A RESOLUTION RECOMMENDING AWARD OF A CONTRACT FOR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT NO.
B17-UC-48-0001-22-50 TO WILLIAM J. SCHULTZ INC. DBA CIRCLE C
CONSTRUCTION, FORT WORTH, TEXAS IN THE AMOUNT OF
$171,235 FOR THE REPLACEMENT OF SANITARY SEWER MAIN IN
THE OAKWOOD TERRACE EAST AND ANGLIN ADDITIONS.
WHEREAS, the City Council of the City of Euless, Texas does hereby
recommend the award of contract for CDBG Project No. B17-UC-48-0001-22-50 to
William J. Schultz Inc. dba Circle C Construction, Fort Worth, Texas, in the amount of
$171 ,235 for the replacement of the sanitary sewer main in the Oakwood Terrace East
and Anglin Additions; and
WHEREAS, CDBG Project No. B17-UC-48-0001-22-50 consists of the
replacement of approximately 1,250 linear feet of sanitary sewer main between Jefflyn
Court and West Huitt Lane from Henslee Drive to South Main Street using trenchless
technology and open trench methods; and
WHEREAS, the City Council recommends including the authorization for the City
of Euless staff and Tarrant County to issue change order(s) totaling an amount not to
exceed five percent of the base contract amount ($8,562) without requiring formal
action by the City Council and Commissioner's Court; and
WHEREAS, the construction funds available through Tarrant County for this
project are $258,771 ; and
WHEREAS, staff has reviewed the bid tabulation and based on supporting
documentation from Elliott and Hughes, Inc. (Exhibit A), recommends that Tarrant
County award the contract to the low bidder, William J. Schultz Inc. dba Circle C
Construction, Fort Worth, Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
The City of Euless, Texas City Council recommends award of a contract to
William J. Schultz Inc. dba Circle C Construction, Fort Worth, Texas, for the
replacement of the sanitary sewer main in the Oakwood Terrace East and Anglin
Additions in the amount of $171 ,235 of which Tarrant County Community Development
will pay the full amount.
SECTION 2.
EFFECTIVE DATE. This resolution shall be in full force and effect from and after
its passage.
APPROVED AND ADOPTED at a regular meeting of the Euless City Council on
January 23, 2018, by a vote of 5 ayes, 0 nays, and 0 abstentions.

Dear Mr. Harts:
Our firm completed the civil engineering design, construction plans, and prepared
contract documents for the above captioned improvements. An official
"Advertisement for Bid Notice" was published and the plans and documents were
available from Tarrant County and were on file in area plan rooms. Sealed bids for
the construction were received in the offices of Tarrant County Community
Development, at 10:30 o'clock A.M. on Wednesday. January 10, 2018.
Three (3) sealed bids were submitted. The low bid of $171.235.00 was submitted
by Circle "C" Construction. of Fort Worth, Texas. The third or high bid of
$207,036.00 was submitted by Leetech Energy of Aledo, Texas. A copy of the Bid
Summary and the Line Item Bid Tabulation for the three (3) bids are enclosed for
your information and file. The engineer's estimate for the construction was
$178,739.00. Completion time was established in the documents at ninety (90)
calendar days.
We submit that a recommendation be made to Tarrant County Commissioner's
Court to award the construction contract to Circle"C"Construction Company in the
amount of their low bid of $171,235.00. Funds are available for the construction
through Tarrant County in the total amount of$258,771.00.
In any resolution on construction contract award, we recommend that the City
Council include authorization for the City of Euless Staff and Tarrant County to
issue change order(s) totaling an amount not to exceed five (5%) percent of the
base contract amount ($8,562.00) without requiring formal action by the City
Council and Commissioner's Court.

Circle "C" Construction Company (William J. Schultz, Inc. dba Circle "C'
Construction) has been involved in rehabilitation of sanitary sewer facilities utilizing
trenchless technology as well as open trench methods for a number of years. They
have been in the underground utility construction business since 1974. Their
projects range in cost $100,000 to $7,500,000 with their average annual volume
ranging from $14 to $18 million dollars. They currently operate two (2) trenchless
technology(pipe bursting) crews in addition to their other operations.
While the majority of their work has been in the City of Fort Worth, they have
completed projects in Euless which include water and sanitary sewer relocations
on Ash Lane. emergency water line repair on Glade Road, the reclaimed water
delivery system to various areas, and the FY 2010, FY 2012, FY 2013, FY 2014,
FY 2015 and FY 2016 sanitary sewer rehabilitation projects.
All of their projects that we are familiar with were successfully completed in a
timely and acceptable manner. We spoke with representatives of Circle "C'
regarding their unit prices and total bid, and they are comfortable with their bid as
submitted. They indicated they have enjoyed their past relationship with the City
and Tarrant County and look forward to successfully completing this project.
Surety bonds(performance, payment and maintenance bonds)are underwritten by
Merchants Bonding Company of Iowa. We spoke to the surety's local
representative and they told of no problems with the contractor, and they assured
us they would be issuing the necessary bonds.
The project provides for replacement of existing deteriorated 6-inch vitrified clay
tile and/or concrete pipe with 8-inch high density polyethylene pipe using
trenchless technology methods. The limits of the project extend from the east side
of South Main Street in Huitt Lane, west at the rear of houses on West Huitt and
Jefflyn Court to the residence at 203 Huitt. Lines will also be replaced at the rear of
residences which front on Gaye Court, north and south of Huitt.
We trust the foregoing will be beneficial to you as you prepare your final
recommendations on this project. We appreciate very much the opportunity to be
