HomeMy WebLinkAbout2008-10-14 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL OCTOBER 14, 2008 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:10 p.m. on Tuesday, October 14, 2008, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tern Linda Martin, Council Members Tim Stinneford, Leon Hogg, Donna Mickan, Glenn Porterfield, and Perry Bynum. The precouncil meeting included: • A report from Mayor Saleh on the recent meeting of the Tarrant County Mayors' Council; • An update from Mayor Saleh on plans for a future city art project at Texas Star; > Announcement of upcoming city activities and events by City Secretary Susan Crim; • An update of code services activities and commercial/residential development by Director of Planning and Development Mike Collins; • A quarterly wastewater report and an update on the drainage issues in Wilshire Village by Director of Public Works Ron Young; • Discussion of the Oncor City Steering Committee rate case by Deputy City Manager Loretta Getchell; > Discussion of the Cities Aggregation Power Project (CAPP) long-term contract by Deputy City Manager Loretta Getchell; • An update of the re-development of several existing buildings by City Manager Gary McKamie; • A report on the status of parking on unimproved surfaces at various locations in the city by City Manager Gary McKamie; > An update of the construction at Texas Star Golf Course Conference Centre by City Manager Gary McKamie and Texas Star General Manager Glenda Hartsell- Shelton; City Council Minutes Page 2 of 9 October 14, 2008 > A review of a recent Attorney General's Opinion by City Attorney Bob McFarland regarding the Texas Open Meetings Act in relation to items for discussion listed on the precouncil agenda and under reports on the regular agenda; > and the review of agenda items. The city council convened into closed session at 6:48 p.m. for deliberation regarding real property in the Cresthaven Addition as authorized by Section 551.072 of the Texas Government Code, and deliberation of personnel matters regarding board and commission appointments for the Planning and Zoning Commission, the Zoning Board of Adjustment, and the Civil Service Commission, as authorized by Section 551.074 of the Texas Government Code. ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER Communications and Marketing Manager Betsy Deck introduced Web Designer Adam Eakins. Adam introduced his wife, Bridget, daughter, Katie, son, Randal, sister, Amber Rader, and parents, Rick and Barbara Eakins. Mayor Saleh presented Adam with a plaque for being selected employee of the month for October. ITEM NO. 2 PRESENTATION OF EMPLOYEE SERVICE PINS Director of Parks and Community Services Ray McDonald introduced Recreation Superintendent Michael Davenport. Michael introduced his wife, Alicia, and daughter, Annie. Police Chief Mike Brown introduced Senior Police Officer Edgar Hurtado. Edgar introduced his wife, Monica. Fleet and Facilities Administrator Kyle McAdams introduced Fleet & Facilities Coordinator Michael Renaker. Michael introduced his wife, Shelley, and his mother, Virginia. Police Chief Mike Brown introduced Senior Police Corporal Brett Morgan and Senior Police Corporal Scott Peterson. Scott introduced his wife, Corrie, and his dad and wife, Tom and Susie Peterson. Human Resources/Risk Administrator Carolyn Marshall introduced Human Resources Claims Examiner Zella Stierwalt. Mayor Saleh presented a 5-year service pin to Michael Davenport, 10-year service pins to Edgar Hurtado and Michael Renaker, 15-year service pins to Brett Morgan and Scott Peterson, and a 20-year service pin to Zella Stierwalt. ITEM NO. 3 PRESENTATION OF PROCLAMATION Mayor Saleh presented a proclamation to Karin Newell, President of Artsnet, proclaiming October, 2008, as "National Arts and Humanities Month." Mayor Saleh presented a proclamation to Sid Eckstein, retired Guardsman, recognizing the Uniformed Services Employment and Reemployment Rights Act and honoring the National Guard and Reserve. CONSENT AGENDA Mayor Saleh announced that Item No. 6 would be pulled from the Consent Agenda for a separate vote. Council Member Bynum motioned to approve Consent Agenda Items numbered 5, and 7 through 12. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Stinneford, Hogg, Mickan, Porterfield, and Bynum Nays: None Mayor Saleh declared the motion carried. ,,, • ITEM NO. 5 APPROVED RENEWAL OF BID NO. 028-06 Approved Renewal of Bid No. 028-06 with Commercial Building Maintenance, Inc., 5511 Redfield, Dallas, Texas, 75235, for the third and final one-year renewal for janitorial services, in the estimated expenditure of $89,719.56 for city facilities and $11,785.44 for Texas Star, totaling $101,505. ITEM NO. 7 AUTHORIZED PURCHASE OF LIBRARY MATERIALS Authorized the purchase of library materials through the State of Texas Co-Op Program in the estimated expenditure of$222,085. ITEM NO. 8 APPROVED PURCHASE OF REPLACEMENT COMPUTERS Approved the purchase of replacement computers and servers from Dell Computer Corporation in an amount not to exceed $90,000, through the State of Texas purchasing contract. ITEM NO. 9 APPROVED AMBULANCE REMOUNT Approved the remount of an existing Frazer ambulance module by Frazer Built Ambulances, Houston, Texas, through the Houston Galveston Area Cooperative Purchasing Program, in the amount of $78,000. City Council Minutes Page 5 of 9 October 14, 2008 ITEM NO. 10 APPROVED RESOLUTION NO. 08-1292 Approved Resolution No. 08-1292 supporting legislation to allow cities with contiguous city limits along major redevelopment corridors to participate in joint tax increment financing districts in order to coordinate public improvements and revitalize redevelopment corridors. ITEM NO. 11 APPROVED RESOLUTION NO. 08-1293 Approved Resolution No. 08-1293 opposing the continued preemption of municipal regulation of certain intra-state gas utilities and supporting legislation to permit greater local regulatory oversight and give local governments the ability to reduce the impact to residents, eliminate unnecessary redundant pipeline networks and help preserve the long-term economic viability of private property. ITEM NO. 12 APPROVED OF CITY COUNCIL MINUTES Approved the minutes of the Regular City Council Meeting of September 23, 2008. REGULAR AGENDA ITEM NO. 6 TABLED BID NO. 012-08 Council Member Hogg motioned to table Bid No. 012-08 for ready-mixed concrete. Council Member Porterfield seconded the motion. Council Member Stinneford seconded the motion. There were no public comments. ITEM NO. 16 REPORTS STAFF REPORT Police Chief Mike Brown introduced Police Sgt. Eric Starnes who gave an update on the Crime Prevention and Community Services Projects involving citizen education programs, school education programs, youth summer programs, and the police department involvement in the clown program. Fire Training Officer Dale Skinner, aka "Snuffy", introduced the newest clown, Neighborhood Police Officer Shelli Hartley, aka "Sprinkles". CITY MANAGER City Manager Gary McKamie stated he commends Police Chief Mike Brown, Officer Shelli Hartley, and the police staff for venturing out and trying new things. He stated the employees recognized tonight are the best of the best, noting that there is nothing Recreation Superintendent Michael Davenport cannot do. He noted that Michael hosted over 100 evacuees at the shelter, and his family and church members were involved also. He stated many years ago it became the policy in the police department �,. to hire really good people and he hired the police officers recognized tonight, noting that Senior Police Corporal Brett Morgan is also a licensed minister. Senior Police Corporal Scott Peterson has a special needs daughter, and he and his wife are great parents, City Council Minutes Page 8 of 9 October 14, 2008 and people like Senior Police Officer Edgar Hurtado don't come any better. Human Resources Claims Examiner Zella Stierwalt is top notch. He stated he tells the directors to hire really good people, and they can be taught to do a great job. He noted it is rewarding to see the quality of employees working for the city; and that they are not just employees, but are a key part of the community. He introduced Stephen Cook, the city's new planner. CITY ATTORNEY City Attorney Bob McFarland explained the recent Attorney General's Opinion regarding the Texas Open Meetings Act in relation to items for discussion listed on the precouncil agenda and under reports on the regular agenda. CITY COUNCIL Council Member Stinneford stated that there were 77 years of service recognized tonight and he did not believe there is another city that has such great employees recognized at every council meeting. He thanked Police Sgt. Eric Starnes on a great report. He noted that the Community Emergency Response Team (CERT) will be participating in the CERT Olympics in McKinney, on October 25. He urged the citizens to get involved in the Citizens Police and Fire academies and CERT. Council Member Hogg said thanks to the employees. Mayor Pro Tem Martin commended Sgt. Eric Starnes on a great report and thanked "Snuffy" and "Sprinkles" for attending. She congratulated the employees recognized tonight and thanked all the employees, noting that they are one of the reasons Euless is such a great place to live. Council Member Mickan congratulated Web Designer Adam Eakins for being selected employee of the month and those receiving service pins. She stated her appreciation for the National Guard and Reserves who were recognized tonight by proclamation, thanking them for such admirable service. She thanked the police and fire departments for great open houses last Saturday and the coordination of National Night Out. She noted that the concert in the park, volunteer dinner, and Stars Over Euless were all wonderful events. She stated the hamburgers were great at the employee burger cookout. Council Member Porterfield congratulated the employees honored. He noted that Scott Peterson, who was honored with a service pin, was the employee who created the new design on the police cars, which won national recognition. He stated that Zella Stierwalt is a gracious lady, noting that when he voted the wrong way a couple of years ago and subsequently apologized, she wrote him a note stating she accepted his apology. He thanked Sgt. Starnes for a great report. Council Member Bynum stated there were a lot of great comments tonight. He noted that the city established a new process of interviewing board and commission applicants and thanked those who came out for the interviews. He stated his appreciation for those who worked at the evacuee shelter and for all the city employees who work so City Council Minutes Page 9 of 9 October 14, 2008 hard. He stated City Manager Gary McKamie provides the city great guidance, and `•• noted that Gary is a mentor to him. Mayor Saleh stated her appreciation for all the employees and the work they do in supporting the city and making it the great city that it is. She announced that the Euless Library Foundation had a book sale last weekend, raising $1,897.10, to be put back into the library. She noted that there were a lot of activities this week with the United Way, Hurst-Euless-Bedford Chamber of Commerce, and the North Texas Commission. She also stated that transportation issues continue to be significant, but that the SH183 highway situation does not look much better than it did ten years ago.
