CALL TO ORDER
Assistant Police Chief Bob Freeman called the meeting to order at 7:00 p.m.
COUNCIL AND STAFF MEMBERS PRESENT
Mayor Mary Lib Saleh, Mayor Pro Tem Linda Martin and Council Members Tim
Stinneford, Leon Hogg, Donna Mickan, Glenn Porterfield and Perry Bynum participated in
the panel along with staff department directors.
Staff members present, in addition to Assistant Police Chief Bob Freeman, included City
Manager Gary McKamie, Deputy City Manager Loretta Getchell, City Secretary Susan
Crim, Police Chief Mike Brown, Public Works Director Ron Young, Parks and Community
Services Director Ray McDonald, Director of Economic Development Bill Ridgway,
Director of Planning and Development Mike Collins, Fire Chief Robert Isbell, Director of
Finance Vicki Rodriquez, Assistant Police Chief Harland Westmoreland, Police
Lieutenants Steve Eskew, Wayne Pavlik, Joe Kraft, Steve Kockos, John Williams and
Danny Neill, Sergeants Eric Starnes, David S. Chaney and Gary Landers, Senior
Corporal Kim Althouse, Neighborhood Police Officers James Gordon and Sheli Hartley,
Fire Marshal Paul Smith, City Engineer Robert Barker, Assistant Director of Planning and

citizens.
TOPICS OF DISCUSSION
Director of Public Works Ron Young gave a presentation outlining the recent and
upcoming street overlay, street reconstruction and street light improvement projects. He
reported on recent traffic studies and the appropriate signal and signage improvements
related thereto. He updated the group regarding ongoing drainage, water and wastewater
projects and reported on fire hydrant maintenance and current animal services statistics.
Fire Chief Robert Isbell gave a presentation on the City's new designation of a Class One
Insurance Service Organization (ISO) Rating. He stated it is the highest rating a city can
receive and it indicates a City's ability to prevent and fight fires.
