USA Award from the National Arbor Day Foundation, first place for
the second time since 1984 in the Governor' s Community Beautification
statewide competition and the national William Olsten "Special Recognition
Award" for Excellence in Records Management Programs, has helped instill in
the minds of many that Euless is indeed a good place in which to work and
live.
The Euless City Council joins me in Thanksgiving for this wonderful nation
in which we live and work, a joyous Christmas, and a very prosperous New
Year!
