CALL TO ORDER
Assistant Police Chief Bob Freeman called the meeting to order at 7:00 p.m.
COUNCIL AND STAFF MEMBERS PRESENT
Mayor Mary Lib Saleh, Mayor Pro Tern Tim Stinneford, and Council Members Leon Hogg,
Linda Martin, Donna Mickan, and Perry Bynum participated in the panel along with staff
department directors.
Staff members present, in addition to Assistant Police Chief Bob Freeman, included City
Manager Gary McKamie, Deputy City Manager Loretta Getchell, City Secretary Susan
Crim, Deputy City Secretary Kim Sutter, Police Chief Mike Brown, Public Works Director
Ron Young, Parks and Community Services Director Ray McDonald, Director of
Economic Development Mike Collins, Director of Planning and Development Chris
Barker, Fire Chief Robert Isbell, Director of Finance Vicki Rodriquez, Assistant Police
Chief Harland Westmoreland, Police Lieutenants Steve Eskew, Wayne Pavlik, Joe Kraft,
Steve Kockos, and Danny Neill, Sergeants Eric Stames, David S. Chaney and Gary
Landers, Senior Corporals Kim Althouse and Tony Burnett, Neighborhood Police Officers
James Gordon and David Parker, City Engineer Robert Barker, Senior Planner Stephen
Cook, Librarian Kate Lyon, Human Resources Administrator Carolyn Marshall, Fleet and
Facilities Administrator Kyle McAdams and Victim Assistance Coordinator Kathy Haecker.

TOPICS OF DISCUSSION
Deputy City Manager Loretta Getchell gave a presentation on two Capital Projects, the
recently completed Redi-Mix Building and the proposed Senior Citizen Center. Director of
Parks and Community Services Ray McDonald reported on the interim plans for
programs of the Midway Recreation Center during the time it will be closed for
renovations in preparation for the construction of the adjoining Senior Citizen Center.
Director of Planning and Development Chris Barker updated the audience on the
provisions of the recently enacted sign ordinance. Police Chief Mike Brown reviewed the
ways in which the Crime Prevention ordinance, that was approved a few months ago, will
be advantageous for both the police officers as well as the business owners.
Communications and Marketing Manager Betsy Deck gave a presentation on the 2010
Census and how important it is that every person participate.
