HomeMy WebLinkAbout2011-02-26 CITY OF EULESS CITY COUNCIL MID-WINTER WORKSESSION FEBRUARY 26, 2011 TEXAS STAR CONFERENCE CENTER EULESS, TEXAS Mayor Saleh called the worksession to order at 8:35 a.m. at the Texas Star Conference Center in Euless, Texas. Those present included: Mayor Mary Lib Saleh Mayor Pro Tern Linda Martin Council Member Tim Stinneford Council Member Leon Hogg Council Member Donna Mickan Council Member Glenn Porterfield Council Member Perry Bynum City Manager Gary McKamie Deputy City Manager Loretta Getchell Assistant City Manager Chris Barker Director of Finance Vicki Rodriquez Director of Parks and Community Services Ray McDonald City Secretary Susan Crim Director of Parks and Community Services Ray McDonald discussed the Parks Master Plan specifically regarding the Parks at Texas Star and Softball World. He also reviewed the plans for the Ruth Millican Center, the Simmons Center and the new Senior Center. Mr. McDonald left the meeting at 10:00 a.m. Deputy City Manager Loretta Getchell gave a financial update for the end of Fiscal Year 2010, including the property tax values, sales tax revenues, car rental revenues, franchise fee revenues, fines and fees revenues, interest income, water and wastewater revenues, golf course revenues, and Texas Star Sports Complex revenues. She presented the revised revenue projections for Fiscal Year 2010-2011 and gave a financial overview for the year, including the revised expenditure projections. Ms. Getchell then presented the financial outlook for Fiscal Year 2011-2012. She reviewed the gas revenues to date, the Capital Improvement Plan and outstanding debt of the City. The future proposed Capital Improvement Plan projects were presented and were reviewed in conjunction with the current debt service. City Manager Gary McKamie reviewed the potential alignment of a possible future East- West Connector being considered to connect State Highway 360 with State Highway 161. Mr. McKamie also discussed the current format of the Euless Today publication and future events being placed on the City's calendar. City Council Worksession February 26, 2011 Page 2 Assistant City Manager Chris Barker gave an update on the gas drilling being conducted in the City and Mr. McKamie reviewed future drilling prospects the City might expect. City Manager McKamie discussed the effluent water lines being built in the City and stated that after a feasibility study, staff will be bringing forth an ordinance to better define requirements and rates for use. Mr. McKamie reviewed potential uses for City facilities not currently in use and reviewed a drainage issue in the Fountain Park subdivision that the developer is repairing. He reported that the search for a new Fire Chief is continuing and the position of Technical Specialist has been filled in the Public Works Department. In light of current budget restraints, it was discussed that City art projects should be delayed for a period of time. Mr. McKamie reported that a piece of steel from the 9/11 Ground Zero site in New York City is being given to the City of Euless to be incorporated into an art piece at a later date at the front of the Fire Administration Building. Mr. McKamie discussed the possibility of combined jail and/or dispatch services with the City of Grapevine. No immediate plans are anticipated, but potential savings could be realized in lieu of an additional fire station in the future. Mr. McKamie reported that the State Legislature is considering several bills that deal with statewide smoking bans, and it is the opinion at this time that the City of Euless will not approve any ordinance related to smoking until the Legislature has completed their session.
