EULESS CITY COUNCIL
NOVEMBER 25, 2008
CALL TO ORDER
A regular meeting of the Euless City Council was called to order by Mayor Mary Lib
Saleh at 4:05 p.m. on Tuesday, November 25, 2008, in the Precouncil Conference
Room of City Hall, 201 North Ector Drive. Those present included: Mayor Mary Lib
Saleh, Mayor Pro Tern Linda Martin, Council Members Tim Stinneford, Leon Hogg,
Glenn Porterfield, Donna Mickan, and Perry Bynum.
The precouncil meeting included:
• A report from Mayor Saleh on the recent North Texas Commission (NTC)
meeting, the Hurst-Euless-Bedford Chamber of Commerce monthly membership
luncheon, and the dedication of a tree in memory of Willie Mae McCormick at the
Police Station by the Euless Citizens Police Academy Alumni Association;
> Announcement of upcoming city activities and events by City Secretary Susan
Crim;
• Introduction of a new employee, Police Department Technical Service Manager
Gary Gregg by City Manager Gary McKamie;
> An update by Deputy City Manager Loretta Getchell regarding the Cities
Aggregation Power Project (CAPP) long-term contract;
• A report from Assistant Director of Planning and Development Chris Barker on
the progress of the project to purchase reclaimed water from the City of Fort
Worth;
> Discussion by Deputy City Manager Loretta Getchell and City Manager Gary
McKamie regarding the Street Lighting Tariff by Oncor Electric Delivery to bring
street light poles up to energy conservation standards;
> A report from Director of Public Works Ron Young and City Manager Gary
McKamie on the citizen meeting held the previous week regarding Baze Road
improvements;
• An update from State Representative Todd Smith regarding possible legislation
during the 2009 Texas legislative session;
Discussion led by Director of Planning and Development Mike Collins, Assistant
Director of Planning and Development Chris Barker and City Manager Gary

McKamie regarding a proposed landscape irrigation ordinance required to
N,_ comply with HB 1656 enacted in the 2007 legislative session;
> A financial update from Director of Finance Vicki Rodriquez on the end of Fiscal
Year 2008 and the beginning of Fiscal Year 2009;
and the review of agenda items.
The city council convened into closed session at 6:37 p.m. for deliberation of pending
litigation concerning Short vs. City of Euless and Merced vs. City of Euless as
authorized by Section 551.071 of the Texas Government Code and the deliberation
regarding real property concerning Cresthaven Addition and the leasing of city property
as authorized by Section 551.072 of the Texas Government Code. They reconvened
into open session at 6:48 p.m.
COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS
The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m.
for the consideration of scheduled items.

PLEDGE OF ALLEGIANCE
Council Member Donna Mickan led the Pledge of Allegiance.
ITEM NO. 1 PRESENTATION OF EMPLOYEE OF THE MONTH FOR DECEMBER
Police Chief Mike Brown introduced Senior Police Officer Sheli Hartley, who introduced
her daughter, Kayla Fruge, and her friend, Brad Smith, and his daughter, Delani.
Mayor Saleh presented Sheli with a plaque for being selected employee of the month
for December.
CONSENT AGENDA
Council Member Bynum motioned to approve Consent Agenda Items numbered 2
through 6.
Council Member Hogg seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg,
Porterfield, Mickan, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 2 AUTHORIZED THE PURCHASE OF FLEET VEHICLES
Authorized the purchase of four Ford Crown Victoria police units from Philpott Ford, Port
Neches, Texas, through the Houston-Galveston Area Cooperative (HGAC) Purchasing
Program, for a total cost of $94,174.56.
ITEM NO. 3 AUTHORIZED THE PURCHASE OF ONE (1) NORAM MOTORIZED
ROAD GRADER
Authorized the purchase of one NorAm motorized road grader from Future Equipment
Company, Inc., 2019 Airport Freeway, Euless, Texas, through the Houston-Galveston
Area Cooperative (HGAC) Purchasing Program, in the amount of$113,118.71.
ITEM NO. 4 APPROVED RESOLUTION NO. 08-1300
Approved Resolution No. 08-1300 adopting the Tarrant County Mid-Cities Local
Mitigation Strategy as the City's Multi-Natural Hazard Mitigation Plan and resolving to
execute the actions in the plan subject to available funding.
ITEM NO. 5 APPROVED RESOLUTION NO. 08-1301
Approved Resolution No. 08-1301 supporting creation of a Metropolitan Transportation
District and supporting voter consideration of funding options.

Approved the minutes of the Regular City Council Meeting of November 11, 2008.
REGULAR AGENDA
ITEM NO. 7 HOLD PUBLIC HEARING AND APPROVED RESOLUTION NO. 08-
1298
Mayor Saleh opened the public hearing at 7:09 p.m. regarding Resolution No. 08-1298
adopting a revision/update to the Euless Parks, Recreation, and Open Space Master
Plan.
Director of Parks and Community Services Ray McDonald stated it is necessary to
amend the Plan Implementation and Prioritization of Needs section of the plan relating
to Outdoor and Indoor Recreation. The changes will put the city in the position to be
eligible to receive the maximum points (15) allowed in the Recreation Grant Project
Priority scoring system by meeting three of the top three priorities identified for outdoor
and indoor recreation in a locally adopted Texas Parks and Wildlife Department
approved Parks, Recreation, and Open Space Master Plan.
There being no additional proponents or opponents, Mayor Saleh closed the public
hearing at 7:10 p.m.
Council Member Stinneford motioned to approve Resolution No. 08-1298 adopting a
revision/update to the Euless Parks, Recreation, and Open Space Master Plan.
Council Member Bynum seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg,
Porterfield, Mickan, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 8 APPROVED RESOLUTION NO. 08-1299
Mayor Pro Tern Martin motioned to approve Resolution No. 08-1299 authorizing
participation in the Local Park Grant Program.
Council Member Stinneford seconded the motion.

Porterfield, Mickan, and Bynum

ITEM NO. 9 APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 1836
Council Member Hogg motioned to approve the first and final reading of Ordinance No.
1836 electing to make current and prior service contributions to the city's account in the
Municipal Accumulation Fund of the Texas Municipal Retirement System at the
actuarially determined rate of total employee compensation.
Council Member Stinneford seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tem Martin, Council Members Stinneford, Hogg,
Porterfield, Mickan, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 10 APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL COURT
JUDGE
Council Member Stinneford motioned to approve a one year extension of the contract
for Municipal Court Judge Lacy Britten to expire December 31, 2009.
Mayor Pro Tern Martin seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg,
Porterfield, Mickan, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 11 APPROVED BOARD APPOINTMENT
Council Member Mickan motioned to approve the appointment of Bill Golden to the
Historical Preservation Committee.
Council Member Bynum seconded the motion.
Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg,
Porterfield, Mickan, and Bynum
Nays: None
Mayor Saleh declared the motion carried.
ITEM NO. 12 PUBLIC COMMENTS
There were no public comments.

ITEM NO. 13 REPORTS
CITY MANAGER
City Manager Gary McKamie noted that Public Works Superintendent Clyde Cullum has
been providing security at the council meetings for the last 18 years as a Reserve
Police Officer. He stated Clyde has decided to spend more time with his new
grandbaby, so he is retiring from the Police Reserves, and this will be his last council
meeting to serve as a Reserve Police Officer. He thanked Clyde for his service to the
City Council.
CITY ATTORNEY
City Attorney Bob McFarland had no report.
CITY COUNCIL
Council Member Porterfield wished everyone a Happy Thanksgiving.
Council Member Bynum wished everyone a Happy Thanksgiving. He noted that Clyde
Cullum is his brother-in-law and, also, a good guy.
Council Member Stinneford congratulated Senior Police Officer Sheli Hartley for being
selected employee of the month, stating she is the epitome of what you want in a police
officer, as well as a person. He thanked Director of Finance Vicki Rodriquez and the
entire staff for bringing expenditures in during Fiscal Year 2008 within 96% of what was
budgeted with revenues being slightly higher than budgeted, noting that was a
tremendous job during a really tough year. He wished everyone a Happy Thanksgiving.
Council Member Hogg expressed appreciation to the employees for the jobs they do.
He stated he would miss Clyde Cullum at the council meetings. He attended the senior
citizens holiday lunch sponsored by North Main Barbeque and saw people he does not
get to see any other time during the year. He noted that he attended the National
League of Cities Conference and there were a lot of issues on being "green." He
wished everyone a Happy Thanksgiving.
Mayor Pro Tem Martin congratulated Sheli Hartley, stating she is a great ambassador
for the city. She thanked Clyde Cullum for his service to the City Council and for always
making us smile. She stated everyone here is a blessing to the City of Euless and
thanked them for being at the meeting. She wished everyone a Happy Thanksgiving.
Council Member Mickan thanked Sheli Hartley for representing the city so well. She
thanked Clyde Cullum for protecting the City Council all these years. She thanked
North Main Barbeque for sponsoring the senior citizen lunch and noted the food was
delicious. She attended the tree dedication by the Euless Citizens Police Academy
Alumni Association at the police department in memory of Willie Mae McCormick, noting
that Mrs. McCormick's daughter, granddaughter, and great granddaughter were in
attendance. She wished everyone a Happy Thanksgiving.

Mayor Saleh told Clyde Cullum it will be hard not seeing him at future council meetings.
She congratulated Sheli Hartley on her recognition as employee of the month. She
announced the Christmas Parade of Lights will be held on Saturday, December 6, at
6:30 p.m. along Midway Drive. She noted the city's Christmas tree lights will be turned
on Friday, November 28, at dusk, and she reported that the Trinity High School Trojan
football team is still number one in the Nation after their last football game. She wished
everyone a great Thanksgiving.
ITEM NO. 14 ADJOURNMENT
Mayor Saleh adjourned the meeting at 7:22 p.m.
