HomeMy WebLinkAbout2009-03-10 MINUTES OF A REGULAR MEETING OF THE EULESS CITY COUNCIL MARCH 10, 2009 CALL TO ORDER A regular meeting of the Euless City Council was called to order by Mayor Mary Lib Saleh at 4:05 p.m. on Tuesday, March 10, 2009, in the Precouncil Conference Room of City Hall, 201 North Ector Drive. Those present included: Mayor Mary Lib Saleh, Mayor Pro Tem Linda Martin, Council Members Tim Stinneford, Leon Hogg, Glenn Porterfield, Donna Mickan, and Perry Bynum. During the precouncil meeting: > Mayor Saleh showed the picture to be hung in the library in memory of Boyce Byers. > Mayor Saleh reported on the recent Tarrant Regional Transportation Coalition (TRTC). > City Secretary Susan Crim reviewed the calendar of future city activities and events. > City Manager Gary McKamie reported that seismic testing equipment has been set up around town, although there has not been any gas drilling permits issued. > City Manager Gary McKamie reported that several area police departments have been awarded stimulus money based on population and crime rates, and that Euless will receive $60,000. > City Manager Gary McKamie introduced Police Sgt. Eric Starnes stating he did most of the preliminary work for the proposed sexually oriented business ordinance. He introduced Brad Bullock, attorney with Mick McKamie's law firm, who presented the reasoning behind the proposed regulations of the ordinance. > City Manager Gary McKamie gave an update on the Redi-Mix Construction Project. > Deputy City Manager Loretta Getchell gave an update on the effluent/wastewater project. • City Manager Gary McKamie gave an update on the renovation of Texas Star Conference Centre noting that it is complete, and that Raven's Grille will be operating out of the new kitchen beginning Monday, March 16. City Council Minutes Page 2 of 6 March 10, 2009 `► > Director of Finance Vicki Rodriquez gave an update on the rental car fund. > The agenda items were reviewed. The city council convened into closed session at 6:05 p.m. for deliberation regarding contemplated or pending litigation concerning land use, Merced vs. Euless, and Overton vs. Euless as authorized by Section 551.071 and deliberation regarding personnel matters regarding an individual's retirement benefit as authorized by Section 551.074 of the Texas Government Code. They reconvened into open session at 6:41 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for the consideration of scheduled items. INVOCATION Reverend Ken Harp, Restoration Church, gave the invocation. City Council Minutes Page 3 of 6 March 10, 2009 PLEDGE OF ALLEGIANCE Council Member Donna Mickan led the Pledge of Allegiance. ITEM NO. 1 PRESENTATION OF EMPLOYEE SERVICE PINS Texas Star General Manager Glenda Hartsell-Shelton introduced Texas Star Secretary Stephanie Wickham. Stephanie introduced her husband, Jim, sons, James and Bryce, and parents, Gary and Delia Thompson. Police Chief Mike Brown introduced Senior Police Officer Cale Smith and Senior Police Officer Ray Hinojosa. Ray introduced his wife, Carol, daughter, Lauren, and son, Blake. Fire Chief Robert Isbell introduced Fire Captain/Paramedic Keith Smith. Keith introduced his wife, Tambra. Mayor Saleh presented 5-year service pins to Stephanie Wickham and Cale Smith, a 20-year pin to Ray Hinojosa, and a 25-year service pin to Keith Smith. REGULAR AGENDA ITEM NO. 2 APPROVED PURCHASE THROUGH A JOINT PURCHASE AGREEMENT Council Member Stinneford motioned to approve the joint purchase agreement with the City of Hurst for electrical installation and repair services by Ed's Electric Lighting Service, Inc., Richland Hills, Texas, in the estimated expenditure of $80,000. The agreement is for a one-year term with the option of four additional one-year extensions. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg, Porterfield, Mickan, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 3 AWARDED BID NO. 002-09 Council Member Mickan motioned to award Bid No. 002-09 and authorized the city manager to enter into a contract with 2L Construction, LLC, for the drainage improvements on Eastcliff Drive and Greenbriar Drive, in the amount of $240,105. Mayor Pro Tern Martin seconded the motion. City Council Minutes Page 4 of 6 March 10, 2009 ITEM NO. 4 APPROVED RESOLUTION NO. 09-1306 Council Member Bynum motioned to approve Resolution No. 09-1306 supporting an application of Siemens Energy and Automation, Inc., for a Municipal Setting Designation for property located at 2910 Avenue F, Arlington, Texas. Council Member Hogg seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg, Porterfield, Mickan, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 5 APPROVED CITY COUNCIL MINUTES Council Member Bynum motioned to approve the minutes of the Regular City Council Meeting of February 24, 2009. Council Member Stinneford seconded the motion. Ayes: Mayor Saleh, Mayor Pro Tern Martin, Council Members Stinneford, Hogg, Porterfield, Mickan, and Bynum Nays: None Mayor Saleh declared the motion carried. ITEM NO. 6 PUBLIC COMMENTS Mike Utzman, 316 Calvary Drive, thanked the city council and staff for the recent townhall meetings. He addressed the council regarding videotaping the council meetings and streamlining the videos on the website as a way of getting the youth involved in the community. ITEM NO. 7 REPORTS STAFF REPORT Director of Parks and Community Services Ray McDonald gave a report regarding innovations that have been implemented in the park maintenance area, which include landscape plant and tree propagation and water reclamation. CITY MANAGER N'' City Manager Gary McKamie thanked Director of Parks and Community Services Ray McDonald for a great report, stating that one of the great things about Euless is the generational aspect. He noted that most of the work in the plant and tree nursery began City Council Minutes Page 5 of 6 March 10, 2009 in the 1970s under Bob Phillips. He pointed out that Bob's son, Danny, is a Euless Fire Lieutenant. He stated he is proud of the work done by a group of hard-working guys in the parks department who have taken passed-on knowledge and put out work that rivals professional landscape architects. He thanked Ray McDonald for everything he does. He stated the renovations at the Texas Star Conference Center are complete, and that Raven's Grille has expanded its seating capacity. Beginning Monday, March 16, there will be new items such as baked potatoes and fresh baked breads added to the menu. He stated he is proud of Texas Star General Manager Glenda Hartsell-Shelton and her group of employees, as well as Fleet and Facility Administrator Kyle McAdams for his management of the project. He reminded everyone that the Sunday Brunch begins at 11:00 a.m. on Sunday, March 22. CITY ATTORNEY Associate City Attorney Paul Wieneskie did not have a report. CITY COUNCIL Council Member Hogg thanked the employees for all the work they do. He noted he attended the Threadneedle Street performance at the library and attended the community garage sale at Midway Recreation Center. Council Member Stinneford thanked Ray McDonald for a great presentation. He stated r.r he has sent the Ridgmar Mall landscapers to Euless for them to try and replicate the great work the Euless employees do. He congratulated Texas Star Secretary Stephanie Wickham, Senior Police Officer Cale Smith, Senior Police Officer Ray Hinojosa, and Fire Captain Keith Smith on receiving their service pins. Council Member Bynum wished Council Member Hogg a Happy Birthday. He thanked Ray McDonald for a great report and Kyle McAdams for doing a great job with the new Prius. Council Member Porterfield congratulated Council Member Hogg on his birthday. He stated he is proud of those honored tonight. He thanked Ray McDonald and those who work with him on the great job being done in the parks. Council Member Mickan congratulated Stephanie Wickham, Cale Smith, Ray Hinojosa, and Keith Smith on receiving their service pins. She stated Ray's report was fantastic. She noted she ate brunch at Texas Star last Sunday and it was great. She stated she enjoyed the library presentation of Celtic music and thanked Library Administrator Kate Lyon for organizing it. Mayor Pro Tern Martin stated the employees recognized tonight are a good example of a great group of people getting service plans. She thanked Ray McDonald, stating the logo "Simply FabEuless" is sheer genius. r.. City Council Minutes Page 6 of 6 March 10, 2009 Mayor Saleh stated the City of Hurst wanted to know if we hired a company to come up `m. with the "Simply FabEuless" logo, it is so good. She announced the city council election will be held on May 9, and that Council Member Porterfield and Eddie Price are candidates for Place 5, and Council Member Bynum and Lorren Britton are candidates for Place 6. She wished the candidates good luck and suggested citizens vote early.
