EULESS CITY COUNCIL
APRIL 8, 2008
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 4:10 p.m. on Tuesday, April 8, 2008, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor
Pro Tern Leon Hogg, Council Members Tim Stinneford, Linda Martin, Charlie Miller and
Glenn Porterfield. Council Member Perry Bynum was out of town.
The precouncil meeting included:
> A report from Interim Fire Chief Robert Isbell regarding mutual aid agreements
with the City of Fort Worth and other area cities and the effect SB11 will have on
them;
> A wastewater report by Director of Public Works Ron Young;
• An update from Director of Parks and Community Services Ray McDonald on the
Parks, Recreation and Open Space Master Plan currently under review;
• A presentation by Police Chief Mike Brown of the proposed squad car decal
design;
> Discussion led by Director of Planning and Development Mike Collins regarding
the proposed Glade Parks development;
• An update from Director of Economic Development Bill Ridgway on the
Hazardous Waste event scheduled for April 12;
• and the review of agenda items.
The city council convened into closed session at 6:10 p.m. for deliberation regarding
real property to consider the leasing of city property and Cresthaven as authorized by
Section 551.072 of the Texas Government Code, and deliberation of economic
development negotiations regarding Glade Parks, as authorized by Section 551.087 of
the Texas Government Code. They reconvened into open session at 6:36 p.m.

The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for the consideration of scheduled items.

ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS
Deputy City Manager Loretta Getchell introduced Director of Finance Vicki Rodriquez
and Mayor Saleh presented Vicki with a 15-year service pin.
Director of Planning and Development Mike Collins and Building Official Kurt Kasson
introduced Inspection Services Supervisor Richard Ross and Senior Inspector Jim Moy,
his daughter, Kimberly, granddaughter, Chelsea, and grandson, Seth. Mayor Saleh
presented Richard with a 15-year service pin, and Jim with a 25-year service pin.

ITEM NO. 2 PRESENTATION OF PROCLAMATION
Mayor Saleh presented a proclamation to Euless Victims Assistance Coordinator Kathy
Haecker proclaiming April 13 through 19, 2008, as Crime Victims Rights Week.
ITEM NO. 3 PRESENTATION OF PROCLAMATION
Mayor Saleh presented a proclamation to Library Administrator Kate Lyon proclaiming
April 13 through 19, 2008, as National Library Week.
ITEM NO. 4 PRESENTATION OF BOOK ON BEHALF OF CONGRESSMAN
KENNY MARCHANT
On behalf of Congressman Kenny Marchant, James Williams presented the book,
"Glenn Brown's History of the United States Capitol", to Library Administrator Kate Lyon
in honor of National Library Week.
ITEM NO. 5 PRESENTATION OF ANNUAL REPORT BY ALLIED WASTE
Allied Waste General Manager Tim Powell, and Manager of Business Development for
Municipal Services Diane Hildreth presented the annual report for solid waste.

Council Member Porterfield motioned to approve Consent Agenda Items numbered 6
through 9.
Council Member Stinneford seconded the motion.

Mayor Saleh declared the motion carried.
ITEM NO. 6 APPROVAL OF PURCHASE
Approved the purchase of one 1-1/2 ton Ford F550 cab & chassis from Philpott Ford,
Port Neches, Texas, through the Houston-Galveston Area Cooperative (HGAC), in the
amount of $32,756.25. This unit will be utilized for the mounting of a new small volume
sewer jetter unit.
ITEM NO. 7 APPROVAL OF PURCHASE
Approved one Pipehunter model truck-mounted sewer jetter unit from Texas
Underground, Dallas, Texas, through the Houston-Galveston Area Cooperative
(HGAC), in the amount of $67,925.

ITEM NO. 8 RENEWAL OF BID NO. 009-07
Renewed the first of three, one-year options for Bid No. 009-07 with Whitmore & Sons,
Inc., P. 0. Box 210203, Bedford, Texas, 76095, for mowing maintenance of city
medians and city parks in the amount of $129,130, and with O'Donnell's Landscaping
Services, Southlake, Texas, for mowing maintenance of city hall campus, city facilities,
city rights-of-way, and police and courts campus, in the amount of $62,460.
ITEM NO. 9 APPROVAL OF CITY COUNCIL MINUTES
Approved the minutes of the Regular City Council Meeting of March 25, 2008.

ITEM NO. 10 APPROVAL OF FIRST AND FINAL READING OF ORDINANCE NO.
1808
Council Member Stinneford motioned to approve the first and final reading of Ordinance
No. 1808 amending Chapter 2, "Administration", by adding Section 2-141 "Clerk's
Record Preparation Fee" of the Euless Code of Ordinances, establishing a $25 fee for
preparation of the clerk's record in appeals from the Euless Municipal Court of Record.
Council Member Porterfield seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Hogg, Council Members Stinneford, Martin, Miller,
and Porterfield
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 11 PUBLIC COMMENTS
Jake Thomasson, 1816 Tyler Avenue, expressed his appreciation to Council Member
Charlie Miller for his 15 years of service on the city council.
Alex Horton, 1909 Fountain Meadow, thanked Council Member Charlie Miller for his
efforts on the city council.
ITEM NO. 12 REPORTS
STAFF REPORT
Library Administrator Kate Lyon gave a presentation of items offered through the library
web site. She noted the activities occurring during Library Week, April 13 through 19,
and announced that Texas Country singer, Brian Burns, will be playing at the library on
`"� Monday, April 14, at 7:00 p.m.

Mayor Saleh noted that this would be Council Member Charlie Miller's last council
meeting, because he will be out of town on April 22, and the election to fill his place will
be held on May 10. She stated he did not want a farewell party, and asked the other
council members, city manager, and city attorney if they had any comments they
wanted to make.
Council Member Porterfield stated he has been sitting next to Council Member Miller for
nine years, and he is astounded at his knowledge. He stated he is smart and has been
very effective on the council. He stated he will be missed.
City Attorney Bob McFarland stated it has been a pleasure to sit beside Council
Member Miller and serve as his city attorney all these years. He stated he knows the
sacrifice that he and his wife, Rose, have made over the years, and expressed his
appreciation.
City Manager Gary McKamie stated he will miss Council Member Miller. He noted that
his fingerprints are on all the developments in Euless, such as, masonry walls, size of
homes, etc.
Council Member Martin stated Council Member Miller always had the best in mind for
the citizens of the city. She stated she appreciates the fact that he has always been
Nom. very gracious to apologize when he felt he was wrong. She stated she has enjoyed
working with him and hopes he enjoys this part of his life and gets to do a lot of
travelling.
Mayor Pro Tem Hogg noted that he and Council Member Miller served on the Park
Board together prior to serving on the council. He stated it has been real.
Council Member Stinneford stated he hasn't served with Council Member Miller as long
as the others have, but stated he enjoyed working with him. He stated he will envy his
travelling and that he will be missed.
Mayor Saleh asked if anyone else wanted to say anything.
Carroll Scott, 201 Fountainview Drive, noted that he and Council Member Miller have
picked up trash in the city for quite a few years during the Texas Trash-Off. He stated
he is 90 years old, and he told Council Member Miller that he planned to live to 100 and
he needs Council Member Miller beside him during future Trash-Offs. He stated Charlie
is a good friend and has been a good person for the city.
Leila Khoury, stated she has known Council Member Miller for at least eight years, and
he is a good friend. She stated he has always helped with functions at the library, and
she will miss him.
''' Mayor Saleh stated it has been a joy working with Council Member Miller for 15 years.
She stated she has watched his family grow up and have babies. She stated she
appreciated his knowledge and all he has given to the city. She stated she will miss his
